Biography of Kim Il Sung published
��� Pyongyang, April 22 (KCNA) -- "Biography of the Great Leader Comrade
Kim Il Sung" vol. 5 was brought out by the Workers' Party of Korea
Publishing House on the occasion of Sun's Day, his birth anniversary. The
biography has eight chapters from chapters 52 to 59 on the life and
activities of the president who defended and exalted socialism in the period
from January Juche 79 (1990) to July Juche 83 (1994) and energetically
worked for accomplishing the revolutionary cause of Juche and on the
accomplishment of the cause of perpetuating his memory.

Kim Jong Il sends wreath to bier of Ri Won Jae
��� Pyongyang, April 22 (KCNA) -- Leader Kim Jong Il yesterday sent a
wreath to the bier of the late col. general of the Korean People's Army Ri
Won Jae, alternate member of the central committee of the Workers' Party of
Korea and deputy to the Supreme People's Assembly of the DPRK, expressing
deep condolences over his death.

Japanese government urged to rewrite distorted history
��� Pyongyang, April 22 (KCNA) -- The South Korean representative,
addressing on April 11 the 57th session of the U.N. commission on human
rights opened in Geneva, condemned the Japanese government for approving
distorted history textbooks, according to a new report. Recalling that
historical facts are intentionally deleted or distorted in those history
textbooks, he noted that such distortion cannot but arouse serious concern
about the adverse impact it will have on the education of the Japanese
children.
��� He urged the Japanese government to rewrite the distorted history and
take a measure to prevent the recurrence of such a thing.

Anti-U.S. struggle called for in S. Korea
��� Pyongyang, April 22 (KCNA) -- The south headquarters of the national
alliance of youth and students for the country's reunification on April 14
reportedly issued an appeal, a resolution on hunger strike and militant
slogans to be sent to the youth and students and all other people of South
Korea, expressing the determination to launch a 30-day hunger strike
demanding the repeal of the U.S. hard line policy towards the DPRK and the
probe into the truth about mass killings committed during the Korean war and
its apology and compensation for them. The appeal said that the reality
requires all to unite close under the banner of the June 15 Joint
Declaration and turn out in an anti-U.S. war of resistance, calling on all
the people to rise up in the struggle against the U.S. hard line policy
towards the north and interference in its internal affairs and open the way
of independent reunification.
��� The resolution on the hunger strike underscored the need to smash the
U.S. hard line policy blocking the reunification of the south and the north
into one.
��� The militant slogans call for an opposition to the U.S. hard line policy
towards the north, interference in internal affairs of the south and a
struggle against the U.S. decrying the June 15 Joint Declaration and the
withdrawal of the U.S. troops standing in the way of independent
reunification.

Japanese professor's utterance blasted
�� Pyongyang, April 22 (KCNA) -- Minju Joson today in a signed commentary
blasts the reckless remarks made by Takao Sakamoto, professor at Kakushuin
University of Japan, who wrote history textbooks for middle schoolers to
meet worldwide protest and denunciation. The commentary says: Explaining the
reason why he did not deal with the issue related to "the comfort women for
the army" in the textbooks, he asserted that he did so because "the history
of the comfort women for the army" was the same as that of a toilet.
��� His depiction is little short of the behaviour of the Japanese
imperialists who despised the Korean "comfort women" in the past with
insulting words.
��� We cannot repress towering national resentment at this.
��� It is the spirit of the Korean nation not to allow anyone to infringe
upon the self-respect and dignity of the Korean nation or insult it.
��� Sakamoto should be ready to own full responsibility for the serious
consequences to be entailed by his dirty utterance.
��� The Japanese government authorities should stop at once distorting
history and officially apologize to the Korean nation for Sakamoto's remarks
insulting it again.

DPRK representative on negative effects caused by Japan's distortion of
history
��� Pyongyang, April 22 (KCNA) -- The DPRK representative, addressing the
discussion of article 13 "Children's Rights" at the 57th session of the UN
commission on human rights held in Geneva on April 11, said that it is the
top priority of all states to provide sound social environment for
existence, development and protection of children. Calling attention to the
fact that recently the Japanese government approved history textbooks with
twisted contents related to crimes committed by Japanese imperialists in the
past against humanity, he continued:
��� This is only a tip of an iceberg of Japan's prearranged distortion of
history. Immense is the negative effects on Japan's younger generation and
the international community.
��� The distortion can not be construed otherwise than a premeditated and
sinister act of Japanese government designed to conceal Japan's past and
imbue the younger generation of Japan with the idea of revival of militarism
and reinvasion of other nations.
��� The Japanese government should immediately stop criminal distortion of
history, make an official apology for it, admit legal responsibility for the
past crimes and take strict measures to prevent the repetition of those
crimes without delay.

U.S. troop pullout from S. Korea urged
��� Pyongyang, April 22 (KCNA) -- R. K. Pradhan, secretary general of the
Nepalese youth forum for self-reliance studies who is leading its delegation
on a visit to the DPRK, called a press conference at the end of tour of
Panmunjom. He said that the reunification and peace of Korea would never be
realized with the U.S. troops present in South Korea left intact, which is
the main obstacle to Korea's reunification and harasser of peace on the
Korean peninsula.
��� The U.S. troops are burglars, he said, adding:
��� It is evidenced by the crimes they have committed since their occupation
of South Korea.
��� Now that Cold War ended, the united states has no justifications for its
military presence in South Korea. The U.S. troops should unconditionally be
pulled out of South Korea. If the U.S. continues obstructing Korea's
reunification with argument about its permanent military presence in South
Korea, going against the trend of the times and demands of humankind, it
will face bitterer condemnation and rejection by the Korean people and the
world people.

��� Pyongyang, April 22 (KCNA) -- The U.S. imperialist hawks are staging
anti-DPRK war exercises called Rsoi in South Korea, rendering the situation
on the Korean peninsula strained. Rodong Sinmun today runs an article in
this regard.
��� The article says the U.S. military presence in South Korea is sparking
arms race, increasing the danger of war and posing a grave threat to peace
and security in the peninsula.
��� The article cites facts to prove that the U.S. imperialists have
steadily beefied up their armed forces in South Korea and massively shipped
military equipment and weapons of mass destruction into the region to turn
it into the most sensitive tinderbox for war and a nuclear advance base in
the world.
��� With a view to invading the DPRK the U.S. imperialists committed a total
of more than 150,000 military provocations and staged more than 10,000
large-scale war exercises involving a total of 20 million troops until 1999
after the ceasefire, the article says, and goes on:
��� The U.S. forces present in South Korea are on the forefront to back the
U.S. policy of aggression on the DPRK by force of arms and carry into
practice a scenario for the second Korean war.
��� The U.S. troop pullout from South Korea is the master key to
reconciliation, cooperation and lasting peace on the peninsula.
��� It is the height of impudence for the U.S. ruling quarters to talk about
the reduction of the armed forces of the DPRK, keeping the U.S. troops in
South Korea.
��� Their assertion is a brigandish logic.
��� For the U.S. to pull its aggression forces out of South Korea is
pre-requisite to disarmament and peace on the peninsula.
��� The withdrawal of the U.S. forces from South Korea would lead to
disarmament and lasting peace. It is an outstanding issue to be discussed at
the negotiations between the DPRK and the U.S. without delay.

relaciones exteriores de la republica popular democratica de corea hizo
publica ayer una declaracion oral concerniente a la politica de la nueva
administracion de ee.uu. sobre corea. el texto completo de la declaracion
oral es el siguiente:
��� ahora en los ee.uu. en torno al problema de la politica sobre corea se
manifiestan diversos criterios a los cuales no podemos menos que tratar con
seriedad.
��� los equipos de diplomacia y seguridad de la nueva administracion de
ee.uu. vociferan ruidosamente de tomar la "postura de intransigencia" con
respecto a la rpdc. al respecto dijeron: la anterior administracion de
clinton andaba inducida por norcorea y se limitaba a dar provecho a esta: la
nueva administracion a diferencia de la anterior practicara la "politica de
engrane" y perseguira el "acercamiento por etapas" y la "reciprocidad
condicional y estricta".
��� esto nos excita siendo nueva revelacion de la intencion agresiva y
bandidesca de ee.uu. de doblegar con el metodo de "fuerza" nuestra voluntad
luego de volcar las relaciones rpdc-ee.uu. del periodo anterior encaminadas
a la reconciliacion, la cooperacion y la mejora de vinculos de conformidad
con la tendencia internacional a la paz y la estabilidad.
��� si esto se convierte en la posicion oficial de la nueva administracion
de ee.uu. sobre la rpdc la cuestion sera muy critica.
��� en el pasado las partes de la rpdc y los ee.uu. acordaron a traves del
acuerdo basico de ginebra y el comunicado conjunto de nueva york eliminar
las fuentes de la desconfianza, la confrontacion y el malentendido de largo
tiempo y normalizar las relaciones y asi ambas partes asumen la obligacion
de eliminar las relaciones hostiles, fomentar la confianza y disipar la
preocupacion mutua.
��� sin embargo, los ee.uu. hablan del "condicionamiento" y el "acercamiento
por etapas". en fin esto quiere decir que ee.uu. accedera a la mejora de sus
relaciones con la rpdc y hara lo que debe hacer solo cuando esta tome
iniciativa.
��� en otra palabra ee.uu. exige que seamos primeros en desarmarnos por
completo. es muy estupida la idea de que esta demanda suya seria aceptada
por la rpdc.
��� solo cuando a traves de sus medidas de accion para eliminar
efectivamente las relaciones hostiles ee.uu. de garantia de que la seguridad
de la rpdc no se ve amenazada, podremos eliminar la preocupacion de los
ee.uu. por la seguridad.
��� esta es la invariable posicion de la rpdc.
��� en cuanto a la "reciprocidad" de que habla ee.uu. este pais no nos dio
nada gratuitamente sino nos ocasiono danos.
��� tambien el acuerdo basico rpdc-ee.uu. esta asegurado estrictamente por
las medidas de accion simultanea de ambas partes y segun este documento la
rpdc tiene hasta la fecha congeladas las instalaciones nucleares destinadas
a la produccion de electricidad.
��� pero ee.uu. no ha cumplido debidamente su obligacion ocasionandonos
hasta la fecha enormes perdidas.
��� no se puede hablar definidamente hasta cuando se prolongara la
construccion de reactores de agua ligera cuya terminacion fue prevista hasta
el ano 2003. no se ha presentado tampoco el programa de suministro de aceite
pesado para el nuevo ano fiscal que se inicio el 22 de octubre del 2000.
��� ee.uu. debe recompensar la perdida de energia electrica que ha sufrido
la rpdc debido a la dilacion de la construccion de reactores de agua ligera.
��� si ee.uu. no cumple sinceramente el acuerdo basico como hasta la fecha
no es necesario que sigamos aferrandonos a este documento. consideramos que
es insignificante la existencia del organismo del desarrollo de energia en
la peninsula coreana porque no se sabe hasta cuando continuara la
construccion de reactores de agua ligera.
��� ee.uu. debe saber claramente que la rpdc no puede esperar
indefinidamente.
��� es logica de bandido tambien la intencion de perseguir el
establecimiento del "sistema de defensa nacional de misil" a fin de detener
la "amenaza de misil" de la rpdc al calificar a esta de "estado pillastre"
sin librarse del antiguo modo de pensar hasta hoy que acogio el nuevo siglo
de la autentica paz tras despedir el siglo 20 manchado de sangre por la
guerra y el enfrentamiento.
��� durante el periodo pasado adelantamos proyectos racionales como el de
interrumpir el lanzamiento de misil de largo alcance mientras se
desarrollaran negociaciones de este respecto al tomar en cuenta la alegacion
de que el misil de la rpdc para la autodefensa constituye amenaza a los
ee.uu.
��� nuestra parte le ha formulado en reiteradas ocasiones la proposicion
razonable de que si el lanzamiento de satelite de la rpdc que no pasa de ser
un puro desarrollo cientifico-tecnico con fines pacificos constituye un
problema para la seguridad de los ee.uu. podremos aceptar el lanzamiento por
procuracion y de que puesto que la exportacion de misil de la rpdc es para
ganar divisas, mientras se asegure la recompensacion de divisas
correspondientes podremos cesar en esta transaccion.
��� pero la nueva administracion de ee.uu. no quiere conocer con seriedad de
este respecto.
��� no estaremos restringidos por nuestra proposicion concerniente al
problema de misil adelantada durante el mandato de la administracion
anterior porque no existe ningun acuerdo entre la rpdc y los ee.uu.
��� decidimos interrumpir el lanzamiento del misil de largo alcance mientras
se desarrollen las negociaciones de este particular, pero no podremos
prolongar indefinidamente el cese de este lanzamiento.
��� no podremos estar indiferentes ante las cosas que frenan solo el
desarrollo cientifico-tecnico de la rpdc.
��� siempre estamos listos para todos los casos.

construccion para renovar la fisonomia de pyongyang, capital de la republica
popular democratica de corea. en un corto espacio de tiempo a partir de este
ano se levantaran decenas de miles de viviendas, escuelas, jardines
infantiles, casas- cuna y redes de comercio y otros servicios publicos en
las calles centricas de la ciudad, el reparto thong-il que es la puerta sur
de la capital, alrededores de la carretera chongnyon yongung de mas de 40
kilometros y cercanias de la ciudad.
��� todos los edificios se construiran segun proyectos trazados comodamente
para la vida de los habitantes y adecuados al gusto de la epoca.
��� tambien, se construiran, se reconstruiran y se modernizaran las bases
productoras de refresco, carne y huevos que contribuiran a la vida de los
capitalinos.
��� se construyen la fabrica de cerveza taedonggang con capacidad productiva

��� pyongyang, 22 de febrero (atcc) -- el periodico "rodong sinmun" inserto
en el numero de hoy un comentario estigmatizando como un grave acto de
destruccion de la paz el complot de la nueva administracion norteamericana
de impulsar a todo trance el establecimiento del sistema de "defensa
nacional de misil" tomandolo como tarea principal de la "estrategia de
defensa nacional". el comentario senala:
��� en los estados unidos se promueven activamente los preparativos para las
importantes pruebas relativas al misil que se efectuaran a principios del
mes proximo y una organizacion de defensa contra misiles balisticos anexa al
departamento de defensa analiza el proyecto de realizar en mayo o junio una
prueba de derribar un misil nuclear ficticio en el aire.
��� el establecimiento del sistema en cuestion es la nueva edicion del plan
de la "guerra de las galaxias" y es la muy peligrosa maquinacion enderezada
a crear red de ataque de misil para amenazar a otros paises y dominar el
mundo.
��� ee.uu. dice que el establecimiento del sistema en cuestion es para la
"seguridad estatal". pero eso es una sofisteria para encubrir el caracter
agresivo y la peligrosidad de este establecimiento.
��� ee.uu. califica la rpdc de "estado peligrosisimo", pero esto es una
absurda mentira.
��� el establecimiento del sistema en cuestion constituye un crimen
antipacifico y antihumano porque acarreara nueva carrera armamentista y la
guerra fria.
��� ee.uu. debe darse clara cuenta de que sus actos en detrimento de la paz
aproximaran solo su autodestruccion y anular su criminal plan de "defensa
nacional de misil".
