strength and courage with his energetic
ideological and theoretical activities. He is a worldwide statesman and a
staunch defender of the socialist cause.

Historic events in expanding and strengthening party organizations

Pyongyang, February 24 (KCNA) -- The struggle for the foundation of the
party in Korea has a long history.
The President Kim Il Sung formed the society for rallying comrades, the
first party organization, in Kalun,
China in 1930 and rapidly expanded party organizations with the society as
an umbrella organization.
He maintained a principled stand concerning the party building. He
called for adhering to the Juche-oriented line
against flunkeyism and dogmatism, and creating primary organizations of the
party in Korea, first of all, and, on
this basis, organizing the party central body and proclaiming the party
foundation in future.
He dispatched members of the society for rallying comrades to the area
on the northern tip of Korea along the
River Tuman and different areas of Manchuria to form party organizations.
In autumn, 1930 he went to Onsong county, North Hamgyong Province, and
personally guided the formation
of the party organizations in Korea.
He dispatched the Pukson (northern part of Korea) political operatives'
group, which was made up of excellent
political officers of the Korean People's Revolutionary Army, to the
northern part of Korea in 1937 with a view to
rallying communists active in different areas and hardcore people and
educating them and steadily expanding party
organizations.
As a result, party organizations were active not only in the
anti-Japanese armed ranks but in the border area on
the northern tip of Korea and its western and central parts, in eastern and
southern Manchuria and various areas of
Japan where Koreans lived.
His organization of the party committee of the KPRA was followed by the
creation of the eastern Manchuria
party operative committee, the party operative committee in the homeland
and the Changbai county party committee.

U.S.-S. Korea joint war exercise denounced

Pyongyang, February 24 (KCNA) -- Rodong Sinmun today in a signed
commentary denounces the U.S. and
the South Korean authorities for staging a joint surprise air strike
operation in and around Kyonggi Province, South
Korea, a few days ago.
Involved in the war drill were scores of military helicopters,
brigade-level "surprise air strike" units and various
types of war equipment including "Cobra" attack helicopters and "Black
Hawk" helicopters of the U.S. aggressor
forces and the "air operation command of the South Korean ground force."
It was aimed at massively helicopter ground units into the "rear" of
the "enemy" under the cover of the attack
helicopters to "isolate and destroy" the motorized units of the "enemy" and
then going over to a large-scale
"counterattack operation."
Noting that the exercise was of very provocative and offensive nature
like the " Foal Eagle" and "Ulji focus
lens" joint military drills, the commentary goes on:
What merits particular attention is that the South Korean authorities
have already worked out a large-scale plan
to attack the north and are working hard to round off the plan and put it
into practice.
What cannot be overlooked is the fact that the joint war maneuver was
timed to coincide with the U.S. and
Japanese reactionaries' computer simulation military exercise staged in
Japan to cope with an "emergency" on the
Korean peninsula.
This was not an accidental coincidence but a premeditated and
intentional DPRK-targeted war drill staged within
the framework of the triangular military alliance.
The aggressive triangular military alliance grouping the U.S., Japan
and South Korea is moving on the track for
an aggression against the DPRK.
The U.S. and the South Korean authorities are well advised to think
twice over the serious consequences to be
entailed by those frantic war maneuvers and stop running wild.

Literature praising Kim Jong Il scattered in S. Korea

Pyongyang, February 24 (KCNA) -- Many copies of literature highly
praising General Secretary Kim Jong Il
were found scattered in the U.S. 8th army base in Ryongsan, Seoul,
according to Yonhap News February 23.
A U.S. army officer concerned confessed that literature warmly
congratulating Kim Jong Il on his 58th birthday

entrance no. 8 of the southern sentry
district inside the base around midnight on Feb. 20.
Similar literature was found behind the Ryongsan library inside the
base at the same time.
The U.S. army, much upset by this, is busy making a strict
investigation and check-up on those coming and

S. Korean "MPs'" mass killings disclosed

Pyongyang, February 24 (KCNA) -- The February issue of the South Korean
magazine Mal reported that more
evidence of mass killings committed by military police of South Korea
during the Korean War has been discovered.
It said that remains of innocent civilians and more than 1,400
political prisoners in Taegu prison who were
massacred by the military police have been exhumed and identified one after
another in an abandoned mine shaft on
a hill and at the Kachang dam at present in Kyongsan city of North
Kyongsang Province and other places.
A mass killing was committed by military police in a shaft of the
abandoned mine on a hill in Kyongsan city in
mid-August 1950, it said, quoting Ri Pok Myong, 71, as saying when a
factory was built in the 1980s in this area
there might be at least 10,000 remains in my estimation, though it was hard
to count them all as bones were in
disorder.
Ordinary people were indiscriminately murdered after their arrest at a
time when "political prisoners" in Taegu
prison were killed, it added.
It also disclosed mass killings of innocent inhabitants by reactionary
organizations which were active in
different parts of South Korea.

political parties on the army-first

his 58th birthday.
Present there were delegations and delegates of political parties
including the Worker's Party of Yugoslavia, the
Socialist People's Party of Yugoslavia and the League of Communists of
Yugoslavia-Communist Party of Serbia.
The speakers said that Kim Jong Il's army-first politics is based on
the revolutionary philosophy that the army
is precisely the party, the people and the state and this is a unique
political mode which solves all the issues arising
in the revolution and construction on the principle of giving priority to
the military affairs and gives prominence to
the army as the pillar of revolution so as to push ahead with the socialist
cause as a whole.
They expressed belief that as long as there is Kim Jong Il's
outstanding and tested army-first revolutionary
leadership, the Korean people and the people's army will in the future,
too, win victory after victory in the
confrontation with the imperialist and dominationist.
A letter to Kim Jong Il was adopted at the seminar.
The letter said that they are struck with admiration for him who,
through his army-first revolutionary leadership,
is dealing a total blow to the vicious moves of the imperialist fascist
forces to dominate the world and enslave the
world people.
The powerful military strength of the DPRK built up under his
leadership provides a surest guarantee for
preventing the U.S. from venturing to attack, the letter said.

to the originality of the Juche idea
which was fathered by the President Kim Il Sung and has been developed and
enriched by Kim Jong Il and the
achievements made by the Korean people by applying it.
The inauguration of the group in Yugoslavia on the occasion of his

communists of Yugoslavia, he added.
