Hi,
when creating a new entry in Tools > HTML customizations, you can pick
OpacSuppressionMessage from the drop down list there and create content
for any installed language. Maybe start with a simple text and work up
from that?

I am not sure what could have gone wrong.
Did you check that the .xsl was generated with the intended change?
Is the system preference OpacSupression active?
Does the record turn up, if you search for Suppress:1 in the staff interface?
