NA reports on social policies 

The eighth session of the tenth National Assembly started its second
working day today by listening to a report on the
implementation of social policies giving subsidies to the costs of
production and transport in mountainous areas, islands, and
areas inhabited by ethnic minority groups.

Chairman of the Council of Nationalities Cu Hoa Van said that over the past
six years the State has spent more than VND
1,300 billion (US $92.8 million) on these policies, thus contributing to
socio-economic and production development,
improving the living conditions of ethnic minority groups and reducing the
number of malaria and goitre sufferers, and poor
and illiterate people. He called on the NA and the government to take more
positive measures to help mountainous areas.

The NA also heard reports by Deputy Chairman of the Committee for Social
Affairs Le Quoc Khanh on the workforce for
the country's industrialisation and modernisation process at the threshold
of the new millennium. The report focused on
opportunities and challenges for the development of human resources, the
quality of human resources and policies for the
protection of human resources.

Deputy Chairman of the Committee for Science, Technology and Environment Vu
Minh Mao delivered a report on
supervising the implementation of the NA Resolution on science, technology
and environment.

In the afternoon, NA deputies discussed in groups the country's
socio-economic situation and the State budget. (VNA)

 Deputy PM urges ASEAN to push for more investment from developed
                                           countries

Prior to the eighth Summit of APEC, Deputy Prime Minister Nguyen Manh Cam
has called on ASEAN member countries to
jointly push for more investment from developed countries for sustainable
development of the whole Asian-Pacific region.

Mr Cam made the call in his meeting with other six member countries of the
Association of Southeast Asian Nations
(ASEAN) who are also members of the Asia-Pacific Economic Co-operation
(APEC) forum, before entering the  biggest
regional economic event opened in Bandar Seri Begawan, Brunei, on November
15, that involved leaders from 21 member
economies.

In the working session with the head delegates of Brunei, Indonesia,
Malaysia, the Philippines, Thailand and Singapore, the
Deputy prime minister of Vietnam, in his capacity as president of ASEAN
Permanent Committee, stressed the importance of
the grouping's unity and close co-ordination of action in narrowing the
gaps of development and information technology
achievements among member countries, in boosting human resources and
providing a favourable business environment in
order to attract more foreign investment. He also proposed ASEAN member
countries call with one voice on developed
countries to encourage and support their businesses to invest more in the
region as an active contribution to sustainable
development of Asia-Pacific.

At the APEC summit's opening session, Deputy PM Cam mentioned possible
challenges posed to small and medium-sized
businesses amid rapid progress made in the information technology
revolution and increasingly fierce competition. He,
therefore, called on more support and assistance to small and medium-sized
businesses to survive and develop.

Mr Cam's view was also the major topic of the session, where leaders of
countries including such big ones as China,
Russia, Japan and the United States, were looking for measures to address
globalisation affects on small and medium-sized
businesses. (VNA)

                  Buddhist Sangha council member passes away

Most Venerable Thich Thuan Duc, member of the Vietnam Buddhist Sangha (VBS)
Council, Deputy Chairman of the VBS
Executive Council and Chairman of the Executive Board of the VBS chapter in
Nam Dinh province, died on November 14 at
the age of 82.

The Most Venerable Duc, who was also member of the Vietnam Fatherland Front
organisation in Nam Dinh northern
province and former National Assembly deputy, was awarded the Independence
Order, first class; the US Resistance Order,
first class; the French Resistance Order, third class, the medal for the
Cause of Great Unity and many other honours.

The memorial service is being held today and the funeral service on
November 17. (VNA)

                     France wants to expand ties with Vietnam

President of the French Senate Christan Poncelet said France attaches
importance to Vietnam, regarding it as a window from
which France will develop ties with other ASEAN countries.

For its part, Vietnam can exchange and develop its economic and commercial
ties with other European Union (EU) countries
through France, Mr Poncelet told a visiting delegation of Vietnam's
national Assembly.

The French senate president said he appreciated the recent visit to France
by Vietnamese Party leader Le Kha Phieu, saying
that the visit has brought the bilateral relationship to a new dimension.

He said both sides will encourage French businessmen to invest more in
Vietnam and try their best to boost their bilateral
economic relationship, making it equal to their political ties.

The Vietnamese delegation, led by Do Van Tai, Director of the National
Assembly's External Relation Committee, visited
France from November 2-10.

It held talks with a delegation of the External Relations Committee of the
French National Assembly to exchange views on
the co-operative ties between the two National Assemblies in the recent
past as well as in the future.

The visiting delegation also met with representatives of the Friendship
Parliamentary Group of the French Senate and toured
Lyon city and Rhone Alpes region where various projects are being
implemented under the French-Vietnamese co-operation
programme. (VNA)
