>
>Havana, November 29 (RHC)-- Cuba has always condemned terrorism and complies
>with all international treaties and obligations. Cuban experts in
>international relations and officials from the Foreign Ministry took part in
>a roundtable discussion Tuesday evening.
>
>The program -- which examined the anti-terrorist resolution presented by El
>Salvador during the recent Ibero-American Summit in Panama -- was broadcast
>live on Cuban radio and television.
>
>Participants in the roundtable explained that Cuba did not sign on to the
>resolution because it exclusively dealt with the terrorist activities of the
>Basque-separatist group ETA - and totally ignored other terrorist acts,
>particularly those organized against Cuba.
>
>Lazaro Barredo, a journalist from the newspaper "Trabajadores," pointed out
>that it was interesting that the terrorist activities of Luis Posada
>Carriles were organized in El Salvador -- the same country that sponsored
>the resolution at the Ibero-American Summit but refused to recognize the
>fact that Posada Carriles was given refuge by Salvadoran authorities.
>Barredo said that the resolution was drawn up by Spain and presented by
>Salvadoran President Francisco Flores during the meeting in Panama City.
>
>Cuban Deputy Foreign Minister Angel Dalmau stated that Havana has always
>dealt fairly with those Cuban citizens who have sought asylum at the Spanish
>embassy. He said that Cuba respects Spain's sovereignty, while refusing to
>encourage illegal actions by Cuban citizens. Since there are no mutual
>asylum agreements between Havana and any other European capital, Cuba does
>not allow extradition requests.
>
>

>terrorist and to avoid any political maneuvers by an attorney that might be
>in the pay of Miami's ultra right wing Cuban American National Foundation.
>
>This solidarity institution requested in the name of peace and respect for
>the Panamanian government, that the international terrorist be tried in
>Cuba, the country which has suffered most from his terrorism, or extradited
>to Venezuela where he escaped from prison after the 1976 bombing of a Cuban
>civilian airliner in which 73 innocent people perished.

>country, made the statement at a press conference during his visit to
>Havana.
>
>In response to one question, the Brazilian leader added that if he sould win
>the presidential elections in the year 2002, he would not copy Cuba's model
>nor France's nor any other country, because, added Lula Da Silva, Brazil
>must look for our its own model of socio-economic system.

>Middle East peace process.

>*CUBA STRENGTHENS PREVENTIVE SERVICES IN FIGHT AGAINST DRUGS
>
>There has not been a serious drug or drug trafficking problem in Cuba for
>more than forty years. Among the principal reasons is the social
>transformation that took place in this country, for instance, the equal
>distribution of goods, the continuing development of the system of free
>medical care for all the population and the complete education of all the
>children and young people. Cuba has developed special prevention services
>and has expanded its constant air, sea and ground surveillance. Cuba is
>determined to prevent this country from being used as a bridge for drug
>traffickers to carry their drugs to their major market, which is the United
>States.
>
>Cuban authorities have intercepted numerous cargoes of drugs destined for
>the United States coming from the Southern hemisphere. They have detained
>many drug traffickers and have destroyed huge quantities of drugs. Cuba has
>also offered to co-operate with U.S. authorities in this delicate matter.
>However, the political hostilities maintained by successive U.S.
>administrations against Cuba has impeded a more effective cooperation
>between the two neighboring countries.
>
>Cuba has bilateral pacts with several European countries and some countries
>of this continent, which are aligned with the United States. These pacts
>have allowed Cuba to develop and perfect the various aspects of the island's
>struggle against drug trafficking. Cuba maintains a full exchange of
>scientific and technical information. This includes training Cuban
>specialists so that they are capable of using the most modern techniques
>against this social scourge. An important course has just concluded in
>Havana taught by technicians from Canada and the United Kingdom which
>focused on money laundering, one of the most the important aspects of the
>drug trade. Developing actions and strategies to impede the circulation of
>money originating from drug trafficking is essential. This special program,
>carried out here in Cuba, was attended by three hundred officials and
>technicians who have considerable experience in the war against drugs. The
>continuing co-operation of countries like France, England and Canada is
>crucial and includes the supply of the technical resources needed for anti
>drug and laboratory work.
>
>The defeat of those involved in drugs and drug trafficking requires the
>commitment of all the countries implicated, willingly or unwillingly, in the
>handling and distribution of these noxious substances. Cuba has always
>fought against drug trafficking operations that originate in the South by
>air, sea and ground, and has no intention of abandoning nor reducing these
>actions.
