The visit of the senior leader of the People s Republic of China, Mr.
Li  Peng, has, indeed, been very significant. The Chinese leader
insisted that the common ground that unites the two countries and
peoples "far outweighs" the differences that divide them. The thrust of
his initiatives has been on emphasising the need to simultaneously
address outstanding differences and find new areas of cooperation.

In an interview to a national daily, The Hindu, Mr. Li Peng has said: "I
am glad to see the border talks currently progressing smoothly, thanks
to the concerted efforts of both sides. The two sides have also started
the work of clarifying the Line of Actual Control. I believe that, as
long as the two sides act in the spirit of friendly consultation, mutual
understanding and mutual accommodation, we will be able to find, through
candid and peaceful negotiations, a final solution acceptable to both
sides".

The wide range of issues that were covered in the talks with the
President, Vice President, Prime Minister, Foreign Minister and other
leaders have been described by the Indian foreign office as "very
cordial and friendly and even relaxed".

India must now build upon these fresh initiatives to work for a speedy
resolution of outstanding disputes while seeking greater cooperation in
newer areas. Improvement of Sino-Indian relations will have a salutary
effect not only in this region but globally as well.

Instead of falling prey to vituperative China baiting, as on certain
occasions in the past, the Vajpayee government must seriously address
itself to this issue of improving relations with the People s Republic
of China. This will be mutually beneficial to both these Asian giants
and strengthen peace and security in the region.
