                       Cambodia's King Stresses Importance of Jiang's Coming
                       Visit

                       Chinese President Jiang Zemin's coming visit to
                       Cambodia "is of great historical significance", said
                       Cambodia's King Norodom Sihanouk, in a recent
                       interview with Xinhua.

                       King Sihanouk said that "Chinese President Jiang's
                       visit will further strengthen the great long-standing
                       friendship and brotherly unity between Cambodia and
                       China."

                       President Jiang Zemin will pay a state visit to the
                       Kingdom of Cambodia from November 13 to 14, at the
                       invitation of Cambodia's King Norodom Sihanouk, Head
                       of State.

                       The Chinese President will meet with King Sihanouk,
                       Prime Minister Hun Sen, President of the National
                       Assembly Norodom Ranariddh and President of the
                       Senate Chea Sim. During his stay here, several
                       agreements are expected to be signed.

                       During his visit, Jiang Zemin is scheduled to tour
                       the Angkor Wat, one of the seven ancient buildings in
                       the East, in the northern part of Cambodia.

                       Several days ago, King Norodom Sihanouk gave an
                       exclusive interview to correspondents from Xinhua and
                       Chinese Central Television (CCTV) at the Royal Palace
                       in Phnom Penh.

                       Recalling the history of the friendly relationship
                       between the two countries, the King said that "In the
                       year of 1955, I had the honor of making acquaintance
                       with the late Chinese Premier Zhou Enlai and the late
                       Marshal Chen Yi at the Asian-African Summit
                       Conference in Bandung, Indonesia. Since then, the
                       great friendship and brotherly unity between the two
                       nations and the two peoples have become increasingly
                       better and better, and the two countries consistently
                       cooperated and supported each other in all spheres".

                       "I thank the Chinese Communist Party, the People's
                       Republic of China, the Chinese leaders and the
                       Chinese people for their precious gratuitous economic
                       aid and support in various periods and various
                       spheres," said Sihanouk.

                       "I firmly hold that the two countries will continue
                       to support each other as always. And the great
                       friendship and brotherly unity will persistently
                       develop," he continued to say.

                       "I felt honored that I myself built the friendly
                       relationship between Cambodia and the People's
                       Republic of China which lay a solid foundation for
                       the friendship and unity between the two countries
                       and the two peoples," he said.

                       The King reaffirmed that "Even after 100 years, the
                       Cambodian people are still reliable friends and close
                       brothers of the Chinese people, Cambodia will
                       continue to keep close relationship with China."

                       Sihanouk highly appreciated the tremendous
                       achievements made by China in carrying out "the
                       reform and opening-up" policy. He said that "I have
                       been closely watching the construction cause of the
                       Chinese people under the leadership of the Chinese
                       Communist Party.

                       China's achievements have fully indicated that the
                       guidelines for China's economic construction are
                       entirely correct. The country will play an
                       increasingly important role in every sphere."

                       "China is a big country, but it always pursues a
                       policy of treating other countries equally without
                       discrimination against medium and small countries,
                       especially small countries, like Cambodia. We are
                       very thankful for this," the King pointed out.

                       Sihanouk said that "The late Deng Xiaoping was a
                       great statesman who had intelligence and wisdom, and
                       rich political experiences. What he had done is not
                       only beneficial to the Chinese people, but also to
                       the international community and the world peace."

                       On the Taiwan issue, the King stressed that "Cambodia
                       and I forever support the 'one China policy '. The
                       Royal Government of Cambodia maintains the policy of
                       'one China', because Taiwan is an integral part of
                       China."

                       "I think that Deng Xiaoping's policy of 'one country,
                       two systems' is completely correct, which has
                       successfully resolved the issues of Hong Kong and
                       Macao."

                       China, Russia Satisfied with Results of Russian PM
                       Visit

                       Both China and Russia are satisfied with the results
                       of Russian Prime Minister Mikhail Kasyanov's visit to
                       China last week, Chinese Foreign Ministry spokesman
                       Zhu Bangzao said on November 7 in Beijing.

                       Zhu said at a regular press conference that Chinese
                       Premier Zhu Rongji and Kasyanov have agreed to hold
                       their next regular meeting in the fall of 2001 in
                       Moscow.

                       Chinese President Jiang Zemin, Chairman Li Peng of
                       the Standing Committee of the National People's
                       Congress (NPC) and Premier Zhu Rongji had meetings
                       with Kasyanov, exchanged views on deepening mutually
                       beneficial cooperation in the political, economic,
                       scientific and technological fields and international
                       affairs, and reached wide-ranging consensus.

                       China and Russia signed a number of documents during
                       the fifth regular meeting of their heads of
                       government. The documents include an agreement on the
                       joint exploitation of forests, a Sino-Russian trade
                       agreement effective from 2001 to 2005, and an
                       agreement on Sino-Russian scientific and
                       technological cooperation in the exploitation of land
                       and mineral resources.

                       In addition, the two sides stressed their willingness
                       to promote all-round cooperation in important sectors
                       including trade, investment, science, technology,
                       energy, power, mechanical manufacturing, aerospace,
                       civil aviation manufacturing, communications, and
                       military technology, on the basis of equality, mutual
                       benefit, complementarity and in conformity with the
                       rules of the market economy.

                       Population Growth to Remain under Control in New
                       Century

                       China will continue to implement its family planning
                       policy in the 21st century, while amendments will be
                       made to fit the new era, the spokesman for the State
                       Family Planning Commission (SFPC) said November 7 in
                       Beijing.

                       The family planning policy, aimed at controlling
                       population growth, should be combined with the
                       country's strategy to achieve sustainable
                       development, said Chen Shengli during a discussion
                       with a group of Chinese and overseas correspondents.

                       The current policy of "one couple, one child",
                       launched in 1980, is expected to remain stable in the
                       first decade of the 21st century, he said.

                       The official said that China's population policy has
                       been improved step by step over the past two decades.
                       Since the 1980s, couples who are the only child in
                       their family have been allowed to have a second
                       child, he said.

                       According to official estimates, China's population
                       will reach 1.27 billion by the end of this year and
                       1.38 billion by 2010.

                       Chinese, Uruguayan Vice-Presidents Hold Talks

                       Vice-President Hu Jintao said on November 8 that
                       China highly values friendship and cooperation with
                       Uruguay, and is willing to work with Uruguay to
                       promote bilateral relations of equality, mutual
                       benefit and all-round cooperation oriented towards
                       the 21st century.

                       He made the remarks during talks with Uruguayan
                       Vice-President Luis Hierro.

                       The fact that Hierro's visit to China is taking place
                       only shortly after he assumed office reflects the
                       importance attached by the Uruguayan government to
                       developing relations with China, Hu said. He also
                       said that bilateral relations have been developing
                       steadily since the establishment of diplomatic ties
                       in 1988, adding that high-level exchanges of visits
                       have been frequent, and bilateral cooperation in
                       economic, trade and other areas has expanded.

                       He said that the two countries share the same or
                       similar views on many major international issues, and
                       they have always supported each other with sincere
                       cooperation in the international arena.

                       The Chinese government speaks highly of Uruguay's
                       adherence to the one-China policy, and is grateful
                       for its understanding and support to China on the
                       issues of human rights and China's entry into the
                       World Trade Organization (WTO), Hu said.

                       Agreeing with Hu's comments on bilateral relations,
                       Hierro, also president of Uruguay's National
                       Congress, said that various circles in Uruguay have a
                       friendly sentiment toward China. Hierro also said
                       that frequent high-level exchanges of visits in
                       recent years pushed forward Sino-Uruguayan economic
                       and trade cooperation, adding that his country is
                       satisfied with the growth of bilateral relations.

                       He reiterated that Uruguay will continue to pursue
                       the One-China policy, and firmly support China's
                       early WTO entry.

                       He said that Uruguay places great importance on
                       developing relations with China, and regards its
                       relations with China as one of its foreign affairs
                       priorities, and will make efforts to boost bilateral
                       cooperation.

                       During the talks, the two vice-presidents exchanged
                       views on their domestic situations, and the
                       situations in Asia and Latin America.

                       Hu also praised Uruguay's progress in promoting
                       economic growth and social development since the new
                       government was formed, and wished for the Uruguayan
                       people to achieve even more success in national
                       development under the leadership of Uruguayan
                       President Jorge Batlle and the new government.

                       Prior to the talks, Hu presided over a welcoming
                       ceremony in honor of Hierro, who began his China tour
                       on November 5.

                       Premier Calls for Use of High Technologies in Air
                       Defense Construction

                       Premier Zhu Rongji Urged Wednesday for
                       air defense construction to employ high
                       technology and improve the anti-airraid
                       capability of the nation.

                       Air defense facilities should be
                       constructed continuously in tandem with
                       economic development and urban
                       construction, Zhu, who is also member
                       of the Standing Committee of the
                       Political Bureau of the Communist Party of China
                       (CPC) Central Committee, said at the fourth national
                       conference on air defense which ends November 8 in
                       Beijing.

                       Zhu called on local authorities to arrange air
                       defense projects, organize construction in cities and
                       improve people's perceptions of air defense.

                       He stressed that at modern times hegemonism and power
                       politics still exist in the world. Faced with a
                       complicated international political, economic and
                       military situation, the Chinese people must enhance
                       their consciousness of national security.

                       While being necessary infrastructure during wartime,
                       air defense facilities would also be used for
                       disaster relief and for business purposes during
                       times of peace, Zhu said.

                       Fu Quanyou, member of the Central Military Commission
                       (CMC) and Chief of the General Staff of the Chinese
                       People's Liberation Army (PLA), said that air defense
                       work should better serve national economic
                       development.

                       The conference summarized the achievements in the
                       development of the country's air defense in the past
                       five decades and discussed the sector's future
                       prospects.

                       At the meeting, 32 cities, 127 units and 300
                       individuals were commended by the National Defense
                       Mobilization Committee for their contribution to the
                       effort.
