US Denounced for Containing China with Taiwan Issue
Patriotic overseas Chinese residing in southern California of the US held a
symposium on Sino-US relations and relations across the Taiwan
<http://english.peopledaily.com.cn/data/province/taiwan.html> Straits.
They strongly condemned the US for its vicious intention to impede China's
reunification and contain China with the Taiwan issue. They pointed out that
China's reunification is an inevitable trend, which no other countries can
block.
Professor Zhang Wenji noted that all the previous US governments retained a
general principle in their policy concerning China, that is, all everything
possible to impede China in developing and becoming strong.
Therefore, they tried to impair China's reunification, lest that China will
become more powerful after reunification, he noted.
Wang Ziqing, member of the American Society for Strategic Studies of China,
said that out of consideration of own strategic interests, the US government
contains China with the Taiwan issue.
He continued: "After Bush took office, the US government's policy on China
has changed from 'engagement' in the past to today's 'siege and
interception', in an attempt to besiege and contain China and with an
ulterior motive. "
Wang Zhongchang, chairman of the Society for the Book of Changes in Los
Angeles, said that after Bush came into power, all his acts indicate that he
is eager to show the muscle of US hegemony, which is totally unacceptable to
the Chinese people.
The participants also strongly denounced the forces advocating "Taiwan
Independence" for their evil acts to split the motherland.
Wang Jianbo, president of the Qingdao Fellow Provincials Association, said
that the Taiwan authorities should be aware that spending a huge amount of
money on arms and resisting reunification can only have one result, that is,
weaken themselves and damage the interests of the Taiwan people.
"Pursuing 'Taiwan Independence' will certainly get nowhere," he said.
Li Huiying, president of the Symposium of Cross-Straits Relations, said that
Lee Teng-hui and his followers advocating "Taiwan Independence" deserve
severe punishment.
All the participants expressed their sincere wish that China will realize
reunification as early as possible and become more prosperous and stronger.

Taiwan Leader Is Leading Taiwan to Crisis
The signed article, titled "Taiwan

Relations, a magazine run by the Association for Relations Across the Taiwan
Straits (ARATS). Following is the full text of this article:
The leader of the Taiwan authorities took office a year ago. He promised the
general public of Taiwan a so-called upswing long-range perspective,
seriously indicating that he had the "sincerity" and "goodwill" to improve
cross-Strait relations. Now, a year has passed, what the Taiwan people see
is that in Taiwan, the political situation continues to be in a tumult, the
economic situation is deteriorating rapidly, people's wealth is shrinking
dramatically, and the unemployment rate is rising steeply; with regard to
cross-Strait relationship, the "sincerity" and "goodwill" of the new leader
of Taiwan authorities remain in empty phraseology, while his actual deeds
have all along been the root cause of tension in the relations between the
two sides of the Taiwan Straits and have caused new conflicts.
Over the past year, the mainland has repeatedly appealed to the leader of
the Taiwan authorities to accept the one-China principle, acknowledge the
"consensus (1992 Consensus) reached between the Association for Relations
Across the Taiwan Straits (ARATS) and Straits Exchange Foundation(SEF)" on
adherence to the one-China principle by the two sides of the Straits,
expressed verbally by both sides respectively. Doing so is aimed at
affirming the basis for the steady development of cross-Strait relations
and, on this basis restoring dialogs and consultations, so as to improve and
develop cross-Strait relations, strive for a peaceful and stable environment
and create a prospect featuring common development and march toward
reunification and prosperity of the two sides of the Straits. However, the
leader of the Taiwan authorities so far still refuse to accept the one-China
principle and to acknowledge the "1992 Consensus", this has led to the loss
of the basis for cross-Strait dialogs and negotiations and made it
impossible to restore dialogs and negotiations, cross-Strait political
deadlock has therefore continued and is shrouded in haze.
Over the past year, the majority of Taiwan compatriots have given no support
to the "Taiwan independence" separatist forces and have thus made great
contributions to stabilizing cross-Strait relations. Terrified and
frightened by this, the splitting forces have intensified their separatist
activities. Not long ago, Xu Wenlong, Jin Meiling and several other "Taiwan
independence" scum brazenly sang in chorus with Japan
<http://english.peopledaily.com.cn/data/japan.html> 's right-wing forces,
shamelessly prettified Japanese militarists' past colonial rule in Taiwan,
and ruthlessly trampled on the personality and dignity of Taiwan
compatriots. The leader of the Taiwan authorities shielded and exculpated
these acts. In late March, several groups of "Taiwan independence" forces
inside and outside Taiwan Island gathered together to hold a so-called
worldwide Taiwanese meeting, at which those old-line, diehard and extreme
"Taiwan independence" elements vigorously clamored about "formulating a new
constitution" and establishing a "Taiwan republic". The leader of the Taiwan
authorities led a large group of officials to attend and gave it support; he
himself also expressed his true feelings to this group of "Taiwan
independence" core members, thus laying bare the hypocrisy of his
"goodwill".
Over the past year, the mainland has continued to promote the development of
cross-Strait economic exchanges and cooperation, and repeatedly called for
an early realization of direct "three exchanges" (exchange of mail, trade
and air and shipping services) between the two sides of the Straits, so as
to satisfy the wishes of the compatriots of Taiwan and the mainland. In last
year alone, Taiwan earned from the mainland a trade surplus worth US$20
billion and external sales orders (including those from the Hong Kong
<http://english.peopledaily.com.cn/data/hk.html> region) worth US$28.7
billion. Undoubtedly, this has greatly benefited Taiwan in expanding
business opportunity for its enterprises, promoting employment of local
people and economic development. Going against the development trend of
cross-Strait economic and trade relations, the Taiwan authorities continue
to cling to their "no haste, be patient" policy, and refuse to open direct
cross-Strait "three links". This can only deprive Taiwan of the vast market,
abundant resources and the heartland on which Taiwan depends for its
economic development, and forfeit the good prospect for Taiwan's economy.
Over the past year, the Taiwan authorities have cherished the hope that
someday the United States
<http://www.peopledaily.com.cn/english/data/usa.html> could change its
one-China policy and pass the so-called law on strengthened Taiwan security.
At the same time, they have notably quickened their pace of wanton armament
expansion, they are especially anxious to get the "Aegis" system and other
advanced weapons and equipment, undermine China-US relations, make forward
point-blank military deployment against the mainland, so as to seek for
confrontation by " conducting a decisive battle outside the border". These
adventurous acts can only further aggravate the tension along areas of the
Taiwan Straits and lead Taiwan to crisis.
Over the past year, the leader of the Taiwan authorities have frequently
shouted for "Taiwan people to stand up", however, he does not want Taiwan
compatriots to stand together with the entire Chinese nation, but rather he
wants them to stay away from their own kins and leave them to suffer, the
leader of the Taiwan authorities put the slogan "love Taiwan" only in word,
but what he does actually harms Taiwan.
Recently, the leader of the Taiwan authorities declared, "the worst period
of Taiwan has been over". In fact, the root cause of the tense situation in
the Taiwan Straits he brought about has not been eliminated and the haze
enveloping the cross-Strait relations has not dispersed. The leader of the
Taiwan authorities can really achieve the opportunity of peace, stability
and "upswing" only when he mends his ways, does away with the infatuation of
"Taiwan independence", accepts the one-China principle, and acknowledges the
(1992 Consensus". Otherwise, the "worst period" he has brought about will,
far from being over, lead to one crisis after another.

US Inspection of Its Plane Allowed
The Chinese and US sides have recently held several rounds of consultations
on the US EP-3 reconnaissance plane in Beijing.
The Chinese side has reiterated its principled position on the incident in
which the US plane rammed into a Chinese plane.
The US side has agreed to consider making a payment to the Chinese side. The
two sides will conduct another round of negotiations on the specific amount
of the US payment and the items to be covered.
The two sides have also agreed to discuss ways to avoid similar incidents in
the future through enhanced consultation mechanism on military maritime
safety.
Having completed its investigation and evidence collection involving the US
plane and in view of international precedents in handling such issues, the
Chinese side has decided to allow the US side to inspect its plane at the
Lingshui Airport.
According to some sources, the two sides will continue their discussions for
the final settlement of the issue concerning the US reconnaissance plane.

Xinhua Commentary Calling for Adherence to One-China Principle
A Xinhua commentary called Sunday for the adherence of the one-China
principle, saying this is the correct road to the resolution of the Taiwan
issue.
The commentary was released to mark the eighth anniversary of a meeting
between Wang Daohan, president of the Association for Relations Across the
Taiwan Straits (ARATS), and Koo Chenfu, chairman of the board of directors
of the Taiwan-based Straits Exchange Foundation (SEF), in 1993.
The "Wang-Koo Meeting" was held after the two sides of the Taiwan Straits
and the ARATS and SEF reached a consensus on the one-China principle in
1992.
Although the two sides gave different explanations on the political meaning
of "one China," they share common views that the two sides belong to one
nation and one country and has one culture, says the article.
The commentary blames Lee Teng-hui and Taiwan's new leader for dragging the
cross-straits relations into lasting tension.
It says that Lee Teng-hui has been taking every possible means to create
"two Chinas", and "one China, one Taiwan," which has ruined the progressive
situation following the "Wang-Koo Meeting." Before stepping down, Lee
uttered the notorious "two state" remarks, and as a result, Wang's planned
tour to Taiwan was obstructed and the tension in the cross-straits relations
was aggravated.
Even worse is that the new Taiwan leader refuses to accept the one-China
principle, denies the consensus reached in 1992, and continues to engage in
activities, internationally and in the island, aimed at ruining the
one-China principle and deteriorating the cross-straits relations.
Whether the talks between ARATS and SEF can be reopened has drawn wide
concern from all the Chinese people, including the Taiwan compatriots, the
commentary says.
Reopening the talks is the need of the people at both sides of the straits
and is in the interests of the entire Chinese nation.
ARATS President Wang Daohan stressed eight years ago that the Chinese
mainland and Taiwan could both benefit from close exchanges and cooperation
as the world economy was developing in a way of regionalization.
It is the Taiwan authorities' refusal to accept the one-China principle that
has destabilized the situation inside the island and created tensions
between the two sides, resulting in growing symptoms of foreign interference
in China's internal affairs, says the article.
The Kuomintang Party, New Party, and People First Party have all expressed
that only by adhering to the consensus reached in 1992 can the cross-straits
relations be pulled out of the deadlock.
The industrial and commercial circles in Taiwan have also demanded that the
Taiwan authorities return to the one-China principle and seize the
opportunities for cooperation with the mainland economy to help improve the
Taiwan economy.
It has become a consensus among the people in Taiwan that the key to the
future of Taiwan lies in whether or not the one-China principle is accepted
and stable cross-straits relations are established and developed on this
basis, says the commentary.
Chinese President Jiang Zemin has said on several occasions that
cross-strait dialog and talks on anything can be carried out if the Taiwan
authorities acknowledge the one-China principle.
The government in the Chinese mainland has shown great concern over the
appeal of the Taiwan people for peaceful living, has always been active in
promoting the development of cross-straits exchanges and relations, and has
great sincerity in peaceful settlement of the Taiwan issue, the article
says.
It stresses that the Taiwan authorities should take the full responsibility
for the deadlock in the current cross-straits relations.
The commentary calls on the Taiwan authorities to place the interests of the
Taiwan people and the future of the whole Chinese nation first, and
unequivocally accept the one-China principle as early as possible.
Only by doing so can the cross-straits relations be improved and can there
be hope for Taiwan to step out of its current plight, it says.

Putin Meets Chinese FM on Sino-Russian Ties, World Situation
Russian President Vladimir Putin and Chinese Foreign Minister Tang Jiaxuan
discussed Russian- Chinese relations Sunday in Moscow, vowing to strengthen
the partnership of strategic cooperation between their countries.
During their talks in the Kremlin, Putin highly valued the fruitful
cooperation between the two countries in all fields, and stressed that
Chinese President Jiang Zemin's upcoming visit to Russia in July will be
this year's most important event in bilateral ties and of greatest realistic
and historic significance.
"I'm very glad to exchange views with President Jiang on how to expand and
deepen our partnership of strategic cooperation and how to enhance mutual
coordination in international affairs," Putin said. "During President
Jiang's visit, we will sign a key treaty on the friendly neighborhood and
cooperation between Russia and China, which will provide a more firm and
reliable juristic guarantee for the full-scale development of our countries'
relations."
Putin reiterated that Russia will stick to "One China" policy and
constantly, strongly support China's stand on the Taiwan issue.
Tang appreciated Putin's views on Sino-Russian ties and Russia' s
understanding and support for China on the issues of Taiwan, Tibet and human
rights.
The minister, who arrived here Friday for a Shanghai Five ministerial
meeting and an official visit after ending a trip to Ukraine, emphasized
that President Jiang attaches great importance to his upcoming state visit
to Russia and is ready to outline together with Putin an overall strategic
program for boosting bilateral ties in the new century.
The two presidents will sign the landmark treaty on friendly neighborhood
and cooperation, which will open a new chapter in the history of the two
nations' relationship, Tang noted.
He expressed confidence that Jiang's visit will further consolidate the
mutual understanding and trust between the two great countries and toughen
the full strategic cooperation of the two biggest powers.
Despite the progress of political multipolarity and economic globalization
in the world, Tang said, the Cold War thought, hegemonism and power politics
have not yet step out of the history 's arena, and regional conflicts never
stop. Therefore, the international strategic balance and stability are
facing serious challenges.
Under such a situation, the Sino-Russian cooperation of mutual benefit and
strategic partnership is especially in need, as it conforms to the
fundamental interests of the two countries and helps to promote the peace
and security in the Asian-Pacific region and in the world as a whole.
Earlier Sunday, Tang held talks with his Russian counterpart Igor Ivanov.
They inked the protocol of the treaty on the friendly neighborhood and
cooperation between China and Russia, which is to be officially signed by
the two presidents in July.

U.S. Bars Pyongyang From Bank Meeting
Due to American opposition, the Democratic People's Republic of Korea (DPRK
<http://english.peopledaily.com.cn/data/dprk.html> ) will not be allowed to
send a delegation to the annual meeting of the Asian Development Bank
scheduled to be held in Honolulu from May 9 to May 11.
DPRK submitted an application to become an official member of the regional
institution last August and hoped to attend the Honolulu meeting with
observer status. But senior bank officials said DPRK participation had been
blocked due to strong opposition from the United States

U.S. government had refused to issue entry visas to the DPRK delegation.
In the past, the Asian Development Bank has allowed countries to send
observer delegations to its meetings if they had submitted applications for
