>The Observatory for the Protection of Human Rights Defenders
>has received information from the Human Rights Association
>(HRA), that the Diyarbakyr branch of the HRA was closed
>down a few minutes after its re-opening on 12 August 2000.

>The executive members of the HRA were presented with an
>official notification stating that the Diyarbakyr branch of the
>HRA was to closed down for another 3 months under article
>11/0 of the State of Emergency Rule by the official approval of
>Diyarbakyr governorship, dated 11 August 2000.

>The Observatory believes that this is another deliberate attempt
>to prevent the Diyarbakir branch of the HRA from carrying out
>its activities of monitoring human rights violations, particularly in
>Diyarbakir and also in the region, informing public opinion on
>human rights violations and helping people who faced human
>rights violations to use national and international mechanisms for
>the protection of their rights.

>Brief reminder of the situation

>The Observatory for the Protection of Human Rights Defenders
>has received information from the Human Rights Association
>(HRA), member of the FIDH, that on 12th May 2000, the
>Diyarbakir branch of the HRA was closed for three months by
>the decision of the Diyarbakir Governor�s Office.  The State of
>Emergency Governor�s Office decided to close the branch
>based on �Article 11/o� of the State Emergency Rule.

>This closure comes 23 days after the re-opening of the
>Diyarbakir branch which had previously been closed since 23rd
>May 1997.  After a legal struggle of three years, the Court of
>First Instance Nr. 3 lifted the closure decision on 31st march
>2000.  The judicial decision was delayed for 20 days and the
>branch was finally opened on 19th April 2000.

>Rights Association in Turkey had been subjected to systematic
