Party leader highlights role of Xinhua and VNA

Party General Secretary Le Kha Phieu has highlighted the role of China's
Xinhua News Agency and the Vietnam News Agency (VNA) as leading information
bodies in each country.

The Party leader received visiting Xinhua President Tian Congming in Hanoi
this afternoon, November 1.

Mr Phieu briefed Xinhua President Tian on Vietnam's socio-economic
achievements and preparations for the upcoming ninth National Party
Congress scheduled in the first quarter of 2001.

He spoke highly of the co-operation and mutual assistance between VNA and
Xinhua, and thanked Xinhua for its assistance to VNA to complete the
installation of a system of information transmitting technology and
personnel training. He also praised the fraternal co-operation between the
two agencies.

General Secretary Phieu stressed that the two agencies should promote news
exchanges, share knowledge and co-ordinate efforts to ensure the provision
of precise news, thus contributing to doing away with incorrect information
the two countries in the interests of the Party, State and people of China
and Vietnam.

Xinhua President Tian Congming informed General Secretary Phieu of results
of the talks between Xinhua and VNA delegations, saying that the two
parties had reviewed the implementation of their bilateral agreement signed
in 1991 and discussed orientation for a new co-operation agreement in the
21st century.

He expressed his wish to boost the exchange of knowledge and co-operation
between the two news agencies and highly valued Vietnam's revolutionary
achievements under the leadership of the Communist Party of Vietnam.

He told the Party General Secretary of China's achievements in its
open-door reform and expressed his wish to consolidate the traditional
relations between the two Parties and peoples in order to implement the
Vietnam-China joint communique signed during the China visit by General
Secretary Le Kha Phieu in February 1999.

Present at the reception were VNA General Director Ho Tien Nghi, member of
the Communist Party of Vietnam Central Committee, and Deputy Director of
the Party Central Committee's Commission for External Relations Hoang Thuy

Lao Cai marks 50th anniversary of liberation day

The ethnic minority people of the northern border province of Lao Cai have
made a great contribution to the national revolution, to the victories of
the anti-French, anti-US wars as well as the achievements recorded during
the socialist construction and national defence.

The was affirmed National Assembly Chairman Nong Duc Manh at a meeting
marking the 50th anniversary of the province's liberation day yesterday.

Chairman Manh praised people of ethnic minority groups for their
achievements obtained over the recent past. He also said that Lao Cai,
after nearly 15 years of implementation of province�s renovation, has
become a rich and beautiful province of the North-western region.

Also during the meeting, Chairman of the provincial People�s Committee
Giang Seo Phu delivered a speech, highlighting the great significance of
the liberation of the province, on November 1, 1950, to the resistance war
against the French colonialists and reviewing recorded achievements and the
glorious tradition of the local people in the provincial construction and
development over the past 50 years.

President Tran Duc Luong sent flowers to congratulate the province on the
occasion.

NA Chairman Manh had a working session with the local leaders on October 31
on the socio-economic development situation in 2000, targets to develop the
provincial socio-economy in the 2001-2005 period and the implementation of
the organisation of Party congresses at all levels.
