Japanese government decides to offer rice to DPRK

    Pyongyang, October 7 (KCNA) -- The Japanese government decided to offer
500,000 tons of rice to the
Democratic People's Republic of Korea from a humanitarian point of view and
made an official
announcement about it yesterday.
    In this connection premier of the DPRK cabinet sent a message of thanks
to Japanese Prime Minister
Yoshiro Mori.
    The message expressed thanks to the Japanese government for having
decided to offer 500,000 tons of
rice to the DPRK this time, taking several years of natural calamities in
it into humanitarian consideration. It
expressed the belief that the good-will step taken by the Japanese
government this time would contribute to
promoting the understanding between the two peoples of the DPRK and Japan
and leading it to the improved
relations between the two countries.



Korean stamp exhibition opens

    Pyongyang, October 7 (KCNA) -- An exhibition of Korean stamps opened to
mark the 55th anniversary
of the Worker's Party of Korea.
    On display are more than 10,000 stamps of over 4,000 kinds showing the
outstanding feats performed
by the President Kim Il Sung and General Secretary Kim Jong Il in party
building and their leadership traits
and achievements the Korean people have made in all fields of socialist
construction under the leadership of
the party and their heroic struggle and other stamps celebrating the 55th
anniversary of the WPK.
    Also exhibited are stamps and photos showing the development of Korean
stamps and other stamps that
won prizes at the national stamp design contest held to mark the
anniversary of the WPK.
    An opening ceremony was held at the Pyongyang International House of
Culture Friday.



Foreign diplomats visit different places

   Pyongyang, October 7 (KCNA) -- The military attaches' corps and the
economic and commercial
councilors' corps here visited various places in Pyongyang on the occasion
of the 3rd anniversary of the great
leader Kim Jong Il's election as General Secretary of the Worker's Party of
Korea and the 55th anniversary
of the party.
    The military attaches' corps visited the monument to the party founding
and the Party Founding Museum
yesterday.
    Vietnamese military attache Vu Dinh Thang who is doyen of the corps
made the following entry in the
visitor's book:
    The WPK founded by President Kim Il Sung has traversed an arduous yet
glorious path. We wish the
Korean people greater success.
    The economic and commercial councilors' corps visited the Korean
Revolution Museum on the same
day.



Cuban embassy officials help construction of Sonnae youth fish farm

    Pyongyang, October 7 (KCNA) -- Cuban ambassador to Korea Jose Manuel
Inclan Embade and
embassy officials yesterday did friendship work at the construction site of
the Sonnae youth fish farm on the
occasion of the 55th anniversary of the Worker's Party of Korea.
    They helped the builders who were stepping up the fish farm
construction at the final stage, talked with
them and saw an art performance of an itinerant art propaganda troupe,
deepening the feelings of friendship.



Floral basket to Kim Jong Il from Palestinian President

    Pyongyang, October 7 (KCNA) -- General Secretary Kim Jong Il received a
floral basket from
Palestinian President Yasser Arafat on the occasion of the 55th anniversary
of the Worker's Party of Korea.
    The floral basket was handed yesterday to Kim Yang Gon, department
director of the Central Committee
of the WPK, by Shaher Mohammed Abdlah, Palestinian Ambassador E.P. to the DPRK.



Floral baskets and congratulatory letters from diplomatic officials

    Pyongyang, October 7 (KCNA) -- General Secretary Kim Jong Il received
floral baskets and
congratulatory letters from the diplomatic corps and officials in charge of
cultural and friendly relations of
different embassies here on the occasion of the 55th anniversary of the
Worker's Party of Korea.
    The floral baskets and letters were handed yesterday to officials
concerned by Shaher Mohammed
Abdlah, Palestinian Ambassador E.P., and Taher al Muhdi Arifa, councilor of
the people's bureau of the
Great Socialist People's Libyan Arab Jamahiriya here.
    Meanwhile, Kim Jong Il received a congratulatory letter from the
economic and commercial councilors'
corps here on the occasion of the anniversary.
    The letter was handed yesterday to an official concerned by Evelio
Duenas Ponce, commercial councilor
of the Cuban embassy here.



Floral basket laid before statue of Kim Il Sung

    Pyongyang, October 7 (KCNA) -- Economic and commercial councilors'
corps here laid a floral basket
before the statue of the President Kim Il Sung on Mansu Hill yesterday on
the occasion of the 55th
anniversary of the Worker's Party of Korea.
    They laid the floral basket before the statue and paid homage to him
with reverence for the President who
devoted his whole life to the human cause of independence.
    Written on the ribbon were letters "the great leader his excellency Kim
Il Sung will live forever."



Preparatory committees formed abroad

    Pyongyang, October 7 (KCNA) -- Preparatory committees to celebrate the
55th anniversary of the
Worker's Party of Korea were inaugurated in Cambodia and Ghana on October 1.
    Prince Norodom Ranariddh, president of the National Assembly of the
Kingdom of Cambodia and
chairman of the Funcinpec party, was elected chairman of the preparatory
committee of Cambodia and the
secretary of the propaganda department of the National Democratic Congress
of Ghana chairman of the
preparatory committee in Ghana.
    The preparatory committees decided to organize colorful functions to
significantly celebrate the 55th
anniversary of the WPK and widely introduce the leadership exploits of the
President Kim Il Sung and
General Secretary Kim Jong Il through media.



Kim Jong Il's work published in Austria

    Pyongyang, October 7 (KCNA) -- A famous work of General Secretary Kim
Jong Il "the Worker's
Party of Korea Is the Party of the Great Leader Comrade Kim Il Sung" was
brought out in booklet by a
publishing house in Vienna on October 4.
    The work which was published on October 2, Juche 84 (1995) is a great
program which indicates overall
ways of accomplishing the leader's cause of party building.



1st Pyongyang Flower Exhibition opens

    Pyongyang, October 7 (KCNA) -- The 1st Pyongyang Flower Exhibition was
opened on the occasion of
the 55th anniversary of the Worker's Party of Korea.
    On display there are over 3,700 exhibits of 112 species including
Kimilsungias, Kimjongilias and
flowers the Korean people have distributed and cultivated, local peculiar
wild flowers and varieties of flower
trees.
    An opening ceremony took place at the April 15 Children's Flower Garden
on Friday.



Chinese residents in Korea help farmers

    Pyongyang, October 7 (KCNA) -- Chinese residents in South Hwanghae
Province of the DPRK gave
assistance to a socialist farm on the occasion of the 55th anniversary of
the Worker's Party of Korea and the
51st anniversary of the People's Republic of China.
    They went to the Singwang cooperative farm in Haeju and handed the farm
aid materials they had
prepared and encouraged the farmers by harvesting rice together with them.



Kim Jong Il sends gift to veteran newspaper office of Russia

    Moscow, October 5 (KCNA) -- General Secretary Kim Jong Il sent a gift
to the veteran newspaper office
of Russia.
    The gift was handed to its editor-in-chief A. Danilov by the military
attache of the DPRK embassy in
Moscow on Oct. 2.
    At a meeting held to convey the gift, the editor-in-chief said that he
never expected that brilliant
commander Kim Jong Il who is revered by the whole world would send the
excellent gift to the newspaper
office.
    Kim Jong Il is, indeed, a great and beloved father not only of the
Korean people and veterans but all the
progressives and veterans the world over, he stressed.
    Kim Jong Il's unique army-first leadership gives fresh strength and
courage to the veterans of Russia, he
said, stressing that his leadership is, indeed, an example all the leaders
of the world should follow.
    A letter to him was adopted at the meeting.



Chinese embassy officials visit Huang Jiguang senior middle school

    Pyongyang, October 7 (KCNA) -- Ambassador Wang Guozhang and officials
of the Chinese embassy
here visited Huang Jiguang Senior Middle School in Kosong county, Kangwon
Province, on Oct. 4.
    The school is named after ex-Chinese people's volunteer hero Huang
Jiguang who fell in the hard-fought
battle on Sanggam ridge in the eastern sector of the front during the
Korean War.
    At the end of the visit, the ambassador expressed hope that the school
would glorify the Sino-DPRK
friendship and bring up more pillars of the country who would contribute to
the building of Korean style
socialism.
    The visitors presented educational equipment to the school.



Reception given on Army Day of Egypt

    Pyongyang, October 7 (KCNA) -- The military attache of the Egyptian
embassy here gave a reception
yesterday on the Army Day of Egypt.
    Present on invitation were Ryo Chun Sok, vice-Minister of the People's
Armed Forces, generals and
officers of the Korean People's Army, officials concerned and diplomatic
envoys and military attaches of
different embassies here.
    Egyptian ambassador to Korea Mahmoud Mohamed Farag Zain and embassy
officials were on hand.
    Speeches were made at the reception.



S. Korea's arms race flailed

    Pyongyang, October 7 (KCNA) -- The Committee for the Peaceful
Reunification of the Fatherland
(CPRF) strongly denounces the South Korean authorities' moves to step up
arms buildup and increase
combat power behind the curtain of reconciliation cooperation and peace as
blatant challenge to the
north-south joint declaration and intolerable anti-national and
anti-reunification criminal acts.
    The South Korean authorities are threatening the DPRK, its dialogue
partner, and pursuing showdown
with it by planning to deploy sophisticated means for a war of aggression
and increasing military expenditure
in violation of the north-south joint declaration. We can never remain a
passive on-looker to these moves.
    A spokesman for the CPRF said this in a statement issued Friday as
regards reckless arms buildup and
war preparations in South Korea.
    The statement continued:
    The South Korean authorities talk about "sincere implementation" of the
June 15 joint declaration and
"peace-building" before us but are getting frantic in their moves for arms
buildup behind us. This goes to
prove that they have no willingness to implement the joint declaration but
are still working hard to attack their
dialogue partner in collusion with outside forces.
    A promise made between the two sides can be kept only when both sides
strive for its implementation
with good faith.
    It is the noble mission and right of the revolutionary armed forces of
the DPRK to check a war of
aggression and defend the security of the country and the lives of its people.
    If the South Korean authorities persist in their war moves despite our
repeated warnings, the DPRK will
have no option but to take a corresponding self-defensive measure.



Kim Il Sung's reminiscences published in Nepal

    Pyongyang, October 7 (KCNA) -- Vol. 7 (continuing edition) of part 1
anti-Japanese revolution of "With
the Century", reminiscences of the President Kim Il Sung, was published by
the Nepalese National
Committee for Remembering the Great Leader Comrade Kim Il Sung on the
occasion of the 55th anniversary
of the Worker's Party of Korea.
    The preface of the reminiscences says:
    "Under the wise guidance of his excellency Kim Jong Il, the sun of the
new 21st century, the WPK is
growing stronger and developing and throwing its brilliant rays over the
world as a model of the world's
progressive political parties struggling to realize the cause of independence".



KCNA blasts Japan's design for reinvasion

    Pyongyang, October 7 (KCNA) -- Japan's "Self-Defense Forces" will start
a joint military drill with the
U.S. troops stationed in Japan on November 2. To be involved in the drill
that will last for about 15 days are
tens of thousands of troops, scores of warships and hundreds of planes,
reported Sankei Shimbun.
    What cannot be overlooked is that it is the first military exercise to
be staged after the legislation related to
the updated "Japan-U.S. Defense Cooperation Guidelines" was put in force.
    As already known, the "guidelines" and the legislation related to them,
which were concluded and
adopted last year, are an adventurous and reckless aggression plan to hurl
all human and material resources of
Japan as well as its armed forces into war of aggression in emergencies in
the areas surrounding Japan, in the
event of contingency on the Korean peninsula in particular.
    In a nutshell, the projected joint military drill is a field maneuver
intended to examine Japan's capabilities
of reinvasion of the Korean peninsula and the rest of Asia.
    Officials of Japan's Defence Agency are now asserting that this drill
of "SDF" is of totally defensive
nature as it is aimed at support to the transport of supplies for the U.S.
troops and rescue of "Japanese
overseas" in emergencies in the areas surrounding Japan. But it is no more
than sheer sophism.
    Japan has the world second largest military spending. And she is
building the most powerful naval and
air forces in Asia. This clearly shows that Japan seeks to realize its old
design for "Greater East Asia
Coprosperity Sphere" through war of aggression.
    The Japanese reactionaries are engrossed in brinkmanship for overseas
aggression.
    The facts evidently tell that it is an undeniable sovereign right for
Asian nations to increase their defence
capabilities, especially the striking force against Japan's reinvasion.
    The Asian people should frustrate Japan's design for reinvasion with
heightened vigilance.



U.S. senounced for its anti-DPRK diatribe

    Pyongyang, October 7 (KCNA) -- Rodong Sinmun today in a signed
commentary assails the U.S.
Defense Department's recent "report" in which it disclosed the U.S. design
to stifle the DPRK under the
pretext of its "missile issue."
    The commentary says:
    The United States is shameless enough to accuse other sovereign
countries of increasing defence
capabilities, though it rakes up enormous profits through an unlimited
production and sale of any mass
destruction weapons.
    The U.S. takes it as a matter of course to produce, deploy and export
missiles as it pleases. Its viewpoint
is that it is free to do so, unhindered, but other countries should not do
so and they should unconditionally
meet its brigandish demand. It is outrageous American way of thinking
whereby the U.S. styles itself an
"international judge" and an "international gendarme."
    It can not work on the DPRK which regards independence as its life and
soul.
    It is none other than the U.S. that is posing a missile threat to the DPRK.
    The U.S. real intention is to disarm the DPRK and stifle it without
difficulty under the pretext of missile
issue.
    The missile issue is a matter entirely pertaining to the DPRK's
sovereignty.
    The DPRK cannot but direct utmost efforts to increasing self-defensive
capabilities to safeguard its
sovereignty, security and socialism in view of more vicious and persistent
moves of the U.S. to stifle the
DPRK.



S. Korean police arrests students

    Pyongyang, October 7 (KCNA) -- The police authorities in Jochiwon,
South Chungchong Province,
arrested Jang Hui Jae, chairperson of the girl students' council of Sochang
branch school of Korea
University, and Ri Jong Ryul, chairman of the Tongari Federation, on
October 4, according to the South
Korean newspaper Choongang Ilbo.
    They arrested them on charges of violation of the "Security Law" after
accusing them of working as
deputies to the South Korean Federation of University Student Councils
(Hanchongryon) from early this year
and attending several rallies of students including an inaugural meeting of
Hanchongryon held in Pusan in
May last.



Moves to establish "NMD" system under fire

    Pyongyang, October 7 (KCNA) -- The United States announced that a
decision on the deployment of the
"National Missile Defense" (NMD) system will be handed over to next
President. However, on the contrary,
the U.S. Department of Defense made two tests for the "NMD" system on Sept.
28 and, earlier, Cohen said
that the work of establishing the "NMD" system would be continued.
    Minju Joson today in a signed commentary says the incoherent U.S. deeds
concerning the "NMD"
system fully show its outrageous and shameless attempt to realise its
ambition for domination over the world.

    The U.S. moves to establish the "NMD" system aimed at military
domination over the world are
protested and rejected not only in the world but at home, the commentary
notes, adding:
    The U.S. should clearly see the trend of the times before making its
choice. Belated lamentation avails
nothing.
    If the U.S. truly wants peace and security, it should immediately stop
its anachronistic moves to
establish the "NMD" system.



Three-point charter of Korea's reunification supported

    Pyongyang, October 7 (KCNA) -- Japanese trade unions participated in
the international signature
campaign supporting the three-point charter of Korea's reunification.
    The signature paper was signed by Sakae Morimoto, executive chairman of
the Okayama prefectural
headquarters of the All Japan Confederation of Local Autonomy Government
Workers' Unions, on behalf of
more than 11,210 unionists and Katsuya Arimoto, secretary general of the
Chukoku local headquarters of the
General Federation of Private Labour Unions of Japan, on behalf of some
4,770 unionists.



U.S. expresses political will to delist DPRK as "state sponsor of terrorism"

    Pyongyang, October 7 (KCNA) -- A joint statement of the Democratic
People's Republic of Korea and
the United States of America was released in Washington on Friday as
regards the issue of delisting the
DPRK as a "state sponsor of terrorism."
    In the statement the DPRK and the USA shared the view that terrorism
poses threat to international peace
and stability and recognized the importance of the policy of opposing any
form of terrorism against any
country or individual.
    In particular, the U.S. side in the statement expressed its willingness
to delist the DPRK as a "state
sponsor of terrorism," the leftover of the Cold War era.
    This proves that the U.S. policy whereby it has unreasonably linked the
DPRK with terrorism does not
work any longer.
    This position will have a positive impact on terminating the
confrontation between the DPRK and the
U.S. and building the bilateral relations in the 21st century.



Congratulatory group of Koreans in Japan here

    Pyongyang, October 7 (KCNA) -- A congratulatory group of Koreans in
Japan led by Ho Jong Man,
chief vice-chairman of the central standing committee of the General
Association of Korean Residents in
Japan, arrived here today to celebrate the 55th anniversary of the Worker's
Party of Korea.
    It was met at the airport by Kim Yong Sun and officials concerned.



National meeting held

    Pyongyang, October 7 (KCNA) -- A national meeting was held at the April
25 House of Culture today to
celebrate the 3rd anniversary of the election of the great leader Kim Jong
Il as General Secretary of the
Worker's Party of Korea.
    Present at the meeting were Kim Yong Nam, Jo Myong Rok, Hong Song Nam
and other party and state
leading officials, delegates and party officials to attend the celebrations
of the 55th anniversary of the WPK.
    A congratulatory group of Koreans in Japan to celebrate the 55th
anniversary of the WPK was also
present there.
    Jo Myong Rok, director of the general political department of the
Korean People's Army who is first
vice-chairman of the National Defence Commission of the DPRK, made a report.
    He said:
    Kim Jong Il was elected General Secretary of the WPK for leading the
party for many years. It was full
reflection of the unanimous will and desire of the whole party and army and
all the people.
    Kim Jong Il has strengthened and developed the WPK to be a
revolutionary party of Juche type and an
ever-victorious iron-willed party unshaken in any storm and stress.
    He has strengthened and developed the party to be a party of the great
leader Kim Il Sung. This is the
greatest exploit Kim Jong Il has performed for the cause of party building
of Juche.
    Kim Jong Il has successfully provided army-first revolutionary
leadership, a unique political mode of
Korean style, thereby firmly defending the socialist cause of Juche and
remarkably increasing the overall
national power including the country's defence capability.
    His immortal leadership exploits are shining more brilliantly because
he successfully accomplished the
cause of perpetuating the memory of Kim Il Sung even in the most difficult
period of the Korean revolution
and brought about a decisive turning-point in the building of a powerful
nation.
    He represents the destiny of our party, the revolution and the country
and a banner for all victories and
glory. It is the foremost duty and the greatest mission of a revolutionary
of Juche type to devotedly defend
the leader.
    His army-first revolutionary leadership is vital to the Korean
revolution and an invincible political mode
firmly guaranteeing the final accomplishment of the cause of Juche.
    It is a sure guarantee for the victory of the revolution to strengthen
the party and increase its leadership
role, the reporter stressed.
