Extracts. Vice-President Emphasizes CPC Working Style Vice-President Hu Jintao has called for intensified efforts to improve the style of work of the Communist Party of China (CPC) in the new century, saying this concerns the trend of public feeling and the future of the Party. Hu is also a member of the Political Bureau Standing Committee of the CPC Central Committee and vice-chairman of the Central Military Commission. During his recent inspection tour to the Xinjiang Uygur Autonomous Region in northwest China from June 8 to 16, Hu said that to speed up economic development, consolidate the unity of various nationalities and maintain social stability, work must be done to strengthen the building of the Party's style of work. As for the region's development, Hu said Xinjiang should seize the opportunity of the central government's implementation of the western development strategy and try to turn its advantage in resources into actual economic benefits. In the agriculture and animal husbandry sector, Hu said Xinjiang should focus on the production of special local products like cotton and fruits and realize an industrialized management, while maintaining its capacity in grain production. Efforts are also needed to vigorously develop water-saving agriculture so as to improve the overall performance of the sector, he added. Despite Xinjiang's achievements in improving local infrastructure over the past few years, Hu asked for continued effort to accelerate infrastructure construction, with emphasis placed on building water conservancy and transport facilities and energy projects. He also suggested that Xinjiang, as a frontier area, further promote border trade, open up the international market and make good use of foreign resources. He told local officials that in the process of economic development, they must mobilize and protect the initiative of the masses, protect the ecological environment for sustainable development, and do everything possible to improve the people's living standard. He also emphasized the unity of various nationalities of the country and the unification of the motherland, saying this serves as the foundation for maintaining stability in Xinjiang. He urged that work must be done to strengthen the administration of religious affairs according to law. Effective measures should be taken to protect the normal religious activities of the people, and resolutely curb illegal activities carried out in the name of religion. Stringent measures must be adopted to crack down on separatists for their activities to sabotage national unity. Hu spoke highly of the work of the Xinjiang Production and Construction Corps and asked them to play a major role in promoting economic development and maintaining stability in Xinjiang. He also called for the buildup of a contingent of politically qualified cadres of both the Han nationality and minority nationalities, saying this is the key to Xinjiang's reform, development and stability. **** US Newspaper: China Sharply Reduces Greenhouse Gases China has achieved a "dramatic" and "stunning" slowdown in its emissions of carbon dioxide in the last decade while making rapid progress in its economic expansion, the New York Times reported on Friday. "China's emissions of carbon dioxide have shrunk by 17 percent since the mid-1990's, and remarkably, over the same period, (its) GDP grew by 36 percent," the newspaper quoted a recent report from researchers at the Laboratory in California as saying. The report noted that China has contributed "substantially" to reducing growth in global emissions even though it has not undertaken binding commitments under an international agreement. The latest findings have proved that the United States will remain the biggest polluter for some time to come and it is wrong to estimate that China would overtake the United States as the world'd leading producer of greenhouse gases by 2020, the newspaper said. The development served as a forceful rebuttal to US President George W. Bush's Monday remark that he cannot support the 1997 Kyoto Protocol mainly because it exempts China and other developing countries from the initial limits on greenhouse gases emissions that richer countries are supposed to accept. In the last decade, according to data compiled by the United States Energy Department, China's carbon dioxide emissions from the burning of fossil fuels have increased at annual rate of 0.9 percent, much lower than the 1.3 percent a year registered in the United States, even though China has scored faster economic growth. "There is a good basis to argue that China has done more to combat climate change over the past decade than has the United States," said the Natural Resources Defense Council, an American environmental group. Zhou Dadi, director of China's Energy Research institute, was quoted as saying that China's per capita energy use "is just one- tenth of that in the United States and one-seven of that in Europe. " "We already has one of the world's best records in improving energy efficiency," he said. Before 1980, China's energy consumption climbed up by 1.6 times as fast as the economy, but in the last 20 years, energy use has grown at less than half the rate of the economy - an exceptional advance in the efficient use of fuels, Zhou was quoted as saying. The newspaper put out the front-page story at a time when President Bush was bitterly criticized by the European allies for his refusal to accept the 1997 Kyoto Protocol on limiting greenhouse gases emissions. **** President Jiang Urges Further Collaboration of SCO Chinese President Jiang Zemin said Friday in Shanghai that members of the newly-established Shanghai Cooperation Organization (SCO) should increase solidarity and deepen collaboration in the 21st century. Jiang, speaking at the SCO summit meeting, said that he fully endorses the high evaluation of the process of "Shanghai Five" mechanism and the SCO's establishment by presidents of Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. The constructive suggestions and opinions raised by the presidents will be of importance in guiding the building and development of the organization and the unity and cooperation between the six member states, Jiang said. During the 1990s, profound changes took place in the world. Reviewing lessons from the Cold War which spanned four decades and the vicissitudes of the past 20th century, all the people in the world earnestly hope the human society could step into a new century of peace and development, the president noted. Sharing vast areas in the region, China, Russia, Kazakhstan, Kyrgyzstan and Tajikistan, as bordering countries, have found that good-neighborly relationship of trust and friendly cooperation between the states would not only increase happiness and benefits of the five but also safeguard regional and world peace and stability, Jiang said. With high visions, the five states' leaders judged the time and sized up the situation to establish mutual military trust in border areas first and then gradually increase cooperation to safeguard regional security and stability, which made the " Shanghai Five" mechanism a prominent success, he said. The development of the "Shanghai Five" has been regarded as an important practice in international relations, which initiated a new type of security conception featuring mutual trust, disarmament and cooperative security. The "Shanghai Five" mechanism also enriched the brand-new state-to-state relationship jointly initiated by China and Russia with the core of non- alignment, and created a new regional cooperative mode featuring joint proposition, priority of security, mutual benefit and friendly cooperation, the president said. The "Shanghai Spirit", which has been developed during the process of the "Shanghai Five", shows the characteristics of mutual trust and benefit, equality, consultation, mutual respect to different civilizations and common prosperity, which are not only the summary of their past experiences but also have practical significance in pushing forward a just and rational new order of international politics and economy, Jiang said. Economic globalization and world multi-polarization are speeding up and modern science and technology are developing day after day. When the human society steps forward fast, the international situation is further easing in general. However, people in the world are still confronted with challenges and threats to subsistence security, he said. The North and South hemispheres are further differentiating in economic development, which brings about a series of deep-rooted contradictions for world peace and development. Meanwhile, activities of terrorism, separatism and extremism are also increasing, Jiang said. In a bid to share opportunities and concertedly deal with challenges, various countries and regions are accelerating their steps of regional cooperation, which is an important trend in modern international relations, he said. The establishment of the Shanghai Cooperation Organization not only conforms with the international historic trend, but also meets basic interests of the people in the six countries and pushes forward peace and development in the region and the Asian- European continent at large, the president said. Noting that the emergence of the SCO at the international stage has been undoubtedly watched by the international community, Jiang said that the declaration of the Shanghai Cooperation Organization fully shows that all the SCO members will strictly abide by the principles of the Charter of the United Nations, strengthen mutual trust and good-neighborly relationship, increase effective cooperation of the member states in political, trade and economic, scientific and technological, cultural and educational fields, ensure peace, security and stability in the region, and push forward the process of establishing a democratic, just and rational international political and economic order. The president stressed that under all circumstances, the SCO will unswervingly abide by the principles and tenets and always hold high the banner of peace and cooperation. As a new organization, the SCO has a long way to go. All the member states share common responsibilities to develop and construct it well. Jiang put forward four propositions for future development of the SCO, including increasing creativeness, pursuing a pragmatic approach, upholding the spirit of solidarity and carrying out the principle of openness. The SCO should learn tested experiences from other international and regional organizations, as well as consistently blaze the trail of development suitable to the six countries in line with the actual conditions in the region. Only by this way, the SCO could have powerful vitality and a bright future, Jiang said. The six states will attach great importance to safeguarding regional security. Signing of the Shanghai pact on crackdown on terrorism, separatism and extremism lays a solid legal ground for future cooperation between the member states. The six states should speed up their work for establishing the anti-terrorism center in Bishkek, Kyrgyzstan, Jiang said. Trade and economic cooperation is another focus of collaboration between the member states, Jiang added. In accordance with the real conditions, China proposes to start the negotiation for making bilateral and multilateral trade and investment more convenient among member states, Jiang said. The Chinese side also highly valued Kazakhstan's proposal on the outline of multilateral economic and trade cooperation, he said. Jiang said he believes that the first meeting of heads of the SCO members' governments will also greatly push forward bilateral and multilateral economic and trade cooperation. With common benefits and purposes, the six member states agreed to establish such an organization. Therefore, the member states should solve any problem through friendly consultation with the principle of seeking common ground while reserving differences, he said. The spirit of solidarity will help the SCO overcome difficulties in the future, he said. Sticking to the principle of non-alignment, not targeting to any other country and opening to other countries is an important prerequisite of healthy development of the SCO, the president said. The SCO should actively and steadily carry out various dialogues, exchanges and cooperation with other countries or international and regional organizations, Jiang said, adding that on the basis of reaching unanimous agreement, the SCO member states would allow new members' entry into the organization. Jiang said he believes that the SCO have a bright future. The six member states should always carry forward the "Shanghai Spirit " to maintain long-term friendship. Together with other international or regional organizations in the world, the Shanghai Cooperation Organization would promote regional peace, stability and prosperity, push forward a democratic, just and rational international political and economic order, as well as safeguard the global peace, Jiang said. SADC Concludes Meeting on Water Cooperation Water can serve as a good vehicle for advancing regional cooperation and economic integration if it is managed and developed in an equitable and reasonable manner, said the Southern African Development Community(SADC) Friday. In a communique issued by SADC's Sectoral Committee of Ministers of Water after its sixth annual meeting in Harare, the organization said water must be managed in a manner that ensures sustainable development and sound environmental protection It said the region is faced with many challenges such as inadequate water supply and the shortage of sanitation coverage and spread of the HIV/AIDS pandemic. Delegates expressed concern at the extreme temporary variations of the region's water resources and cyclic floods and droughts which have been occurring with increasing intensity over the past decade. The meeting was attended by all SADC member states with the exception of the Democratic Republic of the Congo, Mauritius and Seychelles. **** AN-124 Arrives Hainan to Dismantle EP-3: Foreign Ministry Spokeswoman An "AN-124" cargo plane landed at the Lingshui Airport in China's southernmost Hainan Province Saturday morning, carrying equipment for dismantling and loading the US EP-3 reconnaissance plane, China's Foreign Ministry has confirmed. This is in line with the agreement reached between the Chinese and the US sides, and dismantling and loading of the EP-3 has started, spokeswoman Zhang Qiyue said in response to a relevant question raised by a journalist. The EP-3 has been on Hainan Island since it made an emergency landing there April 1 after ramming into and destroyed a Chinese fighter jet. **** Commentary: "Shanghai Spirit" -- New Banner of International Cooperation "Shanghai Spirit", which just gave birth to the Shanghai Cooperation Organization (SCO), was clearly summed up for the first time by Chinese President Jiang Zemin Friday in Shanghai. What constitute the essence of the spirit are mutual trust and benefits, equality, consultation, respect to diversified civilizations and mutual development. Authoritative analysts here commented that "Shanghai Spirit" is a summarization of the successful experiences of the "Shanghai Five" mechanism, the predecessor of SCO, that it fully reflects the international trend of peace and development, provide a new way of thinking and a new model in solving international disputes and promoting co-operation. The "Shanghai Five" mechanism started in 1996 has produced a series of important achievements over the last five years and gradually evolved into a new model of regional cooperation. This new model of regional cooperation arose from the need to solve disputes and gradually led to the formation of a co- operative mechanism. Its history provides a fresh experience in establishing a whole new model of international relations. "Shanghai Spirit" means a new concept of security, a new model of state-to-state relations and regional cooperation. This new concept of security transcends the Cold War mentality. It seeks to solve international differences and disputes in peaceful ways without using forces or threatening to use forces. It seeks to promote mutual trust and understanding through dialogues and consultation. It stands for extensive bilateral and multilateral cooperation and exchange to put peace and security on a more solid foundation. "Shanghai Spirit" speaks for mutual respect and seeking common points while reserving differences, which has been proved to be the only realistic choice for countries of different civilization backgrounds and cultural traditions to attain a peaceful co- existence. The new model of regional cooperation represented by the " Shanghai Spirit" is a partnership but not an alliance. It is an open mechanism not targeting at any third party. In dealing with state-to-state relations, it demands due respect to the interests of the other side while seeking one's own strategic interests. It advocates the principle of equality and mutual benefits for the seek of win-win results and mutual development. Peace and development has become the common aspiration of the majority of countries and their people. To attain real peace and development, solid and effective measures and actions must be taken to explore new ways of regional cooperation in a creative manner. In solving international conflicts and disputes, "Shanghai Spirit" advocates for historical foresight, equal consultation, mutual understanding and concession, instead of self addiction or even using forces; it speaks for trust-building and friendship, instead of hostility or even arms races; it speaks for equal consultation, exchanges and cooperation, instead of using forces or threatening to use forces, or seeking dominance or even acting like a bully. Under the "Shanghai Spirit", the upgrading of the "Shanghai Five" into the SCO marks a breakthrough in the regional cooperation among China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan and makes the SCO Shanghai summit a historical milestone. Analysts expressed the belief that "Shanghai Spirit", with significant theoretical innovation, will become a new banner in the pursuit of peace and development by the world people. _________________________________________________ KOMINFORM P.O.
