US denies Palestinian request for Security Council meeting

UNITED NATIONS, Oct 12 (AFP) -

The United States rejected a Palestinian call Thursday for an
emergency Security Council meeting to demand an end to the use of
force by Israel.

The US ambassador to the United Nations, Richard Holbrooke, said it
was "hard to conceive of any action the Security Council could take
today which would be anything other than negative to an explosive
situation."

The Palestinian observer to the UN, Nasser Al-Kidwa, had requested the
meeting, saying Israel had "taken military action tantamount to
declaring an overall war against the entire Palestinian people."

In a letter to the council president, Martin Andjaba of Namibia,
Al-Kidwa said that Israeli air raids on the West Bank town of Ramallah
and on Gaza City were "in violation of all norms of international
law."

He told reporters he hoped the council would adopt a resolution to
support three points.

These were: the immediate cessation of violence and the use of force;
the immediate implementation of Council Resolution 1322, passed
Saturday; and cooperation with Annan's efforts to defuse the crisis.

Resolution 1322 condemned Israel's "excessive use of force" against
Palestinians and called for an end to hostilities and "the immediate
resumption of negotiations within the Middle East peace process."

Holbrooke made it clear that the United States would its power of veto
to defeat any new resolution critical of Israel.

He recalled that the United States had abstained on Resolution 1322,
which was "biased and one-sided and unhelpful to the situation," he
said.

"With that resolution, the Security Council has effectively ended, at
least temporarily, its potential usefulness in this crisis," he said.

"I do not see any value in any further resolutions here, at this time,
in that framework," he said.

"We have made that view abundantly clear this morning to our friends
and colleagues in the Security Council."

Holbrooke said he had been in touch with US President Bill Clinton in
the White House, and that "the next call we shall make" would be to UN
Secretary General Kofi Annan, who has been in the region since Monday.

He said any attempts to engage the council would "undermine the
valiant efforts" by Annan to end the violence.

In a statement in Beirut on Thursday, Annan warned of the risk that
the situation could "escalate to a crisis that could destabilise an
entire region."

Al-Kidwa echoed that sentiment in his letter to Andjaba, saying
Israel's actions "threaten to plunge the whole region into serious
confrontation."

The letter did not mention the lynching of two Israeli soldiers in
Ramallah earlier Thursday.

But it recalled the wording of Resolution 1322, saying that Israel's
actions were a grave violation of the 1949 Fourth Geneva Convention
relative to the Protection of Civilians in Time of War.
