>
>FINAL DOCUMENTS ADVOCATE NEW TYPE OF GLOBALIZATION
>
>HAVANA, Apr 14 (PL) South Summit Final Declaration will advocate
>a globalization in which principles of justice and opportunity for
>all prevails, and which favors the elimination of the increased
>division between rich and poor.
>
>The document is ready and according to the meeting's program will be
>signed this evening Abelardo Moreno, top Cuban official, stated
>yesterday in a press conference.
>
>This document, given to journalists and negotiated for months among
>the G-77 seeking consensus, proclaims the globalization process
>"should not be used to weaken or reinterpret" the principles of the
>UN Charter.
>
>In this regard, it reaffirms the respect of those nations for the
>sovereign equality of states, independence, territorial integrity,
>free determination, no interference in domestic affairs, peaceful
>solution of conflicts and the right of any nation to choose its
>political, economic and social order.
>
>It emphasizes that those principles inspire them to fully devote
>themselves "to the establishment of a more just and equitable
>international economic system, which offers all nations security and
>continually increasing opportunities to raise their living
>standards".
>
>The Statement specifies globalization must be considered in the
>widest concept of development and in an environment of
>interdependence it is more crucial than ever that developed nations
>are in solidarity with the South and "fulfill their historic
>responsibilities regarding our countries' development".
>
>It emphasizes the necessity of a new world human order to reverse
>the increasing differences between poor and rich through promotion of
>equal growth, elimination of poverty, creation of more jobs and
>development of social integration.
>
>It considers formulation of collective solutions to world as very
>important and, with this, the search for concrete mechanisms to
>guarantee the full, efficient and equal participation of South
>nations in making international decisions.
>
>The Action Program, also to be approved by the presidents, states in
>its basis globalization shows opportunities, but also danger and
>problems, although if used correctly used it permits the basis of
>long-lasting and equitable growth.
>
>Globalization has increased the differences between rich and poor and
>the increasing marginalization of underdeveloped countries, which at
>the same time are more vulnerable to financial speculation.
>
>The Plan states that when it strengthens common values, this process
>could push and maintain local development, taking into account
>characteristics of the countries and giving special attention to the
>preservation of diversity as the riches of human development.
>
>Different cultures and cultural identity will contribute to pacific
>co existence and economic development, it concludes. LPL/CCS

> LAST DAY OF SOUTH SUMMIT SHOULD MARK BEGINNING OF NEW STAGE
>
>HAVANA, Apr 14 (PL) The South Summit closes doors today but opens a
>new stage of expectation for 85 per cent of the world's population,
>who expect the words of their leaders to be fulfilled.
>
>For five days, 42 heads of state and government and other top
>officials representing 122 G-77 member countries, as well as hundreds
>of other delegations of international guest nations and organizations
>raised their voices to promote a new world order for the new
>millennium.
>
>The documents that are to be approved tonight in Havana, a
>Political Declaration and an Action Plan accompanied by a large
>outline comprising specific cooperation projects, review the
>objectives of those who have been less-favored to date and are
>initiating a new stage seeking equality with the rest of the world.
>
>This is about changing the model of the inevitable globalization
>process, so far marked by a widened gap between rich and poor, the
>exclusion from development opportunities for more and more people,
>and even the loss of national cultural values and part of national
>sovereignty.
>
>The purpose is to achieve a unique world system that allows progress
>for all, participation in trade and international markets, access to
>investments and capital flow, and especially to new technology and
>knowledge, which are basic to achieve the hoped-for development.
>
>To transform today's existing order, G-77 is aware that relations
>with the North must change, so that the poor may really have the
>right to make decisions regarding world problems and North-South
>collaboration can be effective.
>
>They have not forgotten the importance of the efforts to enhance
>cooperation among G-77 member countries in all spheres, and promote
>all forms of integration, which is necessary to change a world
>increasingly ruled by blocks of nations.
>
>If simply holding the first Group of 77 Summit and reaching consensus
>can be considered a step forward, real success will be seen when the
>proposals in the meeting's final documents are materialized.
>
>This is a challenge impossible to ignore. This is about human
>survival. Precisely because of its growing interrelation, fortune
>appears to be with all, without distinction as to level of
>development nor geographic location. GM/CCS

> CHAVEZ CALLS TO REINFORCE POLITICAL WILL FOR INTEGRATION
>
>HAVANA, Apr 14 (PL) Venezuelan President, Hugo Chavez, warned at
>South Summit that in hemispheric integration political will should
>never be subordinated to the technical.
>
>"The integration among our countries is something too serious to
>leave it in the hands of technicians and economists, whom I respect",
>Chavez stated yesterday.
>
>He called to involve the nations in the identification and
>unification process of Third World countries.
>
>We will not go on with the integrationist process if the nations do
>not feel excited about the union process, he stated.
>
>Regarding neo liberal globalization, whose effects were criticized in
>the two first sessions of the Havana presidential forum, Chavez
>considered the Third World should stop dancing to the rhythms imposed
>by industrialized countries.
>
>"We have contributed enough to the North's development. It is time
>to demand justice in this new century", he asserted.
>
>He said that neo liberalism took America (but not Cuba) and worsened
>the social situation, and mentioned, as an example, his country,
>which has many resources and 80 per cent poverty.
>
>He called to globalize a true and human revolution, of solidarity
>and values, to push a revolutionary process from the peoples' soul".
>
>Chavez proposed to reactivate the Fiduciary Fund of the G-77 "Manuel
>Perez Guerrero", and double it in short term. This fund was created
>in the '70s and is unique in the hemisphere to promote development
>projects. It operates in the United Nations in New York, led by
>Manuel Pralec, member of the Venezuela Petroleos's board of directors
>explained the president.
>
>Chavez called on Third World leaders to appeal to private,
>international and public institutions to increase the fund that now
>has only US $5 million.
>
>He suggested taxing contaminant products that damage health, such
>as alcoholic drinks and cigarettes to contribute to resources for
>development.
>
>The Venezuelan president said in the last 14 years "Manuel Perez
>Guerrero", financed 91 small projects and added: "We all should do
>everything possible. Venezuela is ready to do it".
>
>Let's reactivate the fund and manage it at the service of priorities
>he emphasized.
>
>Chavez called on the forum to keep a close watch on the agreements of
>the negotiating group and offered Caracas or any other city of his
>country to establish the G-77 chapter that will be in charge of that
>mission.
>
>"We should continue with the chapter's work", he added.
>
>Seven chapters form group-77 with seats in New York, Geneva, Nairobi,
>Paris, Rome, Vienna and United Nations Group-24.
>
>Chavez, who within a year has attended 10 presidential summits,
>pleaded for the perfection of mechanisms such as the San Jose Pact
>which includes Mexico, Venezuela and 11 Central American and
>Caribbean countries, which benefit when the petroleum price is over
>US$ 14.
>
>"We have proposed the widening of San Jose Pact to include Cuba and
>other Central American countries. Venezuela is ready to have other
>agreements with brother countries", he stated.
>
>There are similar mechanisms in Asia and Africa which should be
>activated, he recommended.
>
>He declared himself for trade system exploitation, which he thinks
>is beneficial for the weak economies of the hemisphere.
>
>Chavez recalled that Venezuela this year has the presidencies of
>the Association of Caribbean States, the Argentinean Community of
>Nations and the Organization of Petroleum Exporting Countries and
>promised to act inside of those groups for the South's interests.

> HIGH TECH BOOM CONTRASTS WITH SOUTH REALITIES BY MARIO ESQUIVEL
>
>HAVANA, Apr 14 (PL) The rise of high technology, considered the
>most dynamically growing sector worldwide, contrasts with the
>realities of developing countries without access to the most recent
>scientific advances.
>
>Several presidents attending the South Summit here of Group-77
>declared the technological difference between North and South is
>larger everyday, helped by the growing privatization of the "economy
>of knowledge".
>
>Data divulged Thursday by World Trade Organization (WTO) show
>industrial production related to telecommunications and computing was
>the principal stimulus for 1999 economic and trade growth.
>
>For the multilateral entity, development potential of industries

>amazing 75 per cent in cellular phones, all in 1998.
>
>South Summit discussions made clear that this atmosphere mainly
>favors the industrialized north, which in 1998 had 88 per cent of all
>world internet users.
>
>Further, two years ago the 10 this industry's major companies
>controlled 70 per cent, and 86 per cent of telecommunications, with
>the characteristic that none of them had their headquarters in
>developing countries.
>
>The reality of the southern countries was recognized by WTO when it
>accepted that 1999 was a bad year for countries exporting raw
>material, because, except for oil, the main products experienced a
>tendency for decreasing prices.
>
>Likewise, the impressive flow of capital for investments, which
>reached in 1999 the enormous number of US$800 billion, were
>fundamentally in industrialized economies to contribute to corporate
>melding.
>
>Developing economies, which includes many countries from the
>South, registered a paralysis in investment levels of around US$150
>billion.
>
>New technology development benefits go to a few countries, while
>almost 5 billion inhabitants of the planet (80 per cent of the
>world's population) are worried because their developing countries
>remain outside t his process. JCT/CCS
