Hi James, Individually check and ascertain whether apache, mysql / mariadb, memcached services are working ok. Also check if plack is working if you have it enabled.
Once you have made sure these are working, I would suggest the you check the logs. The opac and intranet error logs should have something useful in them, if you are trying to hit them and getting nothing in response. I would also check the iptables rules in place as well as any firewall you may have at your place. Hope this helps Indranil.
