                       US Nonproliferation Legislation Targeted Against
                       China Opposed

                       Chinese Foreign Ministry spokesman Sun Yuxi answered
                       questions Tuesday evening regarding China's position
                       on the nonproliferation legislation targeted against
                       China tabled by a few US congressmen.

                       "A few US congressmen have been attempting to push
                       for the passage of nonproliferation legislation
                       targeted against China this year, to which the
                       Chinese government has expressed its strong
                       opposition," said Sun.

                       "The US government has repeatedly reiterated its
                       position on this issue to the Chinese side that it
                       has taken effective measures to oppose
                       nonproliferation legislation targeted against China,
                       because the US does not believe that additional
                       sanctions legislation is the most effective means to
                       pursue US nonproliferation objectives with China," he
                       said.

                       "The US side also made it clear that it will
                       recommend the same approach to the incoming US
                       administration," the spokesman said.

                       Founding of Taiwan Compatriots Federation Marked

                       A commemorative meeting was held November 21 to mark
                       the 20th anniversary of the founding of the Zhejiang
                       Provincial Federation of Taiwan Compatriots, the
                       first of its kind established on the Chinese
                       mainland.

                       Zhang Dejiang, secretary of the Zhejiang Provincial
                       Committee of the Communist Party of China, and Shi
                       Sihao, vice-director of the All-China Federation of
                       Taiwan Compatriots, attended the meeting.

                       The Zhejiang Provincial Federation of Taiwan
                       Compatriots was set up in November 1980 to promote
                       the reunification of the Chinese nation.

                       Over the years, the federation has contributed a lot
                       to increasing economic, cultural and educational
                       cooperation and exchanges between the mainland and
                       Taiwan.

                       It has also been active in participating in
                       government and political affairs by offering the
                       local government suggestions concerning major social
                       and economic issues.

Taiwan Fails to Meet Minimum Standards for Children's Rights Taiwan has
made slight progress in improving the protection of children's rights over
the past year, with the overall children's rights index in the island still
failing to meet the minimum standards, according to a Taiwanese newspaper.

None of Taiwan's children's rights indexes concerning basic human rights,
social rights, educational rights and health rights managed to get a
"passing' grade, Monday's Taipei Times cited a local non-profit group as
saying.

According to the results of an annual survey by the Children's Welfare
Alliance, Taiwan's children's rights indexes stood at 2.73 points this
year, the highest since the annual survey began four years ago. This was
the fourth consecutive year that Taiwan has failed to annual children's
rights test, the newspaper said.

It said that vulgar, distasteful television programs have seriously
hindered the improvement of Taiwan's protection of children's basic human
rights.

Local news media generally pay little attention to the possible adverse
influence of their content on children, and often fail to fully respect
children's privacy in handling relevant news events, the newspaper said.

CommissionerPresident Jiang Zemin said in Beijing on November 21 that
different countries should join efforts to explore effective ways in
promoting and protecting human rights through dialog based on equality and
mutual respect.

Jiang made the remarks during a meeting with Mary Robinson, high
commissioner for human rights of the United Nations, who arrived in Beijng
November 20 for a two-day visit.

The president said the Chinese Government has always supported
international exchange and cooperation in the area of human rights because
each country has its own way, approach and process in realizing their human
rights aspirations due to its specific history, culture, social system and
development level.

The world should be a colorful one, he stressed. All countries, big or
small, strong or weak, rich or poor, should have the right to choose their
own form of democracy and political system.

Mary Robinson agreed with Jiang that the world should be a colorful one and
each country has its own specific national conditions. She said that since
she became high commissioner she stressed that the economic, social,
cultural and political rights of citizens be given equal status. She also
urged dialog on human rights issues.

She noted that the Chinese Government has conducted fruitful exchange and
cooperation with many countries on the promotion and protection of human
rights, and has won praises from the international community.

She said the high commissioner's office will cooperate more with the
Chinese Government in the area of human rights.

She and Chinese Vice-Minister of Foreign Affairs Wang Guangya signed a
memorandum of understanding concerning technical cooperation on human
rights on November 20.

Jiang said China's economic, socialist ethics and legal construction is to
ensure that the 1.2 billion Chinese people can live and work in peace and
contentment, and enjoy different kinds of human rights and basic freedom.

China, the largest developing country in the world, is still relatively
backward in the level of education and productivity, Jiang said. Therefore,
the Chinese Government must take this into consideration when handling
things.

Chinese Vice Premier Wu Bangguo Concludes Visit to Egypt Chinese Vice
Premier Wu Bangguo left Cairo on Tuesday morning for Kuwait after wrapping
up his official visit to Egypt.

During his visit, Wu met with Egyptian President Hosni Mubarak and Deputy
Prime Minister and Minister of Agriculture Youssef Wali for talks on
bilateral relations and other issues of mutual concern.

The two sides spoke highly of the traditionally friendly relations between
the two countries and cooperation in various fields, voicing hope that the
sustainable development of the two countries will bring about more
opportunities for bilateral economic cooperation and trade.

They agreed to make joint efforts to upgrade their cooperative relations in
every field to a new level.

Wu arrived in Cairo on Saturday after a three-day trip in Sudan.
