>YUGOSLAV FOREIGN MINISTER GIVES INTERVIEWS TO RUSSIAN PAPERS
>MOSCOW, January 26 (Tanjug) - Russia's two leading papers published on
>Wednesday interviews with Yugoslav Foreign Minister Zivadin Jovanovic in
>which he spoke in detail of Yugoslavia's stand on a large number of foreign
>policy and bilateral issues.
>Nezavisimaya Gazeta published the interview with Jovanovic on its front
>page under the headline Conditions Exist for Belgrade's Joining Union of
>Moscow and Minsk, highlighting his statement to the effect that plans which
>the West and terrorists are making are totally illusory.
>The high-circulation Moscow daily Vremya MN announced Jovanovic's
>interview on its front page, quoting in the headline his statement to the
>effect that sanctions are the West's old tune.
>Jovanovic said that, over the past five months, he had met with more than
>a hundred of his colleagues and other ranking foreign officials, saying
>that the few Foreign Ministers of countries that were under isolation could
>boast of such activity and contacts.
>Responding to a remark by Nezavisimaya Gazeta's editor that Russia and
>Yugoslavia were faced with the problem of media war waged against them by
>Western countries and commenting on ways of how to fight against it,
>Jovanovic said that Yugoslavia had one way only of fighting against the
>aggression carried out through media and that was the truth.
>"Yugoslavia and Russia and the Yugoslav and Russian peoples are united by
>their Slav nationality, common history and culture, and joint goals aimed
>at peace and stability in Europe and the world. We are united also by
>strategically important political, security, economic, cultural and many
>other interests. It is therefore no coincidence that Yugoslavia and Russia
>- the Serbian, Montenegrin and Russian peoples - were always at the same
>side of the principle of the protection of values and humanism at crucial
>periods in history," he said referring to Yugoslav-Russian relations and
>prospects for their further promotion.
>Today, we are faced with common challenges and have common goals of
>promoting our economic, cultural, scientific, technical and all other forms
>of cooperation by strengthening our friendship, he said. We are faced with
>positive challenges and want to contribute to all that is positive in
>Europe and the world through that cooperation and close ties, he said.
>We, however, have also a specific challenge in common, he said. This is
>the fight against separatism and terrorism. This fight can only be
>successful if it is linked and if there is an awareness that, today,
>terrorism and separatism are primarily directed against Slav peoples and
>that, on top of that, they represent a universal threat in the world, he
>said.
>
>YUGOSLAV FOREIGN MINISTER SENDS NOTE TO HIS GHANAIAN COLLEAGUE
>BELGRADE, January 26 (Tanjug) - Yugoslav Foreign Minister Zivadin
>Jovanovic has sent a note to his Ghanaian counterpart James Victor Gbeho
>regarding cooperation between the two countries on the bilateral as well as
>the international level.
>Yugoslav Foreign Ministry Ambassador Danilo Milic handed over the note to
>Anan Cato, Director General of the Ghanaian Foreign Ministry in Accra.
>Milic was received also by Chairman of Ghana's State Council Mumuni
>Bawumi. In the ensuing talks, attended also by Yugoslav Ambassador to Ghana
>Milena Jovanovic-Lukovic, Bawumi voiced satisfaction with the successful
>development of bilateral relations between the two friendly countries. He
>stressed that his Government would continue to offer full support to the
>preservation of Yugoslavia's sovereignty and territorial integrity.
>He also said that it was vital for Yugoslavia to re-activate its
>membership in the non-aligned movement and for the movement to make a
>greater effort to help grant again Yugoslavia its full membership rights in
>the United Nations.
>Chief of the Ghanaian Army General Staff Gen. F.C. Acafia, who attended a
>reception at the Yugoslav Embassy, stressed the importance of all-round
>cooperation between Ghana and Yugoslavia as friendly and non-aligned
>countries in a joint struggle for the affirmation of the equality of states
>and nations in international relations.
>
>900 MILLION DINARS FOR DISPLACED FROM KOSOVO AND METOHIJA - YUGOSLAV
>MINISTER
>KRUSEVAC, SERBIA, January 26 (Tanjug) - Yugoslav Minister for Refugees,
>Displaced and Exiled Persons Bratislava Morina said on Wednesday in the
>city of Krusevac, central Serbia, that the Yugoslav and Serbian Governments
>have earmarked 900 million dinars as aid for refugees and temporarily
>displaced persons from Kosovo and Metohija.
>Morina, who is also Serbian Minister for Refugees, presented the
>corresponding organs in Krusevac with ten tonnes of relief aid for the
>internally displaced persons who found refuge in this region.
>She pointed out that the corresponding state organs are currently
>registering all displaced persons from Kosovo and Metohija and that this
>data will be verified by the representatives of neutral Switzerland. "This
>will be yet another in the series of proof about the activities of the
>ethnic Albanian terrorists who are being helped by a part of the
>international community and who forced the Serbs and other non-Albanians to
>leave their homes," Morina said.
>Underscoring that under U.N. Security Council Resolution 1244 Kosovo and
>Metohija is an integral and unalienable part of the Republic of Serbia and
>the Federal Republic of Yugoslavia, Morina stated that she expects the
>annulment of all decisions by UNMIK head Bernard Kouchner which are not in
>keeping with this resolution.
>
>USE OF GERMAN MARK IN MONTENEGRO NOT IN KEEPING WITH FEDERAL CONSTITUTION
>BELGRADE, January 26 (Tanjug) - The Yugoslav Constitutional Court ruled on
>Wednesday that the decision on the use of the German mark in Montenegro
>parallel with the national currency dinar, is not in keeping with the
>Constitution of the Federal Republic of Yugoslavia, the Law on the National
>Bank of Yugoslavia and the Law on Foreign Currency Transactions.
>The Court said that the decision of the Montenegrin Government on taking
>over certain competencies of the National Bank of Yugoslavia "with the aim
>of protecting the economic interests of Montenegro" is also not in keeping
>with the Federal Constitution and the Law on the National Bank of
>Yugoslavia.
>In November 1999, the Court set a deadline for the Montenegrin Government
>to come up with explanations regarding the initiative of the National Bank
>of Yugoslavia to begin proceedings for the assassement of the
>constitutionality and legality of the controversial Montenegrin decisions.
>Montenegro, however, failed to respond.
>Quoting constitutional and legal provisions, the Court set out that under
>the constitution the territory of the Federal Republic of Yugoslavia is a
>single economic and market area and that only the National Bank of
>Yugoslavia, as an independent institution and the only bank of issue within
>the Yugoslav monetary system, is responsible for monetary policy, the
>stability of the currency and for financial discipline.
>The Court also instigated proceedings to investigate the constitutionality
>of the Montenegrin Law on Amnesty which released from responsibility all
>military conscripts who failed to respond to the mobilization during the
>NATO aggression from March 24 - June 10, 1999.
>The Court has set a two-week deadline to the Montenegrin Parliament to
>take a position on this law.
>According to the Court, no republican organ is authorized to release
>anyone from the responsibility for the offence of draft dodging since this
>is regulated only by federal laws.
>The Court said it was stopping the realization of all individual acts
>adopted on the basis of the disputed law.
>
>AIR TRAFFIC OVER YUGOSLAVIA NORMALISING
>BELGRADE, January 27 (Tanjug) - Air traffic over Yugoslavia has begun
>returning to normal as of dawn on Thursday, according to the National
>Flight Control chief.
>Flight Control Administration Director Branko Bilbija told TANJUG that, as
>of 1 minute past midnight last night, the Yugoslav Flight Control was
>guiding 55 percent of all flights over Bosnia- Herzegovina at altitudes
>between 9,000 metres and 13,000 m.
>Also, radars were guiding planes over Yugoslavia flying from central
>Europe to Greece and the Middle East, and there were plans to open
>corridors to Croatia and Italy.
>"For the past four or five months, talks have been going on in Paris,
>Brussels and Rome about normalising air traffic in Yugoslav air space, and
>the accords reached have only just begun to be implemented today," said
>Bilbija.
>He added that flights in Yugoslav air space had been banned since the
>start of NATO's aggression on Yugoslavia on March 24, 1999.
>When the air strikes ended on June 10, Yugoslav flight controllers took
>over about 20 percent of flights, viz. those to Macedonia. As of today,
>they were slowly resuming the guiding of planes for all foreign air
>carriers.
>
>YUGOSLAV GENERAL SAYS PRISTINA CORPS WILL RETURN TO KOSOVO AND METOHIJA
>LESKOVAC, January 26 (Tanjug) - An annual analysis of the readiness for
>action of the Yugoslav Army Pristina Corps was made at the Corps' command
>on Wednesday. A statement issued by the Corps press section quoted Corps
>Commander Maj. Gen. Radojko Stefanovic, who supervised the proceedings, as
>saying that the Corps had been the backbone of the Yugoslav Army's and the
>Third Army's defence in Kosovo and Metohija.
>Maj. Gen. Stefanovic said that Corps troops had put up a brilliant
>resistance to the far superior enemy, saying that, by uniting all defence
>forces in the Yugoslav Republic of Serbia's southern province, the Corps
>had managed to preserve its potential, troops and materiel sustaining
>minimum losses.
>The statement also said that, thanks to the state and economic structures'
>maximum engagement and assistance offered, the Corps had managed to provide
>new facilities made of brick for its entire personnel following NATO's
>March 24-June 10 1999 aggression and to create favourable conditions for
>the life and work of Corps commands and units.
>Third Army commander Gen. Nebojsa Pavkovic voiced confidence that the
>Corps would soon return to Kosovo and Metohija "where it will raise the
>flag of freedom under which all citizens - Serbs, Montenegrins and members
>of other ethnic groups - will coexist in peace with ethnic Albanians as
>before."

>Valle, who is acting Foreign Minister of this central American country, on
>Wednesday received the extraordinary and plenipotentiary Ambassador of the

>and informed Arita Valle about the reasons for the NATO aggression on
>Yugoslavia and its consequences, as well as with the successful
>reconstruction of Yugoslavia and the difficult situation in Kosovo and
>Metohija created because the international community is not implementing
>and is violating U.N. Security Council Resolution 1244.
>Arita Valle sent regards to Foreign Minister Jovanovic adding his wish for
>the resumption of cooperation between the two traditionally friendly
>countries. He said he hoped that Yugoslavia would successfully emerge out
>of its difficulties and resume its prominent role in international
>relations.

>Namibia Zoran Bingulac presented in Windhoek on Wednesday his credentials
>to Namibian President Sam Nujoma.

>a reception held at the Presidential Palace, voicing expectation that
>Nujoma would soon visit Yugoslavia at Milosevic's invitation.

>The reception was attended also by the newly-appointed Ambassadors of
>Israel, the Netherlands, Nigeria, Iran, Malawi, Singapore and Iceland.
>The Pretoria-based Yugoslav Embassy represents the country in South

>KOSOVO-METOHIJA - TERRORISM
>
>KOSOVO-METOHIJA ALBANIAN TERRORISTS ATTACK SERBS IN GNJILANE
>GNJILANE, January 27 (Tanjug) - Ethnic Albanian terrorists in
>U.N.-administered Kosovo-Metohija's town of Gnjilane have intensified
>assaults on local Serbs and other non-Albanians, according to the Serbian
>National Council.
>For two nights past, ethnic Albanian terrorists threw hand grenades on the
>store of Dragan Jovicic, Serb, and the home of Cemal Sacinj, Turk,
>plundered the home of Serb Slobodan Mladenovic and damaged other Serb
>property, the Council said on Wednesday.
>This showed that ethnic Albanian violence against Serbs and other
>non-Albanians in Gnjilane, in the Serbian (Yugoslav) Province whose
>administration the Government has turned over to the United Nations, was
>intensifying, it said, as reported by amateur radio operators.
>At the time the attack, there were ten Serbs and one ethnic Albanian in
>Jovicic's store, but nobody was killed, as the grenade bounced off the
>stairs and into an abandoned international KFor force station, where it
>exploded.
>The house of Slobodan Mladenovic in Gnjilane's Kamnik district was
>plundered by a gang of no less than 18 ethnic Albanians.
>For more than a month, the house had been targeted by ethnic Albanian
>punks, who kept stoning it in order to scare the Mladenovic family away.
>Terrorists have long torched the home of Mladenovic's brother Bogdan and
>evicted his other brother, Miodrag, and seized his home, the Council said.
>
>BULGARIA - RUSSIA - YUGOSLAVIA
>
>BULGARIA DENIES RUSSIA'S CRITICISM OVER BALKAN MEETING
>SOFIA, January 27 (Tanjug) - The Bulgarian Foreign Ministry negatived on
>Wednesday Moscow's criticism over hosting last Saturday an informal meeting
>of seven Balkan prime ministers to debate the Yugoslav internal situation
>in Yugoslavia's absence.
>The Russian Foreign Ministry on Tuesday sharply criticised the
>isolationist policy and unethical character of the meeting, held in
>Hisariya, near Plovdiv, Bulgaria. Although the meeting was informal, its
>isolationist attitude towards Yugoslavia could hardly be constructive from
>the point of view of normal international practice, not to mention ethics,
>the Russian Ministry said.
>The Bulgarian Ministry dismissed the criticism, saying this was not
>isolationism, but a highly successful new form of regional cooperation.
>The Bulgarian press, however, increasingly often points out that regional
>problems cannot be solved if Yugoslavia is ignored.
>
