concern for the development
of the relations with Namibia until the last moments of his great life, the
speaker recalled.
Based on their close ties, the friendly and cooperative relations
between the two countries have steadily
consolidated and developed under the special care of the respected leader
Kim Jong Il, he said, and went on:
We highly appreciate your energetic efforts to consolidate the national
independence and ensure stability
and cooperation in southern Africa and wish the President and people of
Namibia greater success in their
future efforts for the independent development and prosperity of the country.
Kim Yong Nam hoped that Sam Nujoma's current visit would mark an
important occasion in further
strengthening and developing the friendly and cooperative relations forged
between the two governments and
peoples of the DPRK and Namibia in the sense of fraternal obligation.
Sam Nujoma said in his speech his current visit to the DPRK was aimed
at further strengthening the
existing fraternal relations of friendship between the two countries. The
Namibian people will always

worker's party and government of Korea
to the Swapo of Namibia, he said.
Ever since a decade ago the Namibian government has supported the
policy for the peaceful reunification
of Korea clarified by the great leader Kim Il Sung and will continue to
support it in the future, too, he said.
He noted that the Namibian government supported the agreement reached

DPRK government delegation leaves for Guinea
Pyongyang, November 28 (KCNA) -- The DPRK government delegation headed
by vice-Minister of
Foreign Affairs Kim Yong Il left here for Guinea today.
Inter-Korean military working-level talks held
Pyongyang, November 28 (KCNA) -- The first round of inter-Korean
military working-level talks was
held at Thongil House in the north's portion of Panmunjom today to discuss
issues related to the project of
relinking railways and road between the north and the south under an
agreement reached at the talks held
between defence ministers of the two sides.
Present there were the north side's military working delegation headed
by senior colonel Yu Yong Chol
of the Ministry of the People's Armed Forces and the south side's military
working delegation led by
brigadier general Kim Kyong Dok of the Ministry of National Defence.
At the talks the head of the north side's delegation cited facts that
the south side has not honored the
agreement it reached with the north side at the inter-Korean defence
minister's talks to make joint efforts for
easing the military tension and achieving durable peace on the Korean
peninsula.
After the defence ministerial talks members of the south side
delegation to the talks came out to
unhesitatingly make remarks getting on the other party's nerves.
The south side staged the joint military exercises codenamed "Foal
Eagle" with huge U.S. forces from
October 25 to November 3, thus spoiling the atmosphere of dialogue.
Two fighter planes involved in the exercises infiltrated into the north
side's territorial air on Oct. 26 and
four battleships intruded deep into the territorial waters of the north
side at the west sea on Nov. 14.
As seen above, the south side conducted war games against the fellow
countrymen in league with
outsiders and made grave provocations when the nation is working to reunify
the divided country
independently by its concerted efforts. Such acts can never be justified he
said.
The south side's failure to take over the right to control the portions
of the DMZ to be opened compelled
the north side to settle the issue with the "UN forces'" side and this
resulted in wasting a lot of time, he said,
and continued:
The north-south military working-level talks could not open at the date
on which both sides agreed and
none of the agreements reached at the first round of the inter-Korean
defence ministers' talks has been
implemented properly. This is entirely due to the unjust stand and attitude
of the south side.
In order to militarily guarantee the implementation of the June 15
joint declaration which was agreed
upon by the heads of the north and the south, it is necessary for both
sides to refrain from undertaking any
military action aggravating the situation on the Korean peninsula and
settle the military issues related to the
inter-Korean exchange and cooperation in good faith as agreed upon at the
inter-Korean defence ministers'
talks, he stressed.
At the talks both sides discussed specific technical issues of putting
some portions of the DMZ through
which railways and road will pass to relink the north and the south under
the control of the north and the
south.
Both sides agreed to hold the second round of the north-south military
working-level talks in the south
side's portion of Panmunjom.
Vice-president of Human Rights Advocates International, Inc. here
Pyongyang, November 28 (KCNA) -- Barry Fisher, vice-president of the
Human Rights Advocates
International, Inc. arrived here today.
He was met at the airport by Ri Song Ho, vice-chairman of the Korean
Democratic Lawyers Association.
Great unity of whole nation called for
Pyongyang, November 28 (KCNA) -- The reunification of Korea should be
achieved peacefully on the
principle of national independence, and for this, it is necessary to
realize the great unity of the whole nation,
says Rodong Sinmun today in a signed article.
The article goes on:
Reunification will come only when the harmony and unity of the whole
nation are achieved. This can be
explained, first of all, by the fact that the harmony and great unity of
the nation serve as a basic precondition
for the independent and peaceful reunification of the country.
Looking back on the history, the Korean nation has fallen victim to big
powers' scramble for the
expansion of the sphere of influence as it is surrounded by them.
Therefore, to achieve national harmony and
unity is of weighty significance in solving the problem of the nation
independently.
The peaceful reunification of the country will be realized only when
all the members of the nation achieve
national harmony and great unity from the stand that every Korean belongs
to the same nation, irrespective of
ideology, political view and system.
Reunification depends on the national harmony and great unity also
because they are the essence of the
issue of national reunification.
What is essential for achieving the reunification of the country is not
any procedure or method but the
issue of attaining the true harmony and unity of the whole nation.
The main issue in achieving national reunification will be solved when
all the Koreans in the north, the
south and overseas work together and achieve great national unity.
Then it is possible to solve other issues smoothly.
Therefore, the great unity of the Korean nation is most important for
achieving national reunification.
There is no other way of achieving national harmony and reunification
but federal formula under the
situation where differing ideologies and systems exist in the north and
south of Korea.
All Koreans, who are concerned about the destiny of the nation, whether
they are in the north, the south
and overseas, should get united as one nation and pave together the way for
national reunification.
U.S. and Japan's preparations for biological and chemical warfare
Pyongyang, November 28 (KCNA) -- Minju Joson today in a signed
commentary dismisses the moves
for preparations for a biological and chemical warfare staged by U.S.
forces and the "Self-Defence Forces"
(SDF) of Japan in the "SDF's" military drill ground in Aibano, Shiga
Prefecture, Japan, as another
manifestation of their dangerous plot to bring horrible disasters to humankind.
The commentary says:
The United States and Japan carried out the most dangerous germ and
chemical warfare in human history
during World War II and the Korean War, etc.
What should not be overlooked is that they are going to launch another
biological and chemical war
against humankind.
It is clearly proved by the fact that recently Japan decided to set up
a unit specially equipped with
biological weapons in its ground "SDF" and adopted a "draft amendment to a
law" to set up headquarters to
take emergency measures related to biological weapons.
"Development of biological and chemical weapons by someone and their
threat" like other fictions of
"threat" peddled by the U.S. and Japan is no more than a broad hoax
intended to cover up their true colors as
chieftains of biological and chemical warfare and achieve their sinister goals.
Their moves to repeat criminal biological and chemical war against
humankind will only precipitate their
own destruction. This is a serious lesson drawn from the history.
The Asian and other peoples in the world should heighten vigilance
against the U.S. and Japan's
dangerous preparations for a biological and chemical warfare and foil them
in order to defend the world
peace.
Resolution on Korean issue adopted
Pyongyang, November 28 (KCNA) -- A resolution on the Korean issue was
adopted at an annual
convention of the Labour Party of Ireland held in Dublin from November 18
to 20.
The resolution warmly welcomed the process of peace and reunification
being promoted on the Korean
peninsula following the historic Pyongyang meeting and inter-Korean summit.
Recognizing that the three-point charter of national reunification
which calls for reunifying the country by
way of establishing a federal system in Korea, while leaving the differing
ideologies and systems in the north
and the south as they are on the three principles of national
reunification--independence, peaceful reunification
and great national unity--is the most just and realistic way of realizing
the reunification of Korea, the
resolution expressed positive solidarity with the Korean people in their
struggle to achieve it.
The Labour Party of Ireland appreciates several west European
countries' recent official recognition of
the Democratic People's Republic of Korea as a positive move to meet the
need of the era and warmly hails it
as a victory of the independent foreign policy of the DPRK, the resolution
said.
It asserted that the government of Ireland should officially recognize
the DPRK and take a measure to
promote friendship and cooperation between the two countries and peoples at
an early date.
Papers welcome Namibian President's visit to DPRK
Pyongyang, November 28 (KCNA) -- Papers here today editorially welcome
Namibian President Sam
Nujoma on an official goodwill visit to the DPRK at the invitation of
President Kim Yong Nam of the
presidium of the Supreme People's Assembly of the DPRK.
Rodong Sinmun says that President Sam Nujoma's visit to the DPRK, the
first visit to be paid by a head
of state from Africa in recent years, marks a landmark event strikingly
demonstrating the friendship between
the DPRK and Namibia and strengthening and developing it at a new stage.
Though the DPRK and Namibia are far apart from each other
geographically, the two peoples forged the
friendly bonds and have traversed alongside the road of struggle for
building a new society, prompted by the
common desire for sovereignty, independence and peace, the paper says, and
goes on:
The Korean people are rejoiced over the great advance made by the
Namibian people in the building of a
new society since its independence under the leadership of President Sam
Nujoma, and extend firm solidarity
to their just cause.
Steadily developing the friendship between the DPRK and Namibia
conforms with the aspiration and
desire of the two peoples and contributes to stepping up the building of a
new society in the two countries and
the human cause of independence.
Minju Joson says that the Korean people will in the future, too, make
every effort to boost the friendly
and cooperative relations between the two countries.
Unconverted long-term prisoners enjoy happiness
Pyongyang, November 28 (KCNA) -- The unconverted long-term prisoners
are spending worthwhile
and happy days after their return to the north.
They were awarded the noble title of being revolutionaries and
patriotic fighters and national reunification
prizes.
They have been provided with high-quality clothes for all seasons and
all daily necessaries.
As they suffered from long illness, they are taken care of by a
competent medical team and provided with
expensive medicines and tonics.
Enjoyable programs are arranged for them to see the beautiful scenery
of various parts of the country and
its stirring realities.
All of them moved to newly furnished flats in the center of Pyongyang.
Every flat covering at least 200 square metres has several bed rooms, a
drawing room, a study, a
kitchen, a bathroom, etc. It is well furnished with high-quality furniture,
various kinds of kitchen utensils,
air-conditioners and double heating facilities.
The unconverted long-term prisoners are unanimous in saying that brief
as their 80-odd days in the north
are, they have been unforgettable meaningful days during which they shifted
from "a veritable hell of 0.75
square metres" to de luxe flats, the paradise, under the great loving care
of General Secretary Kim Jong Il.
Namibian President visits monument to WPK founding
Pyongyang, November 28 (KCNA) -- Sam Nujoma, President of Namibia, and
his party on an official
goodwill visit to the DPRK visited the monument to the Worker's Party of
Korea founding today.
The monument was erected in the area of east Pyongyang in October Juche
84 (1995) on the occasion of
the 50th anniversary of the WPK to convey to posterity the immortal
exploits performed by the great leader
President Kim Il Sung for the cause of the WPK building.
The guests looked round the tower and its other parts, hearing an
explanation that the monument was
erected as a magnificent historical monument.
Workers' rally held in S. Korea
Pyongyang, November 28 (KCNA) -- At least 14,000 workers under the
South Korean Confederation
of Trade Unions and the Federation of South Korean Trade Unions held the
second rally of workers in public
sectors in Seoul on November 26, according to the South Korean Munhwa
Broadcasting Corporation.
At the rally the two organizations vowed to thwart the plan to sell out
public enterprises to foreign
countries or place them under private management, saying that the
unilateral restructuring has persisted for the
last 3 years to force sacrifices upon the workers only.
GF demands investigation into U.S. forces' environmental pollution
Pyongyang, November 28 (KCNA) -- The Green Federation demanded a
concrete investigation into an
environmental pollution caused by the U.S. military barracks in Taegu on
November 24, according to a
report from Seoul-based "Radio No. 1."
The organization in a statement noted that 15,000 litres of aircraft
fuel leaked out from the barracks to
pollute the surrounding environment, asserting that the frequent
environmental pollution by the U.S. forces
was due to the South Korean authorities' "irresponsible dependence on the
United States."
