Article Explores Roots of Communist Party of China

Eighty years ago, Chinese Communists came to realize that all conditions
were ripe in China for establishing a unitary Communist Party to promote the
Communist Movement in the most populous nation of the world.
This was concluded in an article published by Xinhua Wednesday. It is one of
a series of articles written by experts and published by Xinhua to mark the
80th birthday of the Communist Party of China (CPC) which falls on July 1.
The article explores the roots of the CPC, making it clear that the founding
of the CPC 80 years ago was based on the Chinese Proletarian Class, Marxism,
and a group of Chinese intellectuals who believed in Communist theories.
According to the article, since 1840, the year the First Opium War broke
out, foreign capitalism had begun to invade China, resulting in running of a
large number of modern factories and by 1919, the number of industrial
workers in the country reached two million.
The Chinese Working Class has, from the very beginning, been well-organized
and disciplined, the article says, adding that the Chinese proletarians have
been firm revolutionaries due to the oppression by imperialism, capitalism
and feudalism before 1949.
In 1915, China's advanced democrats held up the banners of democracy and
science and waged a war against the outdated feudal morals, thinking and
culture. In 1917, the October Revolution succeeded in Russia, bringing
Marxism to China and making many Chinese intellectuals aware that only
Marxism could help resolve social problems in the country.
The "May 4 Movement", in 1919, was the first time in China's history that
the Chinese Proletarian Class came into the limelight as masses of students,
factory workers and civilians joined hands in a revolutionary campaign
against imperialism and feudalist warlords.
It was the "May 4 Movement" that made Chinese intellectuals realize that the
Chinese Proletarian Class must be organized and depended on for the sake of
the Chinese revolution.
In July 1921, representatives of different Communist groups from across the
country gathered in Shanghai to establish the CPC and held its first
national congress. From the very beginning, the CPC set the realization of
socialism and communism as its principal goal.
The First CPC National Congress, which declared the founding of the Party,
is the greatest event in China's history, the article notes.

China Expelled 470,000 Party Members in 12 Years
China has expelled a total of 470,000 unqualified Party members out of the
Party since 1989 by way of democratic appraisal.

This is revealed by Tong Yancheng, vice minister of the Ministry of
Organization under the CCCPC at the press conference in commemoration of the
80th anniversary of the founding of the Communist Party of China.

Tong said that since the Central Committee instituted "Opinion on
Introducing Democratic Appraisal System for Party Members" in 1988,
activities as party member appraisal, disposal of unqualified party members
have been carried out by party organizations at grass-root levels, with
remarkable effects achieved.

In addition, Central Commission for Discipline Inspection, Ministry of
Organization and Publicity Department of the CCCPC in mid-July, 2000 jointly
published "Opinion on Education for Party Members Like Cheng Kejie and Hu
Changqing and Other Corrupted Members". By demonstrating typical cases, the
Central Committee has educated masses of party members and strengthened the
party members' ability in resisting corruption. Such education has achieved
anticipated results since a widespread moral education was carried out all
over the country from August to December, 2000.

Hu Jintao Calls for Boost in Party Building
A senior leader of the Communist Party of China (CPC) has called for an
all-out effort to promote Party building according to the requirements of
CPC Central Committee General Secretary Jiang Zemin's well-known
instructions of the "Three Represents".
The "Three Represents", which say that the CPC always represents China's
advanced productivity and culture and the fundamental interests of the
Chinese people, is a scientific summary of the Party and a powerful weapon
for the Party to win new victories in the new century, he said.
These comments were made by Hu Jintao, a member of both the Standing
Committee of the CPC Central Committee Political Bureau and the Secretariat
of the CPC Central Committee, at the closing ceremony of a training course
for a group of provincial and ministerial level officials of the Central
Party School Hu is also president of the school.
In his speech, Hu analyzed the general international situation and urged
leading officials of different levels to be clear-minded and increase their
abilities to handle complicated political matters.
He stressed the importance of maintaining social stability, calling it a
premise for the current reforms and development. He also talked on resolving
the problems related to the basic lives of poverty-stricken people, ensuring
the full distribution of pensions, and further improving the social security
systems for the jobless and low-income families in cities.

year, Zhang Mingqing, spokesman for the Taiwan Affairs Office of the State
Council, said Wednesday.

Responding to a question from a Taiwanese reporter over the offer by the
Taiwanese leader to attend the APEC meeting and to discuss with the mainland
side the issue of cross-strait direct links of trade, postal service and
transport, Zhang said "there is no such possibility whatsoever."

Zhang explained that there are regulations, precedents and common practices
under related APEC memorandums for Taiwanese officials to attend APEC
meetings, about which the leader of Taiwan authorities must be very clear.

By attempting to attend the APEC meeting, the leader of the Taiwan
authorities is trying to breach the APEC regulations about the presence of
Taiwan officials at APEC meetings, said the spokesman.

Zhang described the offer as showing a lack of sincerity on the part of the
Taiwan authorities.

He said cross-strait issues are affairs of the Chinese and should be dealt
with by the Chinese themselves, and no international venue is needed to
discuss such issues.

Presidents of Five Nations to Attend "Shanghai Five" Summit
Presidents of five nations will attend the Sixth Summit Meeting of the
"Shanghai Five" scheduled for June 14-15 in Shanghai, as guests of Chinese
President Jiang Zemin, Foreign Ministry spokesman Zhu Bangzao said Thursday.
They are President Vladimir Putin of Russia, President Nursultan Nazarbayev
of Kazakhstan, President Askar Akayev of Kyrgyzstan, President Emomali
Rakhmonov of Tajikistan, and President Islam Karimov of Uzbekistan.
This year marks the fifth anniversary of the founding of the " Shanghai
Five", Zhu said, adding that the upcoming summit will be of great
significance in helping the "Shanghai Five" enter a new phase.
The heads of states will have a comprehensive and in-depth exchange of views
on the building and development of the "Shanghai Five" mechanism as well as
current major international issues. They will sign a series of important
documents, Zhu said.
Chinese President Jiang Zemin will hold bilateral meetings with the heads of
states of other "Shanghai Five" countries, he said.

Summit to Be Success
The Sixth Summit Meeting of the "Shanghai Five" scheduled for June 14-15 in
Shanghai is bound to be a success through joint efforts of concerned
parties, said Zhu. 
When asked to talk about the topics of and his expectations for the Summit
at the routine press conference, Zhu said that the meeting coincides with
the beginning of the new century and the fifth anniversary of the founding
of the "Shanghai Five" mechanism.
During the summit meeting, heads of states will have a comprehensive and
in-depth exchange of views on the building up and development of the
"Shanghai Five" mechanism, their future cooperation in such fields as
security, economy and trade, and international and regional issues of common
concern, Zhu said. 
Meanwhile, they will make major strategic decisions and sign a series of
documents of historical significance, in a bid to raise their
good-neighborly friendship and cooperation to a new phase and a new level,
added Zhu. 
China, as the host, attaches great importance to the meeting and has made a
great deal of preparations for the smooth convention and the substantial
results of the meeting, noted Zhu.
Chinese President Jiang Zemin has invited President Vladimir Putin of
Russia, President Nursultan Nazarbayev of Kazakhstan, President Askar Akayev
of Kyrgyzstan, President Emomali Rakhmonov of Tajikistan, and President
Islam Karimov of Uzbekistan to attend the summit.

Philippines Rules Out US Troops in Hostage Rescue

military will do it alone in any operation to rescue the 20 hostages held
captive by Abu Sayyaf terrorists, ruling out any involvement of US troops, a
military spokesman said Thursday.

"The Philippine government considers this problem as internal and any ground
operation will come from the Armed Forces of the Philippines (AFP),"
military spokesman Edilberto Adan told a press conference Thursday morning.

Adan made this categorical assurance to disperse speculation that American
troops might join Filipino soldiers to rescue the hostages, among whom there
are three U.S. nationals.

"Any assistance is of course welcome but only in the form of information
gathering," he said.

The spokesman said the AFP is conscious about the need for congressional
approval in cases when foreign troops would be deployed in the country.

According to Adan, Philippine navy ships and gunboats have been patrolling
the Sulu Sea, particularly in the vicinity of the island of Cagayan de
Tawi-Tawi where the Abu Sayyaf kidnappers and the hostages are believed to
be hold up. 

The 20 hostages were abducted in Dos Palmas, a beach resort in the
southwestern province of Palawan, last Sunday.

There are reports that the hostages were split in two groups but this has to
be checked, Adan said.

Five CIS Countries Create Eurasian Economic Community
Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan announced in
Belarussian capital Minsk on Thursday to set up the Eurasian Economic
Community (EEC) with an aim to boost cooperation between the five member
countries, which earlier formed the Customs Five.
"Priority task of the community is to create necessary conditions for
further boosting cooperation between the member countries in trade,
economic, social, humanitarian and legal spheres with an optimum balance of
national and common interests," said a joint statement signed by top leaders
of the five countries.
The heads, who gathered in Minsk Thursday for the first session of the
Interstate Council of the EEC, expressed confidence that " the EEC activity
will be effective and aimed towards integration of the community into the
system of world economic ties."
They stressed that "the formation and strengthening of the community will be
a weighty stimulus for boosting cooperation within the format of the
Commonwealth of Independent States (CIS). "
They also pledged commitment to their earlier agreements aimed at forming a
customs union and a single economic space.
The five also said the community "is open to all the countries that share
its aims and principles and are ready to undertake necessary commitments and
participate in its activity as full members or observers."
Kazakh President Nursultan Nazarbayev, who initiated the creation of the
community, was elected as the Chairman of the Interstate Council of the EEC
on a one-year rotating basis.
Nazarbayev said the EEC would enable its member countries to broaden their
opportunities and to rapidly increase trade within the five-member group.
He believed this process would contribute to developing mutually beneficial
cooperation with several international structures, the World Trade
Organization above all.
According to Nazarbayev, the EEC will have an Interstate Council, an
Integration Committee and an Interparliamentary
Assembly, whose staff will be smaller in comparison with the Customs Five.
He said the presidents and prime ministers of the EEC members would meet
once and twice a year, respectively.
The Integration Committee comprising of the Vice-Premiers of the member
countries will check the implementation of the documents adopted within the
community once in three months.
