Indian PM�s visit shows friendship and co-operation with Vietnam: President
Luong
President Tran Duc Luong said he considered the Vietnam visit made by the
Indian prime minister, Atal Bihari Vajpayee, as an event which showed a new
development in the friendship and co-operation between Vietnam and India.
In a reception in Hanoi on January 8 reserved for the Indian prime minister
who is on an official friendly visit to Vietnam, President Luong recalled
the good results of his friendly visit to India in December 1999. He also
spoke highly of the great achievements recorded by the Indian people in
their reform and national construction and development as well as joint
efforts made by both governments and relevant agencies to boost their
effective co-operation in many fields.
The Indian prime minister expressed his admiration for the Vietnamese
people's past struggle for national independence and their recent
socio-economic achievements recorded during the national construction.
He briefed President Luong about the co-operation between the two countries
in the recent past as well as measures to boost the India-Vietnam
comprehensive co-operation in the early years of the 21st century which had
been discussed in the talks held between himself and Prime Minister Phan Van
Khai.

State welcoming ceremony given to Indian PM

A State welcoming ceremony in honour of the Indian prime minister, Atal
Bihari Vajpayee, who arrived in Hanoi on January 7 for a four-day official
friendly visit to Vietnam, was held yesterday morning.
Immediately after the welcoming ceremony, the Indian prime minister was
received by Prime Minister Phan Van Khai.
Prime Minister Khai welcomed the Indian prime minister and his entourage to
visit Vietnam and considered it as an important event in line with the
aspiration and interests of the peoples of the two countries. He expressed
his belief that the Vietnam visit by Prime Minister Vajpayee would
contribute to bringing the fine friendly traditional relations and
comprehensive co-operation between Vietnam-India to a new height in the
interests of the two peoples.
The Indian leader affirmed that the relations between the two countries were
established many centuries ago. He said that he visited Vietnam when it was
divided and now he is happy to return to Vietnam as an independent and
reunified country. Over the past years, the bilateral relations between the
two countries have been developed in many fields. He also expressed his firm
belief that his visit and talks with the Vietnamese leaders would help
strengthen and boost the friendly traditional ties between the two
countries.

Vietnam, India sign co-operation agreements
Talks held between Vietnamese and Indian delegates.
Talks between Prime Minister Phan Van Khai and Indian Prime Minister A B
Vajpayee were held on January 8 in Hanoi.
PM Khai said Vietnam highly valued India's contribution to strengthening and
raising the role of the Non-Aligned Movement, boosting South-South
co-operation and its co-ordination with developing countries at
international forums.
The Indian prime minister reaffirmed his country's wish to further enhance
amity and close co-operation with Vietnam.
The two prime ministers expressed elation at the fine development of
friendship and multi-faceted co-operation between Vietnam and India during
the past years, especially after President Tran Duc Luong's official visit
to India in December 1999.
They agreed on major orientations and measures to deepen and broaden their
bilateral co-operation.
With regards to international and regional issues, the prime ministers
affirmed that both countries would strengthen their co-ordination in
regional and international forums, including the Non-Aligned Movement,
South-South co-operation, the Post Ministerial Conference of the Association
of South-east Asian Nations (PMC) and the ASEAN Regional Forum (ARF), thus
contributing to peace, stability and development in the Asia-Pacific region
and the world.
Vietnam, in its capacity as ASEAN president, welcomed India's policy to
enhance co-operation with ASEAN bilaterally and within the framework of the
relationship between the South Asian Association for Regional Co-operation
(SAARC) and ASEAN.
PM Khai also affirmed that Vietnam would support India's efforts to join the
United Nations Security Council and the Asia-Pacific Economic Co-operation
(APEC) forum.
The two prime ministers agreed that the Vietnam visit by Prime Minister
Vajpayee would be an event of great importance, making contributions to
furthering the bilateral relationship for mutual benefit of both peoples and
for peace, stability, co-operation and development in the region and the
world.
PM Vajpayee thanked PM Khai and his wife and the Vietnamese people for their
hospitality and warm reception extended to the Indian delegation. He invited
Mr Phan Van Khai to visit India and the latter accepted with pleasure. The
prime ministers assigned their foreign ministries to arrange the visit.
After the talks, Prime Minister Phan Van Khai and Prime Minister A B
Vajpayee witnessed the signing of co-operation agreements. These are:
- A Protocol on Extension of Vietnam-India Cultural Co-operation Programme
signed by Indian Ambassador to Vietnam Saurabh Kumar and Deputy Minister of
Culture and Information Tran Chien Thang.
- An Agreement on Atomic Energy Co-operation for Peaceful Purposes signed by
Indian Vice Minister for Atomic Energy Anil Kakodkar and Deputy Minister of
Science, Technology and Environment Pham Khoi Nguyen.
- A Convention on Tourism signed by Indian Vice Minister for Tourism M P
Bezbaruah and Deputy Director of the National Administration of Tourism
Nguyen Phu Duc.
In the morning of the same day, a delegation of Vietnamese youth who will
take part in the Vietnam-India Cultural Exchange Co-operation Programme in
2001, paid a visit to Indian Prime Minister A B Vajpayee.
In the afternoon of the same day, Indian Prime Minister A B Vajpayee
received Vietnamese Foreign Minister Nguyen Dy Nien who paid him a courtesy
visit at the Deawoo Hotel.
In the evening of the same day, Prime Minister Khai held a banquet in honour
of the Indian PM and his entourage.

New bridge on Vietnam-China border
Representatives of Lao Cai province and Yunnan province, China cut ribbon to
put into official operation Ho Kieu II bridge with the witness of many
cadres and people on the two sides of the Nam Thi river.
The completion of the bridge will help the two border provinces in
particular and the two countries in general enhance their economic and
cultural exchanges.
Present at the inaugural ceremony were the Chinese ambassador to Vietnam,
representatives of the Ministry of Foreign Affairs, the Ministry of
Transport, the government's border commission and others.

Denmark helps in reforestation
Vietnam Red Cross Association and Denmark's Red Cross Society signed an
agreement to implement the natural disaster prevention programme, third
stage, in Hanoi on January 8.
The first and second stages of the programme, with investment of over VND 14
billion, have been implemented since 1997 by putting 10,000 hectares under
mangrove in 25 coastal communes of Thai Binh and Nam Dinh provinces.
The forestation will continue in the coastal and river mouth areas, creating
a green belt to protect the dyke systems of Thai Binh and Nam Dinh provinces
in the third stage of the programme. The third stage, capitalised US $1.7
million, will be implemented in 2001 - 2002.

Vietnam, Dutch parliaments seek ways to boost ties
Vietnam and the Netherlands have discussed ways to develop friendship and
co-operation between their parliaments and peoples in Hanoi on January 8.
The discussions followed the arrival of a delegation of the Dutch Lower
House Committee for External Relations led by its chairwoman, Margaretha De
Boer, in Hanoi on January 7.
The visiting delegation had a working session with members of Vietnam's
National Assembly's Committee for External Relations led by its director Do
Van Tai on January 8.
The two head delegates briefed each other about the activities of their
respective legislatures and exchanged views on boosting the friendly and
co-operative relations in the time to come.
Later the same day, the Dutch parliamentarians were received by Foreign
Minister Nguyen Dy Nien.

Ms De Boer expressed her happiness at the first visit to Vietnam and briefed
Foreign Minister Nien about the results of the working session with the
Vietnam�s National Assembly Committee for External Relations. She said that
the two parliaments exchanged opinions on issues concerning the development
of friendship and co-operation between their parliaments, particularly
hunger eradication and poverty reduction and rural agriculture development.
The Foreign Minister said that he believed that the visit would help boost
mutual understanding, friendship and co-operation between the two
parliaments and two nations.
He also introduced Vietnam's socio-economic situation and foreign policies
and expressed the wish to expand co-operation with the Netherlands in
particular and the European Union in general.

Activities mark Vietnam Students' Day
An informal discussion among students from colleges under the Hanoi National
University and Military Techniques, Medical and Politics Institutes was held
at the Foreign Languages Colleges on January 8.
This was to mark the 51st anniversary of Vietnam Students' Day (January 9).
In the evening, the students joined an exchange entitled 'Vietnamese
Students Firmly Enter the New Millennium,' where students from the military
institutes and other colleges had talks with scientists.
