Rodong Sinmun calls for strengthening armed forces
��� Pyongyang, June 28 (KCNA) -- A nation with a weak army is bound to lose
its country and become slaves of imperialists but a nation with a strong
army can defend its country and enjoy an independent life, says Rodong
Sinmun today in a signed article. The article goes on:
��� President Kim Il Sung enunciated the proposition that "people are bound
to become slaves when rifles get rusty."
��� This explains the idea of giving priority to the army which should be
maintained in the revolution and construction.
��� In order to defend independence of the working people it is necessary to
strengthen the armed forces.
��� The independence of the popular masses is guaranteed by the army.
��� It is a powerful force to crush the counter-revolutionary forces and
emerge victorious in the revolution.
��� The force of arms should be countered by the force of arms.
��� This is the only way of preventing people from being reduced to slaves
and achieving independent development.
��� If armed forces are ideologically disarmed, a country is bound to go to
ruin.
��� Rifles in the hands of those forces are worse than wooden sticks and an
army disloyal to the cause of independence of the popular masses can never
defend its country and nation.
��� It is a lesson and truth grasped by the army and people of the DPRK in
the acute confrontation with imperialists that the most right way of
protecting the destiny of the country and nation is to give priority to the
army.
��� The Korean people have been able to decisively counter the reckless
military offensives of imperialists because they have more tightly held
rifles in hands.
��� It is absolutely impossible to defend socialism by begging the enemy or
making concession to him.
��� Army-first politics is the main political mode maintained by leader Kim
Jong Il in the revolution and construction.
��� The Korean people have defended national independence and averted a war
on the Korean peninsula despite ceaseless moves of the imperialist allied
forces to stifle and isolate the DPRK.
��� This proves the great vitality of the army-first politics.
��� All the countries of the world desirous of independence and peace should
always hold fast to the idea of giving priority to the army and keep their
armies strong.

KCNA on U.S.-proposed resumption of DPRK-U.S. negotiations
��� Pyongyang, June 28 (KCNA) -- A spokesman for the DPRK Foreign Ministry
on June 18 clarified its stand on the U.S.-proposed resumption of the
DPRK-U.S. negotiations and asked the U.S. if it has a political will to seek
negotiated settlement of the issue of renouncing its hostile policy towards
the DPRK and the issue of compensating for the loss of electricity caused by
the delayed provision of light water reactors (LWR) in particular, at the
DPRK-U.S. dialogues to be held in the future. The spokesman for the U.S.
State Department, however, said that the U.S. wants the DPRK side to "honour
its commitments under the agreed framework including nuclear inspection" and
it can not find any special ground to make compensation as regards the
"DPRK-proposed compensation for the electricity loss," saying that "It has
implemented the DPRK-U.S. agreed framework and will continue to do so."
��� These are, in essence, nothing but brazen-faced sophism intended to
evade its responsibility for the compensation.
��� Though the U.S. side makes an oft-repeated assertion that "It will
implement the agreed framework if North Korea honours it" or "North Korea
should implement the agreed framework as it will honour the AF," the reality
is quite contrary to its claim.
��� As the DPRK has repeatedly clarified, it has fulfilled its commitments
under the AF 100 percent including the freeze of graphite-moderated reactors
and its related facilities and the disposal of spent fuel rods.
��� It is quite unreasonable and far-fetched for the U.S. to urge the DPRK
to remain true to the AF.
��� The issue of implementing the AF turned out to be such a complex one as
now entirely due to the U.S. side's failure to observe its commitment to
provide LWRs to the DPRK by the year 2003. It is preposterous, indeed, for
the U.S. to assert that it has honoured its commitments under the AF.
��� The U.S. side has not yet finished even the ground levelling project for
the construction of the LWRs, an article the U.S. side committed itself to
implement, although it is nearly seven years since the adoption of the AF
between the two countries. Therefore, it is by no means fortuitous to hear
the story that the U.S. side is implementing the AF only 10 per cent while
the DPRK side has done it 100 per cent.
��� The U.S., however, is proposing the issue of inspection which can not be
construed otherwise than a broad trick to shift onto the other the
responsibility for the delayed provision of the LWRs.
��� The project to provide the LWRs to the DPRK is not making any progress
which can not be interpreted otherwise than the outcome of the U.S. hostile
policy toward the DPRK. There is even a suspicion of the possible U.S.
deliberate delay in the LWR construction in a bid to bring the DPRK to
collapse.
��� The keynote of the DPRK-U.S. agreed framework is for the U.S. to provide
LWRs to the DPRK in return for the latter's freeze of nuclear activities.
��� The DPRK held off its plan for the production of electricity from the
graphite-moderated reactors in consideration of the U.S. "security concern,"
suffering a huge loss of electricity. A scrutiny of the real state of the
lwr construction makes it clear that the LWRs are not likely to be completed
by the year 2003 and even by the year 2010 far beyond 2008.
��� The DPRK can not sit idle over this loss because electricity is
essential for pepping up its economy.
��� The DPRK's repeated call for compensation for the loss of electricity is
not intended to pressurize or threaten the U.S. nor aimed to secure a
stronger position in the dialogue.
��� Electricity is vital to our existence.
��� If no measure is taken for the compensation for the loss of electricity
the DPRK can no longer keep its nuclear activities in a state of freeze and
implement the AF.
��� The U.S. is responsible for settling this issue. It is also to blame for
the delay in the LWR project in view of the former U.S. President's letter
of assurance.
��� The U.S. loudmouthed "security concern" about nuclear and missile and
other issues resulted from its hostile policy towards the DPRK.
��� Therefore, a precondition for the settlement of these issues should be
the U.S. renunciation of its hostile policy towards the DPRK.
��� As the DPRK has already clarified its principled stand towards the
U.S.-proposed resumption of dialogue, it is the U.S. turn to kick the ball.

Seminar on Kim Jong Il's work held in Yugoslavia
��� Pyongyang, June 28 (KCNA) -- Representatives of leftist political
parties in Yugoslavia held a joint seminar on leader Kim Jong Il's famous
work "giving priority to ideological work is essential for accomplishing
socialism" in Belgrade on June 19 on the occasion of the 37th anniversary of
his start of work at the central committee of the Workers' Party of Korea.
Petar Velickovic, president of the Workers' Party of Yugoslavia, said in his
speech that the work is a precious treasure as it has made an immortal
contribution to the development of the world socialist movement by giving an
overall exposition of all the problems such as necessity of giving priority
to the ideological work in the accomplishment of socialism, the main tasks,
principles and method of the ideological work. Milan Miladinovic, president
of the Socialist People's Party of Yugoslavia, said that Kim Jong Il
elaborated on the essential characteristics of a socialist society and
provided a key to the consolidation and development of the socialist system.
herein lies his great feat, which put the world socialist movement on the
right track of its new development, he stressed.
��� Risto Vlatovic, secretary of the c.c., the league of communists of
Yugoslavia-Serbia Communist Party, said: The work evidently proved that the
world socialist movement would surely emerge victorious through the struggle
of the ideologically awakened and united popular masses and thus gave great
encouragement to the communists of the world.
��� A letter to Kim Jong Il was adopted at the seminar.

Books praising Kim Il Sung and Kim Jong Il off press in Portugal
��� Pyongyang, June 28 (KCNA) -- The Ingrapol Publishing House of Portugal
brought out books "sun shines all over world" and "60th spring" on the
occasion of Sun's Day, the birthday of President Kim Il Sung. The book "Sun
Shines All Over World" was written by Miguel Boieiro, mayor of Alcochete,
Portugal.
��� Recalling with deep emotion the glorious days when he was honoured with
the audience of Kim Il Sung during his visit to the DPRK, the writer in his
book highly praised the immortal exploits the president performed for the
Korean revolution and global independence.
��� The book "60th Spring" was authored by Rui Matos Dias, former journalist
of the newspaper Noticias Da Amadora.
��� Stressing that the 21st century will shine as the Kim Jong Il century,
the author said that the world people are struck with admiration at the fact
that administering the army-first politics and benevolent politics, leader
Kim Jong Il is leading the building of a powerful socialist nation to
victory while smashing the imperialists' moves to isolate and stifle the
DPRK, by the might of single-hearted unity.

Withdrawal of foreign troops from S. Korea urged
��� Pyongyang, June 28 (KCNA) -- The People's Democratic Party of Jordan
released a statement on June 16 on the occasion of the month of
international solidarity with the Korean people. The statement supported the
political proposals made by the DPRK for the peaceful reunification of the
Korean peninsula which was divided by imperialist forces. The wall of
division built at the instigation of the U.S. imperialists should be
demolished, it said.
��� It also urged the withdrawal of foreign troops from South Korea which
are threatening peace and security in Asia and disturbing the Korean
people's efforts for national reunification.

Sports contest for Pochonbo Torch Prize closes
��� Pyongyang, June 28 (KCNA) -- The sports contest for Pochonbo Torch
Prize, which was opened on the occasion of the historical day of the
victorious Pochonbo Battle, was closed. The contest held in Pyongyang and
local areas involved more than 30 events including basketball, football,
marathon, table-tennis and weightlifting.
��� The April 25 sports group proved successful in basketball (men) and
volleyball (men and women), boxing and table-tennis (men), the Amnokgang
sports group in basketball (women), the Pyongyang city sports group in
table-tennis (women) and figure skating and the sports group of the ministry
of commerce in acrobatic gymnastics.

"Korea war crimes tribunal" held in New York
��� Pyongyang, June 28 (KCNA) -- The "Korea war crimes tribunal," an
international civil court, was held in New York on June 24 to probe the
truth behind the killings of civilians committed by GIs during the past
Korean War, the South Korean newspaper Hangyore reported on June 25. The
tribunal was cosponsored by the all-nation special committee for probe into
the truth behind GIs' mass killings and anti-war peace organizations of
different countries.
��� At the tribunal the committee asserted that during the war the GIs
committed massacres of civilians in over 60 areas in the south of Korea,
including Rogun-ri in Yongdong county, North Chungchong Province, and more
than 100 areas in the north, including Unryul and Sinchon, Hwanghae
Province.
��� The jury made up of 26 civilians decided to "convict all the U.S.
presidents from Truman in 1945 to Bush, state and defense secretaries, heads
of intelligence agencies at all levels and commanders of the U.S. forces
stationed in South Korea of the mass killings and other war crimes committed
against humanity, on the basis of a comprehensive judgement of all kinds of
testimonies and reports, etc."
��� Present as observers at this trial, which lasted for over 12 hours that
day, were more than 700 people, including survivors from the Rogun-ri
massacre, Koreans from the United States, Japan, Canada and other countries
and activists of non-governmental organizations in different countries.
��� An official of the overseas headquarters of the all-nation special
committee said, "the tribunal was of significance as the GIs' mass killings
were tried for the first time in history by civilian organizations from the
north and the south of Korea, together with delegates from countries which
participated in the last Korean War."

U.S. urged to compensate for mass killings
��� Pyongyang, June 28 (KCNA) -- The Committee of Measures Against the
Rogun-ri Massacre in South Korea on June 22 released a statement urging the
U.S. to probe the truth behind mass killings committed by GIs in Rogun-ri
during the last Korean War and apologize for them, the South Korean
newspaper Hangyore reported. The statement accused the United States of
falsifying the fact that the 2nd battalion of the 7th cavalry regiment under
the U.S. army first division killed more than 400 civilians at the
instruction of its higher command during the past Korean War. It demanded a
probe into the truth behind the massacre and an adequate compensation for
it.
��� The statement also held that the South Korean authorities should
positively come out for the settlement of the case and bring complaints to
the U.N. commission on human rights at an early date so as to restore the
violated human rights of the victims.

explains the essence and character of the social movement. The social
movement means creative activities of popular masses for independence, when
viewed from the principle that they are the maker of history.
��� The essence of the social movement lies in that it is the popular
masses' movement for independence.
��� The social movement is activities undertaken by the popular masses on
their own initiative. Its essence is, therefore, defined by the aim sought
by them.
��� Their social movement is aimed to achieve and defend their independence
free from all social and natural fetters.
��� Independence is an essential attribute of man who is desirous of living
as the master of the world and his own destiny free from all those fetters.
��� The history of the social movement is that of the masses' struggle for
independence.
��� The character of the social movement lies in that it is a creative
movement of popular masses to transform the nature and society.
��� Their activities for an independent life assume a creative nature.
Because creativity is one of the essential attributes of a social being and
masses of people always demand something new and have a creative ability to
realize it.
��� Society develops thanks to their creative activities.
��� the course of their creative struggle is the process of growing to be
stronger.
��� The history of the development of social productive forces is the
history in which the creative power of man who conquers nature has grown
strong and the history of social revolution is the history in which the
revolutionary ability of the people who transform society has increased.
��� The socio-historical movement further develops according to the increase
of their creative ability.
��� This Juche-oriented understanding of the essence and character of the
social movement comes to a conclusion that if masses of people are to
successfully carve out their destiny, they should firmly maintain the
independent and creative stands in the revolution and construction at all
times.

More anti-U.S. rallies
��� Pyongyang, June 28 (KCNA) -- Rallies to mark "June 25, day of struggle
against the U.S. imperialists" were held in Jagang and South Hwanghae
Provinces and Kaesong yesterday. At the rallies speakers said that the war
provoked by the U.S. imperialists was a premeditated and criminal war of
aggression to occupy Korea and use it as a springboard to realize their wild
ambition for world domination and a war of unprecedented massacre.
��� The U.S. imperialist murderers left no stones unturned to bring the
Korean people to their knees, but they fell upon their knees before the
people's army and people of Korea who were rallied close around the party
and the leader, the speakers noted.
��� They stressed that the aggressive and brutal nature of the U.S.
imperialists still remains unchanged, bitterly denouncing them for their
vicious moves to provoke a new war and murderous acts in South Korea.
��� The hostile Korea policy of the bush administration lays grave obstacles
in the way of north-south relations and national reunification and places
the Korean peninsula under a hair-trigger situation, they said, warning:

Swiss ABB mission established
��� Pyongyang, June 28 (KCNA) -- A mission of the Swiss ABB ltd, was set up
here today with due ceremony. Present at the ceremony were Jon Sung Hun,
minister of metal and machine-building industries, and officials concerned,
the delegation of the ABB ltd. Headed by its senior group officer Sune
Karlsson and foreign guests working in Korea.
��� A reception was given in connection with the opening of the mission.
