U.S. urged to compensate for DPRK's loss of electricity
Pyongyang, June 6 (KCNA) -- The construction of light-water reactors
(LWRS) with a total generating capacity of 2,000 mw(e) which the United
States committed itself to provide to the DPRK by 2003 under the DPRK-U.S.
agreed framework (AF) is too much delayed and thus the implementation of the
agreement has reached a serious pass. Though 7 years have passed since the
adoption of the agreement the site preparation has not yet been completed,
to say nothing of the start of the ground work.
But the U.S. has taken a number of opportunities such as the recent
Honolulu meeting to spread the theory of "early inspection" of the
"nuclear-related facilities" of the DPRK instead of taking measures to
compensate for the resultant loss of electricity.
The DPRK-U.S. agreed framework stipulates that negotiations should be
held with the International Atomic Energy Agency (IAEA) after the most of
the lwr project has been carried out and before the delivery of the major
nuclear-related parts and, accordingly, the agreement on assurances should
be implemented.
However, the U.S., turning aside from the present situation where the
date for the completion of the LWRS can not be predicted, has come out with
sophism that it is necessary to conduct an early special inspection in order
to complete the lwr project as early as possible because this inspection to
be made before the delivery of the key parts will take a considerable time.
The inspection is unthinkable before a great deal of the LWR project has
been carried out.
The U.S. talk about the "early inspection" before fulfilling its
commitment is a trick to backpedal all its commitments under the AF and
raise issues which have nothing to do with the AF in a bid to evade its
responsibility for the delay in the LWR project and compensation for the
loss of electricity.
It is preposterous for the U.S. to unilaterally pull up the DPRK without
implementing the AF.
As far as the implementation of the AF is concerned, the DPRK had
completely frozen the graphite-moderated reactors and their related
facilities within one month, allowed the IAEA's inspection of them and
completed the safe storage of spent-fuel rods.
But the U.S. has taken no measures to settle the issue of the indefinite
delay in the construction of LWRS it committed itself to provide to the DPRK
in return for the DPRK's nuclear freeze. Yet, the U.S. demanded the DPRK
take "necessary measures for the successful implementation of the AF." This
is like a thief crying "stop the thief ".
As the DPRK repeatedly clarified, the demand for compensation for the
loss of electricity is not a tactic but a crucial issue related to the right
to existence. if this issue is not solved, the DPRK will be left with no
option but to restart the construction of graphite-moderated reactors for
its existence.
The DPRK has suffered a huge loss of electricity due to its freeze of
the nuclear power industry under the agreed framework. If it had gone ahead
with the construction of the graphite-moderated reactors as scheduled it
would have already completed them, created a total generating capacity of
over 1 million kw and produced a lot of electricity.
The DPRK can not sit idle for an indefinite period while leaving the
issue of electricity vital to the state to be settled by others.
It will be a serious mistake if the U.S. considers the DPRK's demand for
the compensation for the loss of electricity as a lever for putting a sort
of "pressure" or reigning over "negotiations."
Before the adoption of the AF the DPRK made a political concession to
sacrifice its independent nuclear power industry out of its good intention
to clear the U.S. of its "nuclear suspicion" and promote global peace and
security.
But now we do not feel any need to abide by the AF allowing its right to
existence to be infringed upon.
It is the deserved right and option for the DPRK to restart the
construction of graphite-moderated reactors for its right to existence
unless compensation is made for the electricity loss resulting from the
heavy delay in the lwr project which makes its prospect gloomy.
If the U.S. truly wants to save the DPRK-U.S. agreed framework it should
meet the DPRK's demand.
If the U.S. fails to meet the demand for the compensation for the loss
of electricity, it will be hard to save the AF from its collapse and the
DPRK will find no option but to go its own way.

Anniversary of birth of ex-President of Indonesia commemorated
Pyongyang, June 6 (KCNA) -- A meeting was held in Pyongyang yesterday
to commemorate the 100th birth anniversary of Sukarno, ex-president of
Indonesia. Choe Jong Hwan, vice-chairman of the Korean Committee for
Cultural Relations with Foreign Countries who is chairman of the
DPRK-Indonesia Friendship Association, said in his speech that President
Sukarno was an outstanding leader of the Indonesian people who worked for
the national liberation and independence, territorial integrity and
prosperity of Indonesia for many years.
The visit of President Kim Il Sung and leader kim jong il to Indonesia
marked a historic event that put the friendly and cooperative relations
between the two countries on a new higher stage, he said, and went on:
The Korean people will as always bring into full bloom the friendship
between the DPRK and Indonesia provided and developed by the preceding
leaders of the two countries.
Indonesian ambassador to the DPRK Buchari Effendi said in his speech
that President Sukarno, President Kim Il Sung and leader Kim Jong Il laid a
firm foundation to strengthen the bilateral relations.
Just as Kimilsungia is blooming as days go by, the relations between
Indonesia and the DPRK are growing stronger, he noted.
He expressed the belief that the friendly relations between the two
countries would expand and develop in various fields, political, economic
and cultural.

Rodong Sinmun observes anniversary of KCU
Pyongyang, June 6 (KCNA) -- Rodong Sinmun today editorially observes
the birthday of the Korean Children's Union (KCU). The Korean people are
drawing great strength and courage from the members of the KCU who grew
braver and stronger through the "arduous march" and the forced march,
greatly inspired by leader Kim Jong Il, and advancing, firmly confident of a
bright morrow of a prosperous and powerful socialist nation in the 21st
century, the editorial notes, and goes on:
The Korean children's movement started and led by president kim il sung
has reached a new higher stage thanks to Kim Jong Il.
The "arduous march" and forced march in the closing years of the last
century were a stern trial for children, in particular. Despite such
difficulties, the spiritual world of the children following the party and
leader got more transparent and their revolutionary will grew stronger than
ever before.
The KCU members are braving any trials and ordeals, always revering Kim
Jong Il. This is the real picture of the KCU members.
The workers' party and people of Korea are highly proud of having the
brave and trustworthy KCU members intensely loyal to the party and leader
and firmly confident of a hopeful future.

At the opening ceremony speakers said that the exhibition is of great
significance as it is being held for the first time since the resumption of
diplomatic relations between the two countries. The exhibition will provide
an opportunity to learn that the Korean people are striving for socialist
construction and national reunification, rallied close around Kim Jong Il,
holding him in high esteem, they noted.

socialism and reunify the country under the wise leadership of Kim Jong Il.

Withdrawal of U.S. troops demanded
Pyongyang, June 6 (KCNA) -- The world progressives are strongly
demanding the U.S. troop pullout from South Korea. Brij Mohan, chairman of
the Indian Committee for Supporting Korea's Reunification, bitterly
denounced the Korea policy of the present U.S. government, saying it is
obstructing the Korean people's struggle to reunify the country free from
interference of foreign forces.
Jiri Jarka, chairman of the Mt. Paektu Czech-Korea Friendship
Association, held that the U.S. troops occupying South Korea for 56 years
should withdraw from there at once.
Emmanuel Haber, chairman of the Malta-Korea Friendship Association, said
that the U.S. is the very one who divided Korea. He stressed that the root
cause of misfortune the U.S. imposes on Korea should be removed without
delay and Korea should be reunified at an early date.
P.N. Simonenko, first secretary of the central committee of the
Ukrainian Communist Party, said that the main key to peace and reunification
of Korea is to get all the u.s. troops withdrawn from South Korea.
------------------------------------------------------------------------
Arrogant attitude of U.S. troops in S. Korea
Pyongyang, June 6 (KCNA) -- The U.S. troops in South Korea have
demanded the return of money already paid as a fine when the case of
contamination of the River Han by them was formally put on trial, according
to Radio No. 1 from Seoul. The U.S. troops in Ryongsan, Seoul, threw away
mixed solution of virulent formaldehyde and methanol through drains to the
River Han, posing a threat to the South Korean people's living.
Nevertheless, they are impudently behaving, asserting that they cannot
stand before the trial, instead of making an apology and compensation for
such crime.
Worse still, they asked the Seoul district prosecutor's office to return
5 million won, the fine they paid after a complaint was brought against them
about the crime in march.

delanteros a nivel mundial.
