America's European allies in NATO are not happy with what
the CIA is said
to have been doing for ethnic-Albanian guerrillas. Talk in
Europe is that it
allowed them to train and smuggle arms in the U.S.
occupation zone in
Kosovo, then cross the borders and mount insurrections in
Serbia and
Macedonia. It began with what seemed like a good idea at the
time -- to
undermine the rule of former Yugoslav President Slobodan
Milosevic while
he was still clinging to power in Belgrade. Now that he is
gone, the United
States, it is said, cannot control the creature it helped to
create. Cynics
detect a marked French accent in these reports.
