The Caribbean Bloc of the Revolutionary Armed Forces of
Colombia�People�s Army denounces:

1.The First Brigade of Marine Infantry, commanded by Colonel Rodrigo
Quinones Cardenas, is directly responsible for the successive massacres
that have been taking place in the Montes de Maria.

2.The recent massacre of 15 peasants by clubs and machetes on Oct. 16
and 17, was carried out by the Tiburon Company of the 31st
Anti-guerrilla Battalion of the Marine Infantry and elements of the 11th
Brigade of the Army.  These armed forces also stole cattle, horses and
hens and burned the homes of the peasants.

3. For this deed, a security force of 400 soldiers of the 31st and 33rd
Anti-guerrilla Battalions of the Marine Infantry and of the Bafin 5 was
deployed so that the Tiburon Company could act without being surprised.
This deployment included the hamlets of Macayepo, El Limon, Floral, La
Palma y La Pita, in Bolivar Dept. and Verruga, Bajo Don Juan, La
Palmira, El Pavo, Buenos Aires, Cana Fria and Palo Alto in Sucre Dept.

4.The maximum leader of the paramilitaries in Sucre and Central Bolivar
is Colonel Harold Mantilla Serrano, commander of the Bafin 5.  This
colonel is the co-ordinator of the massacres and the one who prepares
the lists of peasants to be murdered.  These lists are then sent to his
groups of operatives in the squad�s non-com 4 by 4.

5.Other marine infantry officers involved in massacres or crimes against
humanity in the Monte de Maria are:  Colonel Jorge Castaneda, commandant
of the 31st Battalion and immediate chief of the Tiburon Company,
Colonel Benjamin Herrera, commandant of the Bafin 3 and Major Moncada
Galindo, commandant of the 33rd Battalion.  All of them are at the
service of the big landowners in the region.

6.The repeated massacres of the unarmed civilian population at the hands
of the marine infantry in the Montes de Maria region constitute an
irrefutable demonstration that the much vaunted cleansing of the armed
forces by President Pastrana is nothing but a fallacy aimed at producing
favourable effects for his government in the exterior.
