>Subject: "[Ozgurluk.Org]" Turkey: statement by revolutionary prisoners on
>hunger strike

>
>October 30, 2000
>
>As you will know: over a year ago a wave of attacks against revolutionary
>prisoners began, this time under the name of "F" Type prisons. From that day
>to the present, the state has done its best to prepare the ground for
>bringing this policy to life. It is trying to legitimise the cells by
>getting public opinion to think, "they are acceptable". The policy of
>imposing cells in the prisons is not limited to we prisoners. The aim of
>imperialism is to make all our peoples surrender. For this reason, everyone
>who calls him or himself a revolutionary, a democrat, a human being will
>become a target. We have also written to you the reason why the attacks
>aimed at implementing the isolation cells are continuing and growing. Both
>in our country and abroad, almost every type of action is taking place in
>opposition to the isolation cells. Actions outside our country give us
>strength and morale. While reactions against imperialism strengthen what is
>just, they weaken whatever is unjust. In our country the attacks aimed at
>putting the cells into operation are continuing as another way of making the
>people surrender. Today being against the cells means being against
>imperialism. It is very clear that the basic principle behind these attacks
>is to bring about the isolation and abandonment of the prisoners, to destroy
>their political identity and eliminate their organisations in the prisons.
>
>>From yesterday to today, the policy of the state in the prisons has been to
>say, "Surrender."
>
>Examples of this state policy of destruction are the attempts following the
>1980 fascist junta to introduce prison uniforms and "military training", the
>introduction of the August 1,1990 circular,
>
>the 1995 Buca massacre,
>
>the 1996 Umraniye massacre,
>
>the 1996 May circular and the re-opening of the Eskisehir coffin prison,
>
>the 1996 Diyarbakir massacre,
>
>the September 26, 1999 Ulucanlar massacre,
>
>and attacks at Burdur and Bergama. All these examples clearly show their
>aims and intentions. The target is the revolutionary prisoners and the aim
>is to achieve their surrender. Immediately after the Ulucanlar massacre, a
>session of the MGK (National Security Council) took the decision to "go over
>to the cell-type prisons". This decision signalled the form this process
>would take. Once again the revolutionary prisoners were targeted. But why?
>
>Why is the state saying it will throw prisoners into the "F" Type prisons?
>
>Why is it saying it will not permit people to live together in solidarity?
>
>Why is it saying it will introduce a "reform" programme? Why is it carrying
>out massacres, practising torture, severing arms from bodies? Why? Because
>the imperialists want it. Because the IMF wants it. Because the Kocs,
>Sabancis and collaborators like them who are selling our country to
>imperialism want it. Because revolutionaries for them are the enemy, for the
>revolutionaries are the enemies of the exploitative and oppressive system.
>
>Because the revolutionaries undermine their "stability". We want "democracy,
>independence and freedom". The authorities do not recognise the right to
>live of anyone who does not think the same as they do. And we do not think
>the same as they do. So they say, "Either think like me or you will die."
>"You will say what I want you to say or you will be silent, and I can
>silence you by force."
>
>WE WILL NOT BE SILENT! They want to encircle us. This encirclement is
>practised with the aim of creating a society devoid of organisations and
>making the people surrender. They want to encircle workers, civil servants,
>small businessmen, farmers, slum dwellers, youth, revolutionaries and the
>entire people. WE ARE DEFENDING OURSELVES AGAINST THIS ENCIRCLEMENT! This
>encirclement is being carried out under the supervision of EU and US
>imperialism. To make the people surrender, organisations are to be
>eliminated because the European and US imperialists wish it. Because they
>are wanting Turkey to "tidy up" to ensure that there is no alternative to
>stability, and the chief threat to stability is the revolutionaries. All
>this is being done to render the revolutionaries ineffective. And if the
>revolutionaries are rendered ineffective it will be so much simpler to make
>the people surrender. By eliminating the revolutionaries, exploitation and
>pillage will proceed more easily and the monopolies will be more secure.
>
>Without centres of resistance, Turkey will be a "rose garden without thorns"
>for imperialism. Once they have put the "F" Type prisons into operation,
>that can be achieved. After the laws on "arbitration" (note: laws which
>allow foreign monopolies to invest in Turkey without any restrictions or
>supervision by the authorities there whatsoever) were introduced and the
>economy was placed under the direction of the IMF, the construction of the
>"F" Type prisons proceeded at great speed. Prime Minister Ecevit said,
>"Without stability in the prisons, stability in society cannot be
>guaranteed."
>
>So, after this statement, during Ecevit's visit to the USA, the Ulucanlar
>massacre was perpetrated and the imperialists were assured that the
>isolation cells would be implemented. It is clear that without eliminating
>the revolutionaries in our country, without achieving surrender, the
>imperialists and their collaborationist servants will not have the "complete
>stability" they desire.
>As long as there are revolutionaries, it will not be so easy for the puppets
>of imperialism to take over in the Caucasus and the Middle East. It will not
>be so easy for them to continue their regime based on plunder, exploitation
>and oppression.
>
>That is why they insist on the ISOLATION CELLS.
>
>That is why WE, proceeding from these facts and in order to set up a
>barricade against these attacks and attempts at encirclement, to push
>forward the struggle of the peoples of our country for independence and
>democracy and to frustrate the plans of the imperialists aimed at
>liquidating us, have, as prisoners of the DHKP-C (Revolutionary People's
>Liberation Party-Front), TKP(ML) (Communist Party of Turkey
>(Marxist-Leninist)) and TKIP (Communist Workers' Party of Turkey) on October
>20, 2000 begun a hunger strike against the attacks aimed at implementing the
>ISOLATION CELLS, which we will continue on the basis of a DEATH FAST.
>In the knowledge that this is a battle for democracy and freedom which we
>must all conduct jointly, we expect you to give strength to our resistance
>and act in unity with us. We wish you success in your work.
>
>THE DEMANDS OF OUR RESISTANCE ARE AS FOLLOWS:
>
>1 - The ongoing construction of the "F" Type prisons, which have actually
>been put on the agenda in the framework of a policy of isolating and putting
>revolutionary prisoners on their own, making them surrender with torture
>methods and depersonalising them, must be halted.
>
>2 - With the demagogy of "terrorism", an entire people have been accused of
>being "suspects"; torture, massacres and executions legalised, and the
>torturers and murderers are under the protection of the anti-terror law
>(Article 3713); not only its Paragraph 16 on which the "F" Type isolation
>cells are based but this entire Article is clearly anti-democratic and must
>be abolished, along with all its provisions.
>
>3 - The protocol signed by the Justice, Interior and Health Ministries and
>known by the people as the "Tripartite Protocol", which includes the denial
>of the captives' rights to a defence and medical treatment, and which forces
>the legal representatives to be subjected to dishonourable searches, must be
>abolished.
>
>4 - The State Security Courts which, with the reason for their foundation
>and their practices since 1984, are special-extraordinary courts, must be
>abolished, along with all the provisions for which they are responsible.
>
>5 - Prisons must be periodically checked by the lawyers who are entrusted
>with the task by the Bar of the relevant city, the doctors who are selected
>by the Medical Chamber, lawyers and relatives of prisoners who are selected
>by the captives, the representatives who are entrusted with this by the
>organisations of captives, NGOs on the issue of human rights, and the Union
>of Prison Staff. These checks should not be arbitrary but must be carried
>out under the protection of the law.
>
>6 - Those who are responsible for massacring three of our friends in Buca
>Prison on September 21, 1995, four of our friends in Umraniye Prison on
>January 4, 1996, ten of our friends in Diyarbakir Prison on September 24,
>1996, ten of our friends in Ulucanlar Prison on September 26, 1999, and for
>the injury of hundreds of our friends during attacks must be judged and
>punished as expeditiously as possible, and this must take place in a way
>accessible to the public.
>
>Those who attacked our friends in Burdur Prison on July 5, 2000, who severed
>arms, raped, tortured and those who gave the orders for it must be judged
>and punished, and this must take place in a way accessible to the public.
>Our friends named below were imprisoned alive at different times. The state
>was responsible for the security of these friends' lives. As is well known,
>the acceptability and legality of the prisoners' status is based on the
>state's guarantee of the security of their lives. These friends, on the
>other hand, were massacred by the state. We want our friends back. Their
>names are: UGUR SARIASLAN, TURAN KILIC, YUSUF BAG, MECIT SECKIN, RIZA
>BOYBAS, ORHAN ZEN, GLTEKIN BEYHAN, AYGN UGUR, BERDAN KERIMGILLER, ILGINC
>ZKESKIN, HSEYIN DEMIRCIOGLU, ALI AYATA, MJDAT YANAT, AYCE IDIL ERKMEN,
>TAHSIN YILMAZ, YEMLIHA KAYA, HICABI KCK, HAYATI CAN, MIT ALTINTAS, HALIL
>TRKER, ABUZER CAT, MAHIR EMSALSIZ, AHMET SAVRAN, AZIZ DNMEZ, HABIB GL,
>ZAFER KIRBIYIK, NDER GENCASLAN, ISMET KAVAKLIOGLU, H. HSN EROGLU, MEHMET
>YALCINKAYA, KALENDER KAYAPINAR, YUNUS YAMAN, MEHMET BATUGE, KADIR DEMIR,
>EDIP DIREKI, NIHAT CAKMAK, ERKAN PERISAN, RIDVAN BULUT, HAKKI TEKIN,
>MEHMET
>SABRI GMS, CEMAL CAM, AHMET CELIK, POLAT IYIT, ENGIN HUYLU, MURAT DIL,
>UGUR HLAG GNDOGAN, MUSTAFA KAYA, KAZIM TUNC.
>
>7 - All our friends who have suffered from permanent illness, whose health
>problems have continued since the 1996 Death Fast, who were injured during
>state operations and denied medical treatment, must be immediately released.
>
>8 - Those who tortured us during detention must be dismissed from their jobs
>and must be judged and punished quickly and in a manner accessible to the
>public. The protection of the torturers with "verdicts of immunity" must be
>abolished.
>
>9 - All anti-democratic laws against the struggle of the peoples for freedom
>and democracy must be abolished, and the oppression of the Kurdish nation
>and the other national minorities must be ended.
>
>WE WILL WIN!
>
>All the DHKP-C, TKP(ML) and TKIP prisoners in the jails of Turkey
>
>
