UN civilian mission UNMIK and international force KFor have done >nothing to prevent or stop the leak, although they had used environmental >concerns to justify their earlier usurpation of the Trepca mining and ore >processing industry in the province. This warning is contained in a letter >that the head of the Yugoslav mission at the UN Ambassador Vladislav Jovanovic >has addressed to the current SC Chairman, Malian Ambassador Mokhtar Ovane. The >letter quotes the terrifying figure of over 60,000 litres of sulphuric acid >that have spilled over to the Ibar river, which flows towards central Serbia, >causing unprecedented environmental damage. Sulphuric acid has been pouring >out since last Monday from the battery plant, which also bears the name Trepca >as it belonged to the industry, and which is located in the southern part of >Kosovska Mitrovica, inhabited solely by ethnic Albanians since KFor arrived in >the province last June. The plant itself has been under UNMIK control since >last summer. This latest environmental disaster is the best proof of the >tragic consequences of the seizure of Trepca by UNMIK and KFor last August 19, >as Yugoslavia has already warned the Security Council. Noting that UNMIK and >KFor had used environmental concerns as a pretext for occupying the Trepca >facilities in Leposavic, north of Kosovska Mitrovica, Jovanovic said that >their claim was completely unfounded, and that their real goal was to destroy >all economic potentials in Serb territory in collusion with ethnic Albanian >separatists and thus force the remaining Serbs and non-Albanians to abandon >Kosovo-Metohija. Yugoslavia urged in the document the Security Council to take a >relevant decision as soon as possible, in line with its Resolution 1244 and >the Military-Technical Agreement. The Council must urgently meet Yugoslavia's >demand as the situation in Kosovo-Metohija is deteriorating dramatically since >the civilian and military missions UNMIK and KFor have not accomplished their >tasks, head of Yugoslavia's permanent mission at the UN Ambassador Vladislav >Jovanovic said in his letter to the Council. Yugoslavia has notified the >Security Council that it has honoured all its commitments, paving the way for >the return of a part of the Yugoslav Army and police force to Kosovo-Metohija, >as set out in Resolution 1244, its annexes and the Military-Technical >Agreement. > >YUGOSLAVIA - NON-ALIGNED - NANAP NEWS AGENCIES FROM NON-ALIGNED COUNTRIES MEET >IN BELGRADE - CONCLUSIONS BELGRADE, Sep 17 (Tanjug).- The Non-Aligned News >Agencies' Pool (NANAP) must become a modern means for quick exchange of >information so that the truth on the nations and states it represents can >reach the world public opinion and thus prevent attempts at imposing control >on others through information. This, in brief, is the essence of the >conclusions reached at a two-day special session of the NANAP Coordinating >Committee which ended Saturday in Belgrade, attended by representatives of >news agencies from countries which, together, account for one third of the >world population. The participants agreed that all states must have equal >access to the public opinion and that the Pool must become a means of >disseminating reliable information and speedy exchange of information among >the member-states of the Non-Aligned Movement. The session also focused on the >use of new technologies to overcome the imbalance in the information flow >between the developed and underdeveloped countries. This imbalance exists >today, as it did a quarter of a century ago when NANAP was created. The >participants adopted conclusions on practical measures to be undertaken >urgently in order to promote ties among the members. The final document >includes the points raised in the reports presented by Prensa Latina (Cuba), >PTI (India), SANA (Syria) and IRNA (Iran). The following are excerpts from the >document: "1. To initiate an exchange of bulletins among the NANAP news >agencies, to open a web-site of the non-aligned countries, and to exchange >passwords for access to electronic mails. "2. Reactivate NANAP role as a >strong means of free and quick exchange of information among the NAM members. >"3. All countries in the world must have equal possibilities for access to the >public opinion and the Pool should become a means of disseminating reliable >information. "4. NANAP should brave the challenges on the way and embrace them >through sharpening its professionalism and observation of the maxims of news >agency journalism. "Following lively discussions, the meeting came to a >consensus on taking practical and immediate measures to strengthen >professional cooperation among the NANAP member news agencies. Participants >agreed on the following: "1. To set up three working groups with the >designation of reviewing the organization and constitution of NANAP in the >wake of the modern and professional developments, initiating technical >cooperation among the members considering the modern technological >achievements in the field of information technology, and consolidating >training programs in a bid to upgrade professional knowledge of the staffers >of the member news agencies. "2. Tanjug was named and accepted as the >coordinator of the group to study structural modifications of NANAP, and PTI >of India was introduced as the member of the group. Prensa latina was >delegated to head the group for promotion of technical cooperation and IRNA as >the member of the group. SANA of Syria was appointed as the head of the >working group for training matters and Tanjug as the member of the group. "3. >The meeting decided that membership in these groups is open to other news >agencies of the Pool. It was also agreed that heads of the working groups >should submit to the Chairman of the NANAP their proposals after consultations >and exchange of views with other members of the NANAP within three months >following the convention of the Belgrade meeting. "4. The relevant reports of >the groups will be accordingly submitted to the upcoming Coordinating >Committee meeting of the NANAP by the chair-agency. "5. Tanjug of Yugoslavia >proposed to host the upcoming meeting of the NANAP Coordinating Committee in >Belgrade in April 2001. The proposal was accepted by acclamation.
