MOSCOW (AP) - For Vladimir Zhirinovsky, President Clinton's address to the Russian
Duma was hardly an occasion to cheer.

"Shame!" the ultranationalist leader shouted at his colleagues as Clinton left the
podium."Whom are you applauding?"

Zhirinovsky talked loudly throughout Clinton's 50-minute speech Monday.

"I told him in English, lift the blockade on Iraq, withdraw troops from Yugoslavia and
do not intervene in Russian affairs," Zhirinovsky said.

Clinton, the first American president to address the Russian parliament, ignored the
flamboyant lawmaker, whose previous antics included throwing water on deputies and a
fight in which he pulled a female colleague's hair.

This time, Zhirinovsky complained that the U.S. Secret Service took over the
legislative building - "They behave like occupiers!" he cried - and claimed that the
Russian government had to bring in people to pad the audience.

"There were practically no deputies in the hall - only hired people brought in from
the Foreign Ministry and the Federal Security Service," Zhirinovsky told
reporters."They also brought cleaning women and other technical personnel here - and
Clinton thought he was speaking to members of the Russian parliament!"

There were several dozen empty seats in the hall, and Zhirinovsky said only 120 of the
450 deputies were present.

But Boris Gryzlov, head of the pro-Kremlin Unity group, said about 300 deputies had
attended the session. And legislator Andrei Kokoshin said some deputies were
erroneously told that the speech would start an hour after it actually did.
