U.S. arrests Puerto Rican members ofCongress and leaves Eli�n's kidnappers alone

THE president of the National Assembly of People's Power, Ricardo Alarc�n,
contrasted the arrests of several members of the U.S. Congress-Democrats Luis
Guti�rrez of Illinois and Nidia Vel�zquez and Jos� Serrano of New York-along
with other personalities, due to their opposition to the removal of protestors on
Vieques island, with the fact that none of Eli�n Gonz�lez' kidnappers have been
arrested or even issued fines. This is despite the fact that they retained the child
after having lost legal custody of the boy.
During a televised panel discussion attended by President Fidel Castro on the
subject of the Cuban child still illegally retained in Washington, Alarc�n pointed
out that Nidia Vel�zquez and Jos� Serrano were handcuffed, but no one has even
asked for explanations of the Miami relatives' 11 lawyers regarding the evident
trickery involved in Eli�n's signature on the political asylum request, given the fact
that the boy does not read English and has no idea what political asylum or
citizenship are.
For five months, attempts have been made to appease and find solutions with
those who, according to the U.S. justice system and in ethical, moral and legal
terms, are vulgar criminals. Before the stunned eyes of the world, they have
committed flagrant and serious violations of the law, Alarc�n insisted.
The president of the National Assembly, who is also a legal advisor of Eli�n's
father, Juan Miguel Gonz�lez, stressed that a six-year-old boy cannot ask for
political asylum because he does not know what it means, nor could he
understand the form which the lawyers say he signed-and on which the five
