NA eighth session to be convened

The eighth session of the 10th National Assembly will be convened in Hanoi
on November 14, says a communique released by the National Assembly
Standing Committee on October 27. The communique announces that the NA
Standing Committee met in Hanoi from October 19-27 under the chairmanship
of Chairman Nong Duc Manh.

It says that NA deputies at the eighth session will consider reports on the
implementation of socio-economic development tasks and State budget in
2000, orientations and plans for State budget in 2001, and the State budget
balance for 1999. They will hear reports on national defence, security and
external relations; the settlement of voters' petitions; the implementation
of national key projects, changes of general education curricula, policy on
universalisation of junior high education; and working reports by NA
committees, the Chief Judge of the People's Procuracy, the Director of the
People's Procuracy. They will also hear reports on verdict execution and
organisational management of local people's courts.

NA deputies will pass the Insurance Business and the Anti-Drug Bills, the
programme on building laws and ordinances for 2001, give opinions on the
Cultural Heritage Law and the Fire Prevention and Fighting Law. They will
discuss and give suggestions to draft documents of the Ninth National Party
Congress scheduled to be held early next year.

The NA Standing Committee recognised that in the first 10 months of this
year, Vietnam obtained an economic growth rate of 6.7%, made progress in
health care, education and training, science and technology, cultural and
social activities.

National defence and security have been maintained while external
relations, expanded.

On socio-economic development in 2001, the Committee asked the government
to instruct ministries, localities and enterprises to outline solutions to
tackle difficulties, boost production and business and co-ordinate with
concerned agencies to carry out national programmes, thus contributing to
fulfilling socio-economic development plan set for 2001. (VNA)

ASEAN agriculture, forestry ministers meet

A Vietnamese delegation headed by Deputy Minister of Agriculture and Rural
Development Cao Duc Phat took part in the 22nd meeting of ASEAN Ministers
of Agriculture and Forestry (AMAF-22) held in Phnom Penh on October 26 and
27.

Representatives from the Secretariat of the Association of Southeast Asian
Nations (ASEAN) and ministers and deputy ministers of agriculture and
forestry from the ten ASEAN member countries attended the meeting.

The participants reviewed the development of agriculture and forestry in
the region and co-operation activities in the field among ASEAN member
countries. They affirmed that agricultural production had markedly
contributed to economic growth and job generation in each member country,
especially during the regional financial crisis.

They agreed to further boost co-operation among ASEAN member countries to
maintain economic growth and accelerate the trade of agro-forestry products
among ASEAN and other countries.

The ASEAN ministers approved and signed Protocol No 8 on plant hygiene and
quarantine to facilitate transit, import and export of agro-forestry
products among member countries.

Standard and index framework on sustainable management of natural tropical
forests, measures to control foot and mouth disease, management of
bio-technological products and a number of co-operation projects in
agriculture, forestry and fisheries were approved at the conference.

The ASEAN ministers agreed that the ASEAN+3 forum on agriculture, forestry
and fisheries would include China, Japan and the Republic of Korea.

They agreed to hold the AMAF-23 in Jakarta, Indonesia. (VNA)

Vietnam attends Asia-Pacific conference on customs relations

Nguyen Duy Thien, director of the International Relations Section of the
Vietnam General Department of Customs, attended the 10th Conference on
Customs Relations of the Asia-Pacific membership of the World Customs
Organisation (WCO) in Hong Kong from October 23-26.

Mr Thien and 40 others, who were representatives from WCO and 24 regional
member countries, discussed how to improve the capacity and efficiency of
customs in the context of regional and global trade liberalisation in order
to fight smuggling, drug trafficking, stealing antiquities and copyright
infringement.

Enhancement of co-operation and co-ordination among countries in the region
through feasibility co-operation projects and exchange of professional
experience and training were also discussed at the conference.

The Vietnamese representative delivered a report on Vietnam's efforts in
implementing international conventions on customs.

WCO now comprises 153 members. Vietnam officially joined the organisation
in 1993. (VNA)
