International Encounter in Solidarity & for Peace
in Colombia
July 20-22, 2001

Join hundreds of activists
from Latin America, the Caribbean,
Europe, and North America
in building an international
anti-intervention and solidarity
movement with the people of Colombia.
Plan Colombia is the latest in a long line of direct US
military
intervention in Latin America which includes the
destruction of the
Salvador Allende government in Chile, continuous
aggression against the
Sandinista government in Nicaragua, direct participation
in the wars in
Central America, and the continued hostility against
Cuba. This
intervention constitutes a flagrant violation of
international law. It
also violates self-determination and threatens peace and
stability in
the region. Plan Colombia is directed primarily against
the civilian
population and has the objective of destroying or
neutralizing the
widespread resistance to the neoliberal restructuring of
the economies
of Colombia and all of Latin America.
During El Salvador�s civil war in the 1980�s,
international solidarity
played a critical role in opposing US intervention and
in supporting the
Salvadoran peoples struggle for social and economic
justice. Now, the
people of El Salvador are extending their solidarity to
the people of
Colombia and call on people of conscience around the
world to join them
in saying, "No to Plan Colombia!"

Considering:
1. That Plan Colombia signifies, once again, the direct
US military
intervention in the internal affairs of a sovereign
Latin American
state, Colombia. Plan Colombia is merely the latest in a
long line of US
interventionist policy that includes the Monroe
Doctrine, the Roosevelt
Corollary, the destruction of the legitimate government
of Salvador
Allende in Chile, of the continuous aggressions against
the Sandinista
government in Nicaragua, direct participation in the
Central American
civil wars, and of the continued hostility against Cuba
through the
maintenance of a criminal blockade, in spite of United
Nations
denunciations year after year.
2. That this intervention constitutes a flagrant
violation of
international law, the right to self-determination of a
people, and a
threat to peace and stability in the region.
3. That its very nature is a counter-insurgency project.
Plan Colombia
is directed primarily against the civilian population of
Colombia and
aims to destroy or neutralize the resistance of all
social actors
opposed to the neoliberal restructuring of the economies
of Colombia and
all of Latin America.
4. That Plan Colombia, in reality is a military plan
that involves the
countries of the region ? through the so-called Andean
Initiative ? and
commits them, through diverse ways in the intervention.
There is no
doubt that it is aimed at controlling the amazon basin,
and affects the
sovereignty of all countries that make it up. It
endangers the
consolidation of the process led by Commander Hugo
Chavez in Venezuela,
and affects the peace processes and democratic
development in Central
America.
5. That Plan Colombia constitutes the principal obstacle
to alternative
solutions to war in Colombia.
6. That, in addition, it produces the massive
displacement of the
civilian population in the conflicted areas, as well as
their migration
to neighboring countries.
7. That the use of modern war technology, including
biological weapons
against the planting of cocaine, constitutes an
unpredictable and grave
danger to the ecology of the most important biodiversity
zone in the
world, the Amazon.
8. That Plan Colombia weakens regional integration. It
also heightens
tensions and conflicts amongst neighboring countries,
creating
uncertainty and anxiety for the people of the region.
We therefore resolve:
1. To call on international public opinion and the
democratic forces of
the world to support the International Encounter for
Peace in Colombia,
being held in San Salvador, El Salvador on July 20, 21,
and 22, 2001.
2. To denounce and reject Plan Colombia, as a plan of
military
intervention by the US, which will negatively impact the
peaceful
coexistence, democratic stability and economic
development of the people
and countries of Latin America.
3. To promote the international solidarity of the people
and governments
with the struggles of the Colombian people who search
for an alternative
solution to war and the armed social conflict that they
are enduring.
4. To strengthen the ties of friendship, integration,
and good will,
that creates the space for peace, development, and
social justice.
5. To endorse the processes of dialogue between the
Colombian government
and the insurgent forces.
6. To support proposals for crop substitution as a means
of eradicating
illicit crops, recognizing that drug production is an
economic and
social phenomenon that affects all of humanity. We
support the struggle
against narco-trafficking using methods other than war.

C o n s i d e r a n d o
1. Que el Plan Colombia significa, de nueva cuenta, la
intervenci�n
militar directa estadounidense en los asuntos internos
de un Estado
soberano latinoamericano, la Rep�blica de Colombia,
dentro de los
lineamientos de la Doctrina Monroe, del Corolario de
Roosevelt, de la
destrucci�n del gobierno leg�timo de Salvador Allende en
Chile, de las
continuas agresiones al gobierno Sandinista en
Nicaragua, de la
participaci�n directa en la guerra centroamericana y de
la continua
hostilidad Cuba, manteniendo el criminal bloque, a pesar
de los
pronunciamientos de las Naciones Unidas, cada a�o.
2. Que dicha intervenci�n constituye una flagrante
violaci�n al derecho
internacional, al derecho de autodeterminaci�n de los
pueblos y una
amenaza a la paz y estabilidad de la regi�n.
3. Que por su naturaleza de contrainsurgencia, el Plan
Colombia se
dirige primordialmente contra la poblaci�n civil de
Colombia y tiene por
fin inmediato, destruir o neutralizar la resistencia de
todo sujeto
social opuesto al proyecto de reestructuraci�n
neoliberal de la econom�a
colombiana y latinoamericana.
4. Que el Plan Colombia, en la realidad es un plan
militar que involucra
a los pa�ses de la regi�n - a trav�s de la llamada
Iniciativa Andina- y
los compromete de diversas maneras en la intervenci�n y
se dirige, sin
ninguna duda al control de la cuenca amaz�nica,
afectando la soberan�a
de los pa�ses que la integran. Pone en peligro la
consolidaci�n, en
Venezuela, del proceso de que lidera el Comandante Hugo
Ch�vez y afecta
a los pa�ses centroamericanos comprometidos en el
desarrollo democr�tico
por v�as distintas a la guerra.
5. Que el Plan Colombia, como plan de guerra se
constituye en el
principal obst�culo en la b�squeda de soluciones
diferentes a la guerra
para el conflicto colombiano.
6. Que adem�s produce el desplazamiento masivo hacia
pa�ses vecinos, de
la poblaci�n civil que ocupa �reas agredidas.
7. Que el uso de las m�s modernas tecnolog�as de guerra,
incluyendo el
de armas biol�gicas contra las plantaciones de coca,
constituye un
impredecible y grave peligro para la ecolog�a de la zona
de
biodiversidad m�s importante del mundo, la Amazon�a.
8. Que el plan de intervenci�n militar regional
"Colombia" debilita
tanto la integraci�n como las buenas relaciones entre
vecinos y prepara
escenarios de guerra, creando incertidumbre y angustia a
los pueblos de
la regi�n.
R e s u e l v e n
1. Convocar a la opini�n p�blica internacional y a las
fuerzas
democr�ticas del mundo, a apoyar el Encuentro
Internacional por la paz
en Colombia, a realizarse en San Salvador, El Salvador,
del 20 al 22 de
julio de 2001.
2. Denunciar y rechazar el Plan Colombia y su anexo la
Iniciativa
Andina, como planes de intervenci�n militar
estadounidense que afectaran
negativamente la convivencia pac�fica, la estabilidad
democr�tica y el
desarrollo econ�mico de los pueblos y Estados
Latinoamericanos.
3. Promover la solidaridad internacional de los pueblos
y gobiernos con
las luchas del pueblo colombiano que busca una salida
diferente a la
guerra para el conflicto social y armado que padece.
4. Generar posibilidades de fortalecimiento de los lazos
de amistad,
integraci�n y buena voluntad, que permitan buscar el
desarrollo con
justicia social y paz.
5. Respaldar los procesos de di�logos entre el gobierno
colombiano y las
fuerzas insurgentes.
6. Apoyar propuestas de sustituci�n de cultivos il�citos
y la lucha
contra el narcotr�fico, sin el empleo de la guerra, por
ser este un
fen�meno econ�mico y social que afecta a toda la
humanidad.

Latin America is being threatened by the US government
through the
so-called Plan Colombia. This is nothing more than an
effort to
guarantee that there are no obstacles to their strategic
project of the
FTAA (Free Trade Area of the Americas). This Plan is
endangering the
lives of the people as well as the flora and fauna of
Latin America.
It is within this context that the Committee in
Solidarity with the
Struggles of the Colombian People is organizing the
First Encounter in
Solidarity and for Peace in Colombia and Latin America.
The purpose of
the encounter is to raise world consciousness and
elevate the struggle
against Plan Colombia.
Many notable personalities from around the world joined
us in issuing
the call for the Encounter; many others are now joining
onto the call.
The Encounter is guaranteed to bring together a
