  European Union leaders, with the failures of
Kosovo in mind, discussed plans Monday for an
international force of 5,000 specially trained
policemen for deployment to hot spots on short
notice.

  Javier Solana, the EU's foreign and security
policy chief, reported to the 15 EU leaders that
progress in preparing an EU military force separate
from NATO to intervene in peacekeeping and
humanitarian crises was proceeding well but that
more attention must be focused on the civilian side
of crisis management. "The shortage of high quality
police officers, of judges and prosecutors as well
as the overall shortfall in staffing continue to
undermine the work of (the United Nations) in key
areas," Solana said in his report to the summit on
the Balkans.

  On the new police force, the leaders were expected
to agree in their final declaration Tuesday on an
objective of readying 5,000 policemen by 2003. "This
will require the pre-identification and training of
a sufficiently large pool of police staff covering all
fields of police work," said a draft document. These
police officers could be deployed either in response
to a call from the United Nations, or perhaps the
Organization for Security and Cooperation in Europe,
or be part of an autonomous EU operation.

  The initial goal would be to develop the capability
of deploying up to 1,000 policemen within 30 days.
