>Turk promises action

>Justice Minister Hikmet Sami Turk, maintaining that sanctions would
>definitely  be imposed on anyone who commits torture or abuse, said:  "We
>will not shy  away  from punishing those guilty  of torture.  Nothing can
>justify  torture."
