Talk in Europe is that it allowed them to train and smuggle arms in the U.S. occupation zone in Kosovo, then cross the borders and mount insurrections in Serbia and Macedonia. It began with what seemed like a good idea at the time -- to undermine the rule of former Yugoslav President Slobodan Milosevic while he was still clinging to power in Belgrade.
