General Secretary attends military Party meeting

General Secretary of the Communist Party of Vietnam, Le Kha Phieu, attended
the 2000-2002 congress of the Party Committee of the General Political
Department of the Vietnam People�s Army on September 14.

The general secretary�s membership is registered at the committee.

Speaking at the congress, Mr Phieu contributed specific ideas to the
reports of the leadership of the committee and asked them to have more
details in the reports, especially during the doi moi (renovation) period.

He briefed the congress about the situation in the region and the world and
directed them to focus on political tasks for the department in the first
years of the 21st century in building an army strong in political
orientation of Marxism and Leninism and Ho Chi Minh Thought, together with
the whole people to successfully carry out the tasks, assigned by the
Party, in building and defence of the Socialist Republic of Vietnam.



Tran Duc Luong praised the outstanding co-operatives directors, farm owners
and farmers for their industriousness, creativity and achievements. He also
spoke highly of the role, position in and contribution made by the
peasantry to the national revolutionary cause.

The president said this during a meeting in Hanoi on September 14 with 17
co-operative directors, 29 farm owners and outstanding farmers across the
countries who were in Hanoi to attend the first Patriotic Emulation
Congress of the Agriculture and Rural Development Sector.

Also during the meeting, President Luong heard reports by delegates on
their achievements and presented gifts to them.

Vice President Nguyen Thi Binh presented the Labour Hero title to 21
collectives and individuals of the Ministry of Agriculture and Rural
Development (MARD) during the congress on September 14.

Also at the congress, Deputy Prime Minister Nguyen Cong Tan bestowed
National Emulation People title to 50 individuals of agencies and units of
the MARD for their achievements recorded during the patriotic emulation
movement in the renovation period of 1989-1999

Prime Minister Phan Van Khai, his wife and entourage arrived in Minsk at on
September 14, beginning a three-day official visit to Belarus.

They were welcomed in a State ceremony at the national Minsk airport. After
the salute to the two countries' flags, PM Khai and Belorussian First
Deputy PM Kobyakov reviewed the guard of honour of the Belorussian army.

PM Khai, his wife and entourage then paid a floral tribute to fallen
soldiers at the Victory Square.

Prime Minister Phan Van Khai met Belorussian President Alexander Lukashenko
immediately after his arrival in Belarus on September 14.

President Lukashenko warmly welcomed PM Khai and his wife�s visit to
Belarus. He expressed the deep sentiments, co-operation and support of
people in the former Soviet Union, including Belarus to Vietnam. President
Lukashenko recalled fine impressions on the Vietnamese land and people
during his Vietnam visit in April 1997. He praised the Vietnamese
Government and PM Khai's efforts in promoting co-operative ties between the
two countries. He said he hoped that the two nations' economic and
commercial co-operation would be strengthened in line with their
potentials.

PM Khai expressed his thanks to people in the former Soviet Union in
general and Belarus in particular for their valuable support to Vietnam's
struggle for national independence and unification in the past as well as
its current national construction. He conveyed greetings from Party General
Secretary Le Kha Phieu and President Tran Duc Luong to President
Lukashenko.

PM Khai stressed that Vietnam always considers Belarus as a strategic
partner in the relations of solidarity, co-operation and friendship. He
said he believed that the friendship and co-operation between the two
countries would develop more effectively.

On the same afternoon of the day, PM Khai also met with A A Malofeyev,
Chairman of the Belorussian House of Representatives.

Prime Minister Phan Van Khai and his Belorussian counterpart, Vladimir
Yermoshin held talks in Minsk on the afternoon of September 14.

The two Prime Ministers told each other of the situation in their
respective countries and exchanged views on regional and international
issues of mutual concern, especially the orientations and measures to
consolidate and strengthen the relationship and comprehensive co-operation
between the two countries.

PM Yermoshin welcomed PM Khai's first Belarus visit, describing it as an
event of great significance which will bring the multi-faceted co-operation
to a new height of development. He expressed joy at great and important
achievements recorded by the Vietnamese people in their on-going renovation
process. He said he hoped that with the industrious labour and creative
tradition, the Vietnamese people will successfully carry out the
socio-economic tasks set forth by the government with a view to boosting
the national industrialisation and modernisation cause.

PM Khai expressed his joy at visiting Belarus. He wished the Belorussian
Government and people still greater achievements in their national
construction and development.

The two PMs expressed their pleasure at the development of the friendship
and comprehensive co-operation between the two countries in the recent past
and affirmed the two sides' determination to boost such relations on the
basis of equality, mutual benefit, and long-lasting stability. They
compared notes and reached consensus in measures to strengthen and expand
relations between the two nations, particularly in economy and , commerce,
science and technology, health care, education and training, thus meeting
their demands and better using their potentials.

PM Khai invited PM Yermoshin and his wife to visit Vietnam at a convenient
time. The latter accepted the invitation with thanks and pleasure.

After the talks, the two Prime Ministers witnessed the signing of two
agreements, one on the two countries' judicial and legal assistance to
civil, family, labour and criminal affairs, and the other on co-operation
between the two finance ministries.

At the press conference that followed, PM Khai said that his current
Belarus visit aimed to renew Vietnam's unchanged policy to attach
importance to traditional relations with countries while pursuing a foreign
policy of diversification and multilateralisation. In addition, the visit
was to define orientation and solutions to promote the multi-sided
co-operation with Belarus, particularly in economy, commerce and
investment.
