The 15th Board Meeting of Directors of the IIJI On the IIJI's Work Plan Vishwanath Director General of the IIJI Board ------------------------------------------------------------------------------ Esteemed Directors, Yesterday (April 16, 2000), we reviewed with success the result of carrying out the decisions made at the 14th Board Meeting of Directors of the International Institute of the Juche Idea (IIJI). General Secretary Kim Jong I1 said. "...We should discover the cause of success or failure in our work within ourselves and should identify objectively what is to be done". We should keep the teaching of General Secretary Kim Jong I1 and conduct more actively the study and dissemination of the Juche idea in conformity with the requirement of developing reality. Our working situation has changed much during the last 2 years. The ranks of the researchers of the Juche idea increased and are united organizationally. The motive force of the dissemination of the Juche idea is none other than the researchers of the Juche idea. The increase in and unity of the ranks of the researchers of the Juche idea are an important condition under which we can further activate our work. Meanwhile, the manoeuvres of the imperialists and reactionaries have become more vicious and crafty. Being aftraid of the Juche idea being disseminated among the broad masses of people, they take up and propagandize all sorts of reactionary and anti-popular ideologies against the Juche idea to be spread with a view to weakening the influence of this idea. That is why the study and dissemination of the Juche idea naturally accompanies the struggle against them. We should smash up their tricks to defend the purity of the Juche idea and help the people acquire the idea as their own. The important principle that we should maintain in the study and dissemination of the Juche idea is to thoroughly acquire the profound principles of the Juche idea and combine them with practical activities. The Juche idea study organizations should take "With the Century", the reminiscences of President Kim Il Sung; and the classical works of General Secretary Kim Jong Il such as "On the Juche Idea" and "On Preserving the Juche Character and National Character of the Revolution and Construction" as must of the researchers and help them correctly understand the essence, originality and revolutionary character of the Juche idea. The researchers of the Juche idea including our directors and scholars should write research papers on the works of President Kim Il Sung and General Secretary Kim Jong I1 and make them public. The study organizations in all countries should invite delegations of the Korean Association of Social Scientists in conformity with their specific conditions and provide them with full opportunities for explanation lectures, and discussions on the works of General Secretary Kim Jong I1. They should also intensify the study and dissemination of the Juche idea in various ways and forms on the occasion of important celebration days of their respective countries and the DPRK. The desire of studying the Juche idea is ever mounting among the broad masses of the people including the leadership personnel of government, and figures in academic and social circles in different countries. "Find yourselves among the people !" �\ this is our slogan at present. All the Juche idea study organizations should go deep among the people to activate the dissemination of the Juche idea and involve in various ways as many people as possible in political, social and academic circles in the seminar on the Juche idea, gatherings for reading, lectures and intensive courses, etc. to increase the number of researchers of the Juche idea. Publications are powerful means for the dissemination. The organizations should make use of every possibility to strengthen the material base for the issue and circulation of publications, diversify forms of their circulation and constantly improve the contents of publications so that they can substantially serve encouraging the people to equip themselves with the idea of independence. The IIJI shall issue its journal "Study of the Juche ldea" biannually and publish its "Newsletter" in English, Japanese, French and Spanish editions on the Internet. The IIJI shall cooperate with editing the journals such as "Age of Juche" (journal of the Asian Regional Institute of the Juche Idea), "Study of Kimilsungism" (journal of the Japan Society for the Study of Kimilsungism), "The Juche Idea" (bulletin of the Japan Liaison Council of Societies for the Study of the Works of Kim Jong Il) and help them be published and circulated regularly. By making best use of all possible conditions, the Juche idea study organizations in different countries shall accelerate the publishing of the publications on the Juche idea including the reminiscences of President Kim Il Sung and works of General Secretary Kim Jong Il so as to serve the members of study organizations and researchers. The seminars on the Juche idea that took place on continental, regional and national scales played important part in enhancing the prestige of the Juche idea and activating the study and dissemination of the Juche idea. The contributions President Kim Il Sung has made by creating the Juche idea to usher in a new era of Juche, is the summing-up of the 20th century for the progressive peoples. And the 21st century will be the era in which General Secretary Kim Jong Il will consummate the revolutionary cause of Juche, the cause of independence. Focus should be rested on the above mentioned facts in the seminars on the Juche idea to be held, which should seek the solution of the practical problems in each country. This is a meaningful year that observes the 20th anniversary of the inauguration of the Asian Regional Institute of the Juche Idea(ARIJI). The ARIJI should organize a regional seminar on the Juche idea on a large scale. In Europe, there was held a grand regional seminar under the theme of "The Juche Idea and Issues of Socialism" with the attendance of the delegates from regional study organizations and distinguished personnel in Moscow, Russia in 1999, which awakened all the participants to the great vitality of the Juche idea and encouraged them to study the Juche idea. The European Regional Society for the Study of the Juche idea should organize another big seminar on the Juche idea to stimulate the European researchers of the Juche idea to step up their work. This is a meaningful year when the DPRK, the motherland of Juche, observes the 55th founding anniversary of the Workers' Party of Korea (WPK), her guiding force. The Juche idea study organizations should organize seminars on the Juche idea on important occasions including the founding day of the WPK. It is one of the cardinal tasks at present for us to expand and strengthen the Juche idea study organizations and reinforce their independence while ensuring unity in the activities of all organizations on national, regional and continental scales. The struggle for independence and the building of a new society take place with a country as a unit and each country has different course of its development and situation. Under this condition, it is very important to reinforce the Juche idea study organizations and ensure their independence. National committees of the Juche idea in the respective countries should form more of the study organizations while involving individual study groups and organizations in their respective national committees. In those countries where there is no national committee, study organiza- tions should develop themselves into a national one that involves the broad masses of the people. It is also important to increase the ranks of the researchers of the Juche idea by involving progressive and influential people in government, political parties and social organizations in the activities of the study organizations. The fact that the Juche idea study organizations which are rapidly increasing in number in recent years presents itself as a question of qualitative consolidation. The Juche idea study organizations should enhance the theoretical level of their members in various ways and train them into pioneers and able activists of the cause of independence. In those countries where the Juche idea study organizations are not formed or are in embryo, the regional institute should be active to form 1 or 2 study groups within this year considering their possibilities. And in those countries where there is no national committee, they should prepare to organize national one. In those countries which are not able to form their respective national committees for some reasons, individual study organizations should ensure their independence while making contacts with the regional institute to promote their study and dissemination of the Juche idea. It is important that the Juche idea study organizations ensure unity in their activities. It is more so under the present situation in which the hostile elements try to abuse the purity of the Juche idea and in which the people's cause of independence advancing under the banner of the Juche idea faces a grave challenge of the imperialist allies. The IIJI should play a big role, in strengthening regional institutes. To this end, the IIJI clearly stipulate the duties of its directors in the direction of improving its contacts with the regional institutes and help them to enhance their responsibiliy. Immediately, the IIJI should take practical measures in this 15th Board Meeting of Directors. Each regional institute should act keeping it as an important task to study and disseminate the Juche idea in a unified way on a regional scale and constantly improve its mission as a regional base for the study and dissemination of the Juche idea. The Juche idea study organizations in each country should develop exchanges with study organizations in neighbouring countries including exchanges of experiences in relation with their regional institute, and further cement solidarity and unity between countries in the region. The revolutionary cause of people for independence is inconceivable apart from their struggle against imperialism. Today, owing to the dominationist manoeuvres of the imperialists which have become undisguised day after day, world peace is seriously threatened, political disputes continue in various countries, the national economy collapses and the national consciousness fades away. If the study organizations neglect the anti-imperialist struggle, turning away from today's situation, they will remain nominal and in the long run lose their mass foundation. To strengthen the anti-imperialist struggle is a decisive guarantee for accomplishing the people's cause of independence and the major precondition for activating the study and dissemination of the Juche idea. We should keep a sharpened vigilance on domination and intervention of the imperialists with a firm anti-imperialist stand and direct all forms of the study and dissemination of the Juche idea towards the anti-imperialist independence. The IIJI will enhance theoretical activities to smash the reactionary ideological trends of imperialism in conformity with its mission as being an academic organization. In particular, we should wage a great campaign to shatter the reactionary nature of "globalization", modern bourgeois ideological trends of imperialism. Under the condition that each country and nation have their own ideas and systems and shape their destiny, there cannot be "integration" of the world which embraces politics, the economy and culture. As society develops and the relationship and exchanges between nations became closer nations find more commonness in their lives. However, the independent and individual development of nations, the basis of its formation is a prerequisite to such commonness. The fabrication of the trend of "integration of the world" by the imperialists is aimed at making the whole world a "free world of western style" and subjugating and assimilating all nations to them. The Juche idea study organizations in each region and country should raise their voices of anti-imperialism, peace, independence, and sustenance in all over the world by helping people know clearly the reactionary nature of the imperialists' theory, "integration of the world" and conducting campaigns to denounce and shatter it. It is an urgent task of the times assumed before the researchers of the Juche idea and the progressive peoples of the world to render active support to the DPRK, motherland of Juche and the impregnable fortress of the people's cause of independence, the cause of socialism. After socialism collapsed in some countries, the impartalists and reactionaries are directing their spearhead of attack against the DPRK. By isolating the socialist Korea, the imperialists try to erase socialism completely from the globe, hold back the trend of the times progressing under the banner of anti-imperialist independence and turn back the wheel of history. It is the duty of the Korean people and the noble international duty of the researchers of the Juche idea and the progressive peoples of the world as well who are desirous of independence, to defend the people-centred socialist Korea, the fortress of socialism and the ideal of humanity With all our strength, we will frustrate the manoeuvres of the imperialists to isolate and suffocate the DPRK and fully support the struggle of the Korean people for building a socialist powerful nation. We will organize actively the visit to the DPRK, motherland of Juche, and strengthen our friendly bonds with the Korean people. Particularly, on the occasion of important Korean commemoration days such as the 16th February, the 15th April, the 9th September and the 10th October, we will have a wide range of people, especially scholars and politicians, visit the DPRK. On the occasion of the IOth October this year, the 55th founding anniversary of the WPK, we will make as many people visit DPRK as possible and let the researchers of the Juche idea host a solidarity meeting with the DPRK. We will regularly issue publications on friendship with the DPRK in different countries such as the bulletin of the International Liaison Committee for the Reunification and Peace in Korea (CILRECO) and conduct various activities such as issuing of appeal and statement on different occasions to extend full support to and firm solidarity with the righteous struggle of the Korean people for building a socialist powerful nation and their independent reunification of the country. Korean film shows, art performances and seminars on Korean's reunification will be organized to create the atmosphere of friendship and solidarity with the DPRK in every part of the world. The task which we should carry out is enormous. The success of our work depends on how we strive for it, not on objective conditions. I believe that the task put forward by the 15th Board Meeting of Directors will be successfully carried out by active efforts of all members of the Board of Directors present here. Let us draw our efforts together to carry out the honourable task before us, and meet again with pride. Upholding the banner of the Juche idea, there will be only victory and glory in our future.
