(Tanjug) - A delegation of Yugoslav Parliament Lower House, headed by Lower
House President Milomir Minic, left on Monday for Moscow, where, at the
invitation of the Russian Federation State Duma President Gennady
Seleznyov, he will pay an official visit to the Russian Federation, the
Yugoslav Parliament Information Service said. It is expected that President
Minic and the delegation of the Lower House during a three-day visit will
hold talks with the President of the State Duma and Federation Council of
the Federal Assembly of Russia, and with other Russian parliament officials
and ranking state officials of the Russian Federation.

YUGOSLAVIA - VIETNAM SIGNIFICANT POSSIBILITIES FOR COOPERATION HANOI, June
5 (Tanjug) - All necessary conditions exist for the further comprehensive
development of Yugoslav-Vietnamese relations, it was said on Monday in
Hanoi in the talks of Yugoslav Foreign Minister Zivadin Jovanovic with his
host Vietnamese Foreign Minister Nguyen di Nien. Vietnam considers,
Minister Di Nien said, that Kosovo-Metohija is an integral part of
Yugoslavia. He urged particularly for strict compliance with UN Resolution
1244, pointing out that Vietnam supports Yugoslavia in the preservation of
its sovereignty and territorial integrity. Minister Jovanovic arrived on
Sunday evening on a four-day official and friendly visit to the Socialist
Republic of Vietnam. The two Ministers underlined in cordial talks that a
mutual readiness exists for developing all forms of cooperation. Minister
Di Nien condemned NATO's aggression on Yugoslavia, pointing out that the
military alliance was responsible not only for aggression on a sovereign
country, but also obligated to rebuild what was destroyed in the bombing.
The Vietnamese Minister lent full support to reactivating Yugoslavia's role
in the U.N. and in the Nonaligned Movement. Stressing that Vietnam will
always support Yugoslavia, Di Nien considered that Yugoslavia in the
struggle to overcome difficulties it is encountering, is fighting not only
for itself but also for the entire world. Minister Jovanovic called for the
intensification of relations between the two countries in all spheres and
particularly in the economic sphere. The Yugoslav Foreign Minister pointed
out that the Yugoslav people admires the courage of the Vietnamese people
with whom exist links of traditional friendship and mutual confidence.
Jovanovic informed the hosts about the situation in Yugoslavia, notably in
Kosovo-Metohija, where Albanian terrorists and separatists continue to
terrorize Serbian and other non-Albanian populations.

YUGOSLAVIA - UN - THE HAGUE TRIBUNAL GORAN MATIC SENDS LETTER TO SECURITY
COUNCIL MEMBERS BELGRADE, June 5 (Tanjug) - Yugoslav Information Minister
Goran Matic sent a letter to the Ambassadors of member countries of the
U.N. Security Council, following a statement made by The Hague Tribunal
Prosecutor Carla del Ponte at the last Council session, the Yugoslav
Information Ministry said. Following is the letter sent by Minister Matic:
"Your Excellencies, I hereby address you with reference to the statement of
the Chief Prosecutor of the Hague Tribunal, Ms. Carla del Ponte at the
recent meeting of the United Nations Security Council. I was astonished by
Ms. Del Ponte's statement that NATO had not deliberately targeted civilian
facilities and had not committed war crimes in the course of last year's
aggression. Too much is too much, even if coming from Ms. Del Ponte. We are
well aware of the fact that, from the very beginning, the Hague Tribunal
and its prosecutor have been at the service of the NATO aggressor and
against Serbia and Yugoslavia. However, we did not expect them to act so
unprofessionally in this case as well and to acquit NATO and U.S. leaders
of the guilt for the war crimes committed in Yugoslavia. It is up to you,
your Excellencies, Ambassadors of the Security Council member states, to
take immediate action in order to prevent the United Nations from becoming
one of NATO's instruments. I propose that Ms. Carla del Ponte, the Hague
prosecutor, be immediately relieved of her duty, and the Tribunal, as an
illegal, illegitimate and demonstrably biased judicial authority be
dissolved. Ms. Del Ponte has explained her decision by a cynical assessment
that the said crimes do not warrant further investigation. Your
Excellencies, In my capacity of the Federal Minister of Information, I wish
to inform you only about the crimes. NATO, led by the United States of
America, committed against the media in Serbia and Yugoslavia. The most
serious was crime against the media in the course of the "air campaign"
NATO committed in Belgrade, on 23 april 1999, when at 2 a.m., during a news
broadcast, it bombed a symbol of Yugoslav journalism-Radio Television
Serbia (RTS), situated in the very downtown area of the capital of Serbia
and Yugoslavia and which is no military facility. On the contrary, from
that TV station, accredited foreign TV correspondents were sending their
reports, freely and without any censorship. Sixteen civilians were killed
by the bombing-Yugoslav journalists and other TV news program creators of
the national Radio Television Serbia. The architect of the unheard of crime
at the threshold of the third millennium, according to his own statements,
was Richard Hoolbroke, and the direct commander and verifier of this
civilian target, according to statements publicized in the international
media, was U.S. President Bill Clinton! Mr. Hoolbroke is now sitting among
you as the U.S. Ambassador to the United Nations! In its last year's air
bombardment, NATO destroyed not only this central RTS news studio in
Belgrade, but also the building of Radio Television Novi Sad in the capital
of the Autonomous Province of Vojvodina, a multiethnic community, which
used to broadcast daily TV programs in seven different languages of nations
living in this northern Serbian province. Commercial TV stations "Kosava"
and "Pink", that used to predominantly broadcast entertainment programs of
TV stations of countries that committed the aggression, as well as the
Yugoslav sports TV channel SOS, have also been completely destroyed. NATO
also bombed and destroyed the TV Tower in Mt. Avala near Belgarde, an
architectural monument of international importance, as well as 300 other
telecommunications transmitters for broadcasting TV and radio programs and
17, of the total of 19, big broadcasting systems, that had been used solely
for civilian purposes. NATO did all this in order to prevent the picture of
horrible crimes from reaching viewers around the world, and in order that
its fabricated lies can be accepted by the world as facts and as a pretext
for deliberate, monstrous shelling of civilian objects. The same is now
repeated regarding the implementation of Resolution 1244 (1999) on Kosovo
and Metohija, where Serbs and other non-albanians have been subjected to an
obvious holocaust, it is being committed by Albanian extremists -
terrorists, before the eyes of the international forces, whereas the world
and the Hague Tribunal are silent! Your Excellencies, Ambassadors of the
Security Council member states, Do not allow this shameless acts of corrupt
high officials and judges of the Hague Tribunal to stop the growing
recognition of the United Nations role in the just and peaceful settlement
of global foci of crises and problems in the Yugoslav and Serbian southern
province of Kosovo and Metohija. Do not allow NATO, the Hague Tribunal and
Carla del Ponte to turn victims into criminals and criminals into victims.
Crimes, as you know, do not fall under the statute of limitations, and
those who conceal them become accomplices. Your Excellencies, I avail
myself of this opportunity to convey to you my best wishes for your
successful work and prosperity of the United Nations and countries that
your represent in our global Organization."

SUMMIT RUSSIA-USA - KOSOVO-METOHIJA CLINTON ADMITS MISTAKE WAS MADE IN
KOSOVO-METOHIJA MOSCOW, June 5 (Tanjug) - U.S. President Bill Clinton
admitted on Sunday in Moscow that the United States had made "a mistake in
Kosovo-Metohija." Clinton, who was talking in a Moscow radio program, also
said that differences had surfaced with relation to that between Russia and
the United States. Speaking about Kosovo-Metohija, Clinton unexpectedly and
completely out of context underlined that he was in the front ranks of
those who supported Russia's admission to G-8 (group of seven industrial
most developed countries and Russia), that he supported partnership
relations of Russia and NATO, as well as all Russia's efforts in the
economic field. Russian President Vladimir Putin said he was satisfied with
the results of talks he held on Sunday with the Russian President.

FROM FOREIGN PRESS UN ADMINISTRATION UNWILLING TO STEM VIOLENCE OF
ALBANIANS LONDON, June 5 (Tanjug) - The U.N. administration in Kosovo and
Metohija (UNMIK) is "apparently unwilling" to take measures to stem the
violence of Kosovo-Metohija Albanians over Serbs and other non-Albanians,
the London Guardian warned on Monday. That is why, the newspaper has
learnt, UNMIK employees are disappointed and believe that the international
community is not ready to deal with Albanian terrorism and organized crime.
Also apparent, the newspaper specified, is that U.N. mission leaders do not
want to acknowledge the responsibility of some Kosovo-Metohija Albanian
leaders who are believed to be directly implicated in violence and crime.
That is viewed as one of the reasons why the international forces (KFOR)
are unable to protect Kosovo-Metohija Serbs although on every three
remaining members of the Serbian community there is one KFOR soldier.
