In a letter addressed to Bush, Kerik said he knew the Senate could turn down his appointment because questions arose about the immigration status of a housekeeper and nanny he had employed. "I have noticed that employment required tax payments and related filings had not been made for a period of time," noted the former New York police commissioner. Recently Bush designated Kerik to replace Tom Ridge, who had occupied the Homeland Security post following the September 11 2001 attacks.
