VIET NAM, LAOS BOOST COOPERATION BY EXCHANGE VISITS
   Ha Noi, April 2 (VNA) --
   * Viet Nam, Laos Provinces Agree to Cooperate for Border Order
   Viet Nam's central Quang Binh province and Laos's central Khammouane
province have agreed to cooperate in safeguarding order and security along
their border. 
   The agreement was signed in Thakhek township, Khammouane province.
   Police and border guards of the two provinces will monitor the common
border and settle issues of political stability, social order and security
and, in particular, combat smuggling.
   They will also facilitate visits by local people and provide medical
checks and treatment.
   * National Institute of Administration Delegation Visits Laos
   A delegation from Viet Nam's National Administration Institute led by its
Deputy Director, Prof. Dinh Van Mau, made a working visit to Laos between
March 25-31. 
   The delegation exchanged views about professional issues with senior
officials of Laos's National Politics and Administration Institute. They
visited a number of localities and the School of Politics in Champassak
province. 
   They were received by Politburo member and Chairman of the Propaganda and
Training Department of the Lao People's Revolutionary Party Central
Committee Osakan Thammatheva.
   * Ha Noi's Confederation of Labour Officials Visit Vientiane
   Ha Noi's Confederation of Labour officials visited Vientiane, capital of
Laos, from March 25-31.
   The trade unionists held working sessions with their colleagues in
Vientiane, toured some enterprises and localities and discussed how to
further strengthen the friendship between the two capital cities and their
trade union organizations.
   They were received by Vientiane Mayor Bunhuong Duongphachan.--VNA

YANGON, Apr 2, 2001 (Xinhua via COMTEX) -- The Second Mekong Sub-Regional
Meeting of the Asia-Pacific Consultations on Refugees, Displaced Persons and
Migrants opened here Monday.

The two-day meeting is attended by delegates of China, Thailand, Laos,
Vietnam and Myanmar as well as representatives of the U.N. High Commissioner
for Refugees. 

The meeting is aimed at enhancing exchange of experiences and information
issues relating to cross-border migration.

Speaking at the opening of the meeting, Myanmar Minister of Immigration and
Population U Saw Tun stressed that sound and comprehensive judicial,
legislative, and executive systems play important roles in the
reconstruction of civil society relating to repatriation and reintegration.

Information sharing is an indispensable key to developing better
understanding of the migration situation across the region, he said, adding
that economic disparity, poverty and degradation of environmental conditions
have an impact on the size and flow of irregular migration.

He noted that the issue of irregular migration is globally prevalent and
persistent, adding that consultations between countries, based on mutual
understanding, equity and goodwill, will facilitate the approach to orderly
migration. 

He is convinced that further problems will not arise if all countries
respect each other's sovereignty, existing laws and international practices,
saying that inter-governmental cooperation and collaboration in tackling
this issue willbring forth tangible results.

He pointed out that one of the root causes of irregular migration is lack of
development which calls for international assistance and collaboration for
sustainable development.

He said Myanmar wishes to stress the importance of international cooperation
and responsibility sharing in protecting the rights of refugees and
migrants. 

He pledged that Myanmar will have full cooperation and collaboration with
countries across the Asia-Pacific region including Mekong countries and
neighboring ones.

VIETNAMESE VICE PRESIDENT CONGRATULATES LAO COUNTERPART

 VIENTIANE, APRIL 02 (KPL). Vietnamese Vice President, Nguyen Thi Binh,
recently sent a message of congratulations to newly elected Lao Vice
President, Choummaly Sayasone.

 The message reads: ³Your being elected by the National Assembly to be the
Vice President of the Republic demonstrated the trust that the Government
and the people have for you, a man with rich experience in managing the
affairs of the state.

 ³ I am certain that under the leadership of the Lao People¹s Revolutionary
Party, the multi-ethnic Lao people will successfully implement the
resolutions of the Seventh Congress so as to enable the country to enjoy
peace, independence, democracy, unity and prosperity.²

 Vice President Nguyen Thi Binh said that he hoped the friendship,
solidarity, and co-operation between the Parties, Governments and people of
the two nations would prosper forever more./.

VIENTIANE,APRIL 02 (KPL).Vientiane Mayor, Bounheuang Doungphachan, on March
30 received a Hanoi Federation Trade Union delegation led by Ms. Pham Thi
Binh, Vice President of the Federation. The delegation was here from March
25 to March 30 accepting the invitation of Vientiane Municipality¹s,
Federation of Trade Unions.

   The Vientiane Mayor welcomed the visitors and said that the visit was an
important landmark for the enhancement of relationships between the two
capitals, and between trade unions.

 The mayor also briefed his Vietnamese guests on the growing role of
Vientiane trade unions in serving the interests of Lao workers.

 Realising the importance of Vietnamese Trade Unions, Mr Bounheuang said he
would like to draw lessons from Vietnam. He said that there was a need to
increase bilateral relations between the two countries in the future./.

CHINESE CENTRAL COMMITTEE MAGAZINE DELEGATION VISITS LAOS

 VIENTIANE, APRIL 02 (KPL) Mr. Osakanh Thammatheva, Head of the Central
Committee's Propaganda and Ideological Training Board on March 30 received
here a courtesy visit from the Chinese Central Committee run magazine led by
its editor in chief.

 Mr. Osakanh praised the visiting delegation and its contribution to
enhancing the friendship between Laos and China, particularly between the
Alounmai Magazine (magazine of the Lao Central Committee) and its
counterpart from the People's Republic of China.

 The Chinese delegation arrived here on March 29 for a six day working visit
to Laos upon the invitation of the Alounmai Magazine. The delegation visited
a number of cultural sites in Vientiane municipality and Luang Prabang
province./.
