Realization of three-point reform proposal called for in S. Korea
Pyongyang, February 11 (KCNA) -- The South Korean catholic priests'
council for justice issued a declaration on the situation on Feb. 6
demanding the authorities abolish the "Security Law" and realize the
three-point reform proposal including the institution of a law on the human
rights committee and a law on combating corruption, Seoul-based MBC
reported. The organization said that the present situation is facing a
precarious crisis and those opposed to the reform are offering their last
resistance. It underscored the need to give an impetus to the implementation
of the three-point reform proposal.

Seoul-based Yonhap News reported. The organization said that many people are
taking part in the worldwide signature campaign which has been under way on
internet homepage of the global network since Jan. 3

Kim Jong Il's work published in Peru
Pyongyang, February 11 (KCNA) -- Leader Kim Jong Il's famous work "On
Preserving the Juche Character and National Character of the Revolution and
Construction" was brought out in booklet in Peru on Jan. 25. The work was
published on June 19, Juche 86 (1997).
It clarifies that preserving the Juche character and national character
in the revolution and construction serves as a fundamental principle to be
maintained in carrying out the cause of independence, the socialist cause.

Abolition of SL urged in S. Korea
Pyongyang, February 11 (KCNA) -- The chairman of the Kwangju and south
Jolla provincial federation of the south side headquarters of the National
Alliance for the Country's Reunification (Pomminryon), members of its
headquarters and secretariat and students under the Kwangju and south Jolla
provincial federation of university student councils have been on a hunger
strike at Chonnam National University, Kwangju, for the last 8 days since
Feb. 1, Yonhap News reported. They are demanding the abolition of the
"Security Law", the release of prisoners of conscience and the legalization
of Pomminryon and Hanchongryon (South Korean Federation of University
Student Councils).

Huge amount of fund allocated for upkeep of U.S. forces in S. Korea
Pyongyang, February 11 (KCNA) -- The Russian paper Krasnaya Zvezda on
Jan. 31 said that the United States has annually allocated 14 billion
dollars for the upkeep of U.S. forces in South Korea. Saying that this was
disclosed by a report of the South Korean "Ministry of National Defence",
the paper added that the spending for the operation of the military
equipment of the 8th U.S. army alone amounts to 1.75 billion dollars and the
expenses for the upkeep of the U.S. airforce in South Korea total more than
8 billion dollars.

Day of victory in Islamic revolution in Iran observed
Pyongyang, February 11 (KCNA) -- Minju Joson today devotes an article
to the 22nd anniversary of the victory in the Islamic revolution in Iran.
Following the victory in the revolution, the Iranian people have stood
against the imperialists' incessant moves for aggression and interference
and intensified the struggle to build new independent and prosperous Iran,
the article says, and goes on:
They are decisively countering any anti-Iranian and anti-Islamic
attempt, holding high the banner of independence against imperialism.
They are strongly opposed to U.S. forces' presence in the Persian Gulf
region.
Externally, the Iranian government has developed friendly and
cooperative relations with the countries of the Persian Gulf region and
other countries of the world on the principle of equality and
non-interference in other's internal affairs.
The peoples of the DPRK and Iran have the common anti-imperialist
independent stand and the bonds of friendship between the two governments
and peoples are therefore, growing stronger as the days go by.
The Korean people sincerely wish the Iranian people greater success in
their future work for independence and national prosperity.

------------------------------------------------------------------------

Annual meeting of Malagasy national committee for study of Juche idea held
Pyongyang, February 11 (KCNA) -- The Malagasy national committee for
the study of the Juche idea held an annual meeting on January 31. A report
of the chairman of the committee was followed by speeches at the meeting.
The meeting discussed the issues of deepening the study of the famous
works of President Kim Il Sung and leader Kim Jong Il to grasp the greatness
and the truth of the Juche idea, steadily expanding the ranks of Juche idea
study organizations and intensifying the dissemination of the idea.
It also discussed matters of celebrating the birthday of Kim Jong Il and
Sun's Day this year and next year as grand festivals common to humankind and
waging positive activities to support the Korean people in their struggle to
reunify the country.

Imperialists' talk about peace under fire
Pyongyang, February 11 (KCNA) -- Rodong Sinmun today in a signed
article says that the imperialists' sham "peace" offensive based on their
world strategy constitutes a major factor of threatening the world people's
cause of independence, progress and peace. The imperialists are working hard
to dominate other countries and nations, weaken and contain the independent
forces of the world, while paying lip-service to "peace," the article says,
and continues:
The world revolutionary people should clearly see through the danger
lurking behind imperialists' noisy clamour about disarmament.
It is an unchangeable strategy of the U.S. conservative hardliners to
dominate the world with strength in the 21st century, too.
The U.S. moves to establish its "National Missile Defense" system are
aimed to monopolize nuclear weapons and missiles in a bid to contain other
powers standing for the multi-polarization of the world and realize their
strategy of world supremacy.
This means a declaration of an arms race and a missile race in the 21st
century.
Japan is set to allot a huge amount of fund for the establishment of the
"Theatre Missile Defense" system as requested by the U.S.
The world revolutionary people should be highly alert against the
imperialists getting involved in disputes in various regions and countries
and acting a "mediator" and guarantor in settling them.
While talking about "peaceful settlement" of disputes, the imperialists
are, in fact, adding fuel to them.
What they really seek is not to find any solution to the disputes but to
keep their source and exploit it for their political and military
intervention in those countries in dispute.
It is necessary to guard against Japan, in particular, in its desperate
efforts to intervene in world disputes under the cloak of "peacekeeping."
Noting that small nations, anti-imperialist independent countries, have
become major targets of the imperialists' sham "peace" offensive, the
article observes that the U.S. is busy preparing for a war of aggression in
South Korea, though it is loudmouthed about "peace" and "detente" on the
Korean peninsula.
