Vietnam, Laos promote co-operation A memorandum of understanding on banking co-operation between Vietnam and Laos was signed on October 26. Signatories were Mr Vu Xuan Huu, deputy general director of the Vietnam Bank for Agriculture and Rural Development and Mr Chanpheng Luangvanavong, deputy general director of the New Laos Bank. The same day, the Hanoi Construction Corporation officially opened its representative office in Vientiane.
