Wellstone to Debate Senator Dodd
On "Plan Colombia" at Council on Foreign Relations

(Washington, D.C.) - The Council on Foreign Relations will hold a policy
debate series meeting with Senator Paul Wellstone (D_MN) and Senator
Christopher Dodd (D_CT) to discuss 'Colombia: Is the U.S. in Too Deep?'
Tony Snow, host of ``Fox News Sunday'' will preside over the debate on
Wednesday at 6:00 pm in Washington.

"Instead of throwing taxpayers' dollars at a war neither side can win and
aligning ourselves with a questionable military, I believe the U.S. should
play
a more effective role by helping create genuine economic alternatives for
the
peasant farmers and others involved in the Andean drug trade. And it should
better combat drug abuse here at home through funding drug treatment and
education programs.  A landmark study of cocaine markets by the conservative
RAND Corporation found that, dollar for dollar, providing treatment to
cocaine
users is 10 times more effective than drug interdiction schemes and 23 times
more cost effective than eradicating coca at its source. We must make a
commitment to reducing demand in the United States"

Last December and again in March, Wellstone visited Colombia to meet with
defenders of human rights in Bogota and the city of Barrancabermeja, known
as
the hemisphere's most dangerous town.
