BELGRADE, July 10 (Tanjug) - The Yugoslav parliament's Chamber of Citizens
President Milomir Minic received on Sunday a delegation of the
International Relations Committee of the Russian Duma, led by Committee
President Dmitry Olegovich Rogozin, said the Public Relations Office of the
Yugoslav parliament on Sunday. The Russian parliamentarians pointed out
that the Russian people fully supported the Yugoslavs in the struggle for
maintaining their freedom, independence, as well the sovereignty and
territorial integrity of Yugoslavia. On behalf of the Russian State Duma,
they strongly condemned the Hague Tribunal, as a political instrument of
the NATO countries. The Duma MPs called for consistent and full
implementation of U.N. Security Council Resolution 1244, also condemning
all kinds of separatism, crime, and ethnic cleansing directed against the
non-Albanian population. The Russian Duma urges that any kind of sanctions
against Yugoslavia should be lifted, and that Yugoslavia should be allowed
to regain the prerogatives regarding its membership in international
organizations. In the discussions with the Russian delegation, Minic
presented the current political situation in Yugoslavia, as well as the
successful reconstruction process after the NATO aggression, and the most
recent constitutional changes, the purpose of which is to give the
elections for the highest posts a more democratic quality in future, the
statement also says.

DUMA DELEGATION VISITS YUGOSLAV PARLIAMENT BELGRADE, July 10 (Tanjug) -
Presidents of foreign policy committees of the Yugoslav parliament's
Chamber of Citizens and Chamber of Republics Ljubisa Ristic and Tomislav
Nikolic, respectively, and their associates, conferred on Sunday with a
delegation of the Foreign Policy Committee of the Russian Duma about the
topical political situation and the promotion of parliamentary relations
between the two countries. It was agreed in the talks that the visit of the
four-member Duma delegation, headed by Committee President Dmitri Rogozyn,
is further evidence of the very good and successful relations between the
Duma and the Yugoslav parliament, and a sign of the support of Russian MPs
to Yugoslavia and its struggle for freedom, independence and defense of
sovereignty and integrity. The Russian MPs were mostly interested in the
Constitution amendments recently adopted by the federal parliament and the
current political situation in Yugoslavia. Duma representatives informed
Yugoslav MPs about the latest Duma statement which most strongly condemned
the one-sidedness and anti-Serb position of The Hague tribunal, which has
been transformed into a political instrument of NATO countries. Ristic, an
MP of the Yugoslav Left (JUL), informed the Russian MPs about the
Constitution amendments. He said they were adopted in the spirit of
democratic principles, the further democratization of elections of federal
institutions, and the full affirmation of the principles of equality of the
citizens of Serbia and Montenegro and the equality of the Yugoslav
republics. Nikolic, an MP of the Serbian Radical Party (SRS), said the
equality of the two republics was guaranteed under the Constitution
amendments and that the current Montenegrin regime now cannot block
elections for both houses of Yugoslav parliament.

DUMA DELEGATION VISITS VOJVODINA PARLIAMENT NOVI SAD, July 10 (Tanjug) -
Vojvodina parliament President Zivorad Smiljanic and provincial Executive
Committee President Damnjan Radenkovic received a delegation of the Duma
Foreign Policy Committee, led by Committee President Dmitri Olegovich
Rogozyn, at the provincial parliament in Novi Sad on Sunday. In direct and
cordial talks, the Duma MPs were acquainted with the characteristics of
Vojvodina province, the devastation there during the 1999 NATO air strikes
on Yugoslavia, and the process and results of renewal, said a statement by
the provincial Information Secretariat. Within the agreed inter-state
cooperation, the sides also considered possibilities for cooperation
between the northern Serbian province and districts and regions of the
Russian Federation.

FROM THE FEDERAL REPUBLIC OF YUGOSLAVIA FOREIGN MILITARY ATTACHES VISIT
MILITARY ACADEMY BELGRADE, July 10 (Tanjug) - The Yugoslav Army's Military
Academy Chief, Gen. Momcilo Momcilovic on Monday received military attaches
accredited to Yugoslavia, the Yugoslav Army Information Service said. Gen.
Momcilovic informed the attaches about certain aspects of reorganization of
military education, the programs and education conditions for students and
professional army members, and the many forms of cooperation between
military educational institutions and other academic institutions in the
country, the statement said.

F.R. YUGOSLAVIA - RED CROSS HIGH HUMANITARIAN DELEGATION VISITS YUGOSLAV
RED CROSS BELGRADE, July 10 (Tanjug) - A delegation led by Maria Pia
Garavaglia, Vice-President of the International Federation of the Red Cross
and Red Crescent Societies, also President of the Italian Red Cross, is to
begin its four-day visit to the Yugoslav Red Cross, said the Yugoslav Red
Cross on Monday. Yugoslav Red Cross Secretary-General Rade Dubajic and
Serbian Red Cross Secretary Radmila Cvetkovic, with their colleagues,
received the six-member ranking delegation. The issue of their discussions
was the realization of the humanitarian programme being carried out by the
two national Red Cross organizations in the territories of the Yugoslav
republics of Serbia and Montenegro.

SERBIAN PROVINCE OF KOSOVO AND METOHIJA INTRA-ETHNIC ALBANIAN CONFLICT
BEGINS PRISTINA, July 10 (Tanjug) - Ramush Haradinaj, who has been wounded
and transfered to a U.S. military hospital in Germany, is the third most
important figure in the ethnic Albanian terrorist organization, the
so-called Kosovo Liberation Army, after Hashim Thaci and Agim Ceku, and he
is the leader of the third-biggest party of Kosovo Albanians.
Representatives of the U.N. civilian mission UNMIK in Pristina and the
international force KFOR on Monday again failed to give any details about
this latest incident, in which Haradinaj was wounded, but the facts are
gradually being revealed to the Pristina public. The general conclusion
here is that Haradinaj was wounded in a conflict among Kosovo Albanians
with a definite political and criminal background. Regarding political
reasons, experts on the situation in Pristina and elsewhere in Serbia's
Kosovo and Metohija province claim it is a well-known fact that there is
rivalry between Thaci and Haradinaj. Both men are trying to impose
themselves as leaders of Kosovo Albanians. It was just a matter of time
when their dislike of each other would culminate. The sources said the
criminal background was the rivalry between certain bands of Kosovo
Albanians not only concerning a division of the spoils from smuggling
drugs, weaponry, automobiles and many other things, but also concerning
control over smuggling routes into and through this province. Intra-ethnic
Albanian conflicts are something new in Kosovo and Metohija, in addition to
ethnic Albanian terrorist actions against the KFOR. It is evident that the
announced elections are a good opportunity for ethnic Albanian extremists
and terrorists to legalize even further their criminal activities in the
province. And in all the chaos, everyone is trying to get something for
themselves.
