Vietnam's National Assembly began its second session in Hanoi on May 23,
with Deputy Chairman Mai Thuc Lan in the chair.
At its plenary session held at Ba Dinh Hall, the Assembly heard a report on
the submission of a draft law on customs, which was presented by chief of
the General Customs Department, Nguyen Duc Kien.
The deputies also heard a report on the submission of a draft law on the
amendment and supplementation to the Criminal Litigation Code, by chief of
the Supreme People's Procuracy, Ha Manh Tri.
They heard reports on the examination of these draft laws, which were
delivered by chairman of the National Assembly's Law Committee, Vu Duc
Khien.
In the afternoon, the Assembly held group discussions on the draft law on
the amendment and supplementation to the Land Law. (VNA)

Party leader meets Lao, Chinese, and Cambodian Ambassadors

Party General Secretary Nong Duc Manh received Lao, Chinese, and Cambodian
ambassadors: Vilayvanh Phomkhe, Qi Jianguo, and Var Sim Samreth,
respectively, on separate occasions in Hanoi on May 23.
During the receptions, General Secretary Manh affirmed that the Vietnamese
Party, State and people would continue to do their best to further boost
their friendship and comprehensive co-operation with these countries.
The Vietnamese Party leader asked the ambassadors to convey his best regards
to their countries' leaders, promising to visit Laos and China in the near
future.
For their parts, the Lao, Chinese, and Cambodian ambassadors expressed their
hopes that the Vietnamese people, under the leadership of the Communist
Party of Vietnam headed by General Secretary Manh, would obtain greater
achievements in national construction and renewal process. They promised to
contribute to strengthening the relations between their countries and
Vietnam during their terms in office. (VNA)

Vietnamese, Mexican parliaments enhance co-operation

Vice chairwoman of the National Assembly, Truong My Hoa, received in Hanoi
on May 23 a delegation of the Chamber of Deputies of Mexico led by director
of its Land Reform Committee, Felix Castellanos Hernandez.
The Mexican delegation arrived in Vietnam on May 20 for a working visit.
The NA vice chairwoman thanked the Mexican people's assistance to Vietnam in
its past struggle for liberation and expressed her hope that the
co-operation between the two countries would be further developed to match
their traditional relations.
She briefed the guests about Vietnam's policy on economic development,
particularly on agriculture. She said she hoped that the two governments and
parliaments would overcome difficulties in geography to boost their
relations and exchange experiences in economic development.
The Mexican guests thanked Vietnam's National Assembly and relevant agencies
for sharing with them experiences in the areas of their concern, especially
in agricultural development, land management, and rice production.
Earlier, the Mexican delegation had working sessions with the Ministry of
Agriculture and Rural Development as well as several agricultural research
institutes and colleges. (VNA)

Deputy PM receives Bangladeshi minister
Deputy Prime Minister Nguyen Cong Tan received Bangladesh's agriculture
minister, Mrs Mavia Chowdhurry, who is on a visit to Vietnam to attend a
two-day seminar on Vietnam's policy on hybrid rice varieties development,
which ended in Hanoi on May 23.
Deputy PM Tan said that Vietnam's government and people always appreciate
the support of the Bangladeshi people and the minister herself with regard
to Vietnam's struggle for national independence and freedom.
"Vietnam and Bangladesh share many similarities in geography and climate as
well as agriculture so that they can exchange experiences and promote
co-operation in the areas of mutual concern," he told Mrs Chowdhurry.
In reply, Mrs Chowdhurry said she hoped that the two countries would
increase the exchange of science and technology as well as experiences in
farming practices between farmers from the two countries.
She also expressed her pleasure at the fact that Vietnam has moved from a
food importer to the second largest rice exporter in the world, she said
Bangladesh wished to learn from Vietnam's experiences in rice and vegetable
production and exports.
"The two sides should create a memorandum of understanding (MoU) as soon as
possible to pave the way for bilateral co-operation in agriculture," she
said, adding that the two agriculture ministries would promote active
co-operation in bio-technology and information technology. (VNA)

Planning and Investment Ministry delegation visits China
A delegation of the Vietnamese Planning and Investment Ministry paid a
working visit to China from May 17-20, at the invitation of the Chinese
State Development Planning Commission (CSDPC).
The Vietnamese delegation, led by Minister Tran Xuan Gia, held working
sessions with a CSDPC delegation, headed by Minister and Vice Chairman Wang
Chunzheng. The two sides exchanged experiences in financial, monetary,
banking operations, poverty reduction macro-management and policies and
measures to attract foreign investment capital.
They expressed their delight at the fine development of the two countries'
multi-faceted co-operation and agreed that potentials remained great for
promoting bilateral co-operation in many fields, including mining processing
industry, agro-forestry, energy and tourism.
During the visit, the Vietnamese delegation exchanged views with China's
Finance Ministry and State Bank officials. They also called at Tianjin city
and its technological and economic development zone. (VNA)

BTA would be of mutual benefit: deputy PM
Vietnam has reiterated its stance that undue delay in ratification of the
bilateral trade agreement (BTA) with the US would harm the interests of
entrepreneurs and hinder the normal development of relations between the two
countries.
Deputy Prime Minister Nguyen Tan Dung told delegates at the opening ceremony
of the ongoing ninth session of the National Assembly on May 23, that the
BTA would be of mutual benefit.
Any attempt to delay the ratification process and linking it with other
issues would be detrimental to businesses of both countries, he said.
Mr Dung also stressed that the government will create all favourable
conditions for Vietnamese enterprises to raise their competitiveness and
penetrate foreign markets.
This was part of initial efforts to comply with bilateral and multilateral
commitments on trade liberalisation and investment as the nation prepares to
integrate into the ASEAN Free Trade Area.
Meanwhile, it's necessary to prepare and take negotiations further towards
Vietnam's admission into the World Trade Organisation, the deputy prime
