The agreements signed with Israel stipulated the implementation of these two resolutions, which means the full withdrawal from all Palestinian territories, including Jerusalem, since they are occupied territories, and not any negotiations over those resolutions or considering the territories disputed lands. Thus, the final-status negotiations were confronted with this Israeli position; Barak outlined what he described as red lines concerning any potential solution; his position stipulated no full withdrawal, keeping control over 80% of the settlement blocs in the Palestinian territories, keeping both sectors of Jerusalem under its control and rejecting the implementation of UN resolution 194 which stipulates the right of return and compensation for Palestinian refugees. It was only natural to see these intransigent positions lead to the failure of Camp David Summit and to the deadlock in the final-status negotiations. They also caused a more hard line positions on the part of the extremist right wings in Israel; this was clear in Sharon�s visit to al-Aqsa Mosque. The Israeli army committed the most atrocious operation of killing and oppression against the unarmed Palestinian demonstrators, resulting in large numbers of martyrs and wounded. The proof on that is the number of martyrs and wounded who died in two days only (September 29, 30) which is equal to number of Palestinian martyrs and wounded in the first 20 days of the Palestinian Intifada on December 9, 1987. This Israeli oppression, which came within the context of the Israeli government intransigence towards the peace process, refutes the Israeli official claims about peace and confirms that its severe bloody response to the peaceful demonstrations and marches expresses a political position that rejects the requirements of peace. Upon a quick review of the reign of Barak since July 1999 up till now, one can notice that he has not done anything but implement the Wye River Agreement which was signed by his predecessor Netanyahu. The past events show that Barak has not moved any step forward on the path of the final-status negotiations but has set obstacles in the path; this was clear in the negotiations over Jerusalem, refugees and other issues. We say that Barak's policy is no different in its core from the policy of Benjamin Netanyahu; the only difference was the position of the European countries, which sympathized with him and rejected exercising any effective EU policy to push Barak to respond to the requirements of a just peace. It seems that the fact that the Israeli Labor Party, which is a member in the International Socialism, with socialist parties ruling in 13 European countries, gave Barak political room to move without facing any real confrontation. We demand the immediate formation of an International Inquiry Commission to investigate the crimes of Barak's government against the Palestinian people and provide protection to the Palestinian people. We also demand the withdrawal of the Israeli army from the surroundings of Palestinian cities, villages and camps and move away from Palestinian residential concentrations as a temporary measure towards full withdrawal from all occupied Palestinian territories. Therefore, we call on you as friendly parties which have a role and influence in your countries to exercise a more effective political role to expose the policy of Barak and the crimes executed by his government against the Palestinian people and the violations of the Fourth Geneva Convention. We appeal to you to raise your voices high against the government of Barak
and against its attempts to assassinate the peace process and against its using
the various kinds of force and weapon against an unarmed people. We appeal to
you for the sake of the peace process towards the implementation of the
international legitimacy resolutions and the right of the Palestinian people in
self-determination and the establishment of the independent Palestinian State
and the return of their refugees. We also call upon you to start a broad campaign of solidarity with the cause of the Palestinian people through the various trade unions, youth and women institutions in your countries; this will have a major impact on efforts to defend peace.
