Below is reproduced in translation an article published yester-
day 30.12.00 in the newspaper le Palmar�s, Kinshasa, DR Congo,
signed L.P. It was forwarded in the original French to the
congokin_opinions mailing list (address see endnote) by

AND GREAT BRITAIN CAUGHT RED-HANDED

Kinshasa, 30.12.2000

The old Romans said "Quiquid patet aperibit" - translate it as
"Everything which is hidden will appear". By this, they meant
that some people may be quite ingenious at trying to hide cer-
tain realities; these nevertheless eventually will become ex-
posed in broad daylight. This wisdom finds its application too
concerning the aggression to which the DR Congo is being sub-
jected.

In fact, the latest developments are making very clear - if it
could be said that there was still a need for this - the domi-
nant role which the American-British coalition plays in that
war which ravages the country of Mzee Laurent-D�sir� Kabila.

It is a question of the reaction of the UN Security Council to
those combats which are once more raging in the North Katanga
and Equateur provinces because of the actions of the Rwandan
and Ugandan leaders (as well as those of the originators of
the war).

Confronted with the complaint of the Congolese government, the
Security Council did not hesitate to call on, directly men-
tioning those countries by their names, Rwanda and Uganda to
"cease immediately their offensives in these regions" and to
"withdraw from the DR Congo in accordance with Resolutions 1304
and 1332..."

Since the start of this war in August 1998, never before has
the Security Council pointed its finger at those two neigh-
bouring countries of the DRC's in that way in which it is doing
this today. This thus constitutes a sign of the times which
people should note duly.

In view of that mentioned above, might one be right in assuming
that this crisis which has lasted for too long already might
now be slowly on its way towards a solution? This is difficult
to say a priori. At any rate, one may always hope, on account
of these certain signs which there are. As someone has said:
"Something is in motion".


*The USA and Great Britain are throwing off their masks*

What is further of interest in this connection is that within
the Security Council, all the violins have not been in tune
concerning the direct pointing to Rwanda and Uganda as perpe-
trators of offensives on Congolese territory.

It was here that you could see the representatives of the USA
and of Great Britain mounting their big horses in order to
continue to protect their tools in the African Great Lakes
area. They did not appreciate at all that Rwanda and Uganda
were mentioned by name.

Undoubtedly, the DR Congo is fighting against coalitions: the
coalition of those ordering this war (USA - Great Britain) and
the coalition of those carrying it out and named as aggressors
(Rwanda - Uganda and Burundi). This is clear as spring water.

The actions engaged in by the representatives of Uncle Sam and
the Crown are very revealing of that role which these countries
have always played in those calamities which have struck the
DRC. Obviously, they have always made an effort, of a kind in
which they are past masters too, to avoid showing their own
noses. But they have ended up revealing themselves totally
anyway; as the saying goes: "The further the monkey climbs up
the tree, the more it shows its tail..."


*Honour to France*

At that moment when the USA and Great Britain are showing up
their true roles so clearly, one need no longer be indignant
at this. The DR Congo still has friends who are supporting its
cause. One case in point is France, whose initiatives for a
return to peace in Congo-Kinshasa are no longer passing un-
noticed. In fact, the country of Jacques Chirac of late has
developed an intensive activity for the just cause to win out;
thet is, it is defending the DRC which is under attack.

[COMMENT:
While the role of France in the matter of the aggres-
sion against the DR Congo has in fact been somewhat
different from that of the US and the UK, I on my
part would like to sound a warning too concerning the
actual intentions of that likewise imperialist country,
which in the past also at least has condoned that ag-
gression and which I don't agree the writer, L.P. of le
Palmar�s, Kinshasa, is right in actually calling "a
friend of" the DR Congo. Undoubtedly, the now somewhat
changed standpoint of France in diplomatic contexts
concerning that aggression is a positive development
for the Congolese people. It remains to be seen how
much, if at all, such things may help end that geno-
cidal warfare with which the Congolese are being con-
fronted and which in fact continues unabated. - RM]

It is precisely as a success of these efforts that one may now
read in the strong reaction of the Security Council, whose
other members have not let themselves be distracted by the
USA and Great Britain.

I Democratic Congo, one cannot but wish that the efforts of
France be crowned with success, so that peace may finally re-
turn to this country with its dimensions of a sub-continent in
the heart of Africa.
