Major Martin Rivas, received his military, especially his counterinsurgency, training, but a safe bet is that he matriculated at the School of the Americas in Fort Benning, Georgia. And as the government of Alberto Fujimori worked hand in glove with the U.S. embassy and U.S. Southern Command, the government of the United States "knew or should have known" what was being done with their active connivance and assistance. Unfortunately, though, don't look for major Western powers to push for a UN war crimes/crimes against humanity Tribunal in Peru. Or Argentina. Colombia. El Salvador. Guatemala. Chile.] Monday May 21 7:37 PM ET Peru Officer Claims Massacre Responsibility- Report LIMA, Peru (Reuters) - An army officer believed to have commanded a death squad blamed for rsome of Peru's worst human rights atrocities has claimed responsibility for two notorious massacres, a television station said on Monday. In an apparently exclusive report, Gilberto Hume, general editor for cable channel Canal N, told a news show on the station that Major Santiago Martin Rivas had admitted to being behind the murders of 15 people at a party in the Barrios Altos district of Lima in 1991 and the kidnapping and murder of nine students and a professor at La Cantuta university in 1992. ``He has accepted responsibility for La Cantuta and Barrios Altos for the first time, Hume told Reuters, elaborating on his TV report. His conversation with Martin Rivas has not been aired and the officers whereabouts were not disclosed. But Hume said Martin Rivas was willing to reveal all to a planned Truth Commission due to probe alleged rights abuses. ``(Martin Rivas) is in hiding in Peru and is willing to give his testimony to a truth commission. He doesnt want to turn himself in to judicial authorities he doesnt trust, Hume said. ``What he wants is a fair trial. Martin Rivas is thought to have commanded the shadowy Grupo Colina death squad, which was allegedly formed by ex-president Alberto Fujimori's powerful spy chief, Vladimiro Montesinos, to combat rising attacks by Shining Path rebels in the 1990s. Fujimori was fired last year amid a graft scandal sparked by Montesinos. The former spy master is on the run from 61 charges in 31 cases ranging from corruption to ordering murder. Jose Ugaz, the state attorney investigating Montesinos' alleged web of corruption, says Fujimori could be charged with responsibility for the La Cantuta and Barrios Altos murders. The dead in the Barrios Altos massacre were mistaken for guerrillas. La Cantuta university was known as a training ground for radical Shining Path guerrillas. After originally trying to cover up the La Cantuta killings, soldiers -- including Martin Rivas -- were convicted by a military court in 1994. But they were freed in 1995 under an amnesty law signed by Fujimori absolving them of rights abuses in the guerrilla war. There were no charges in the Barrios Altos case, but human rights groups, citing survivors of the massacre, said it, too, was the work of Grupo Colina. Hume said, however, that Martin Rivas had denied killing Mariela Barreto, an army intelligence agent who allegedly participated in Barrios Altos, and with whom he had a child. Barreto was killed in 1996 and her headless body was found chopped into pieces. Canal N, a prestigious 24-hour TV news station, made its name as the only objective news media under Fujimori's 10-year regime. __________________________________________________ Do You Yahoo!?
