China, Ukraine Sign Joint Statement.

China and Ukraine will expand all- round cooperation in the new century,
said a joint statement signed here Saturday by visiting Chinese President
Jiang Zemin and his Ukrainian counterpart, Leonid Kuchma.
The two sides reached wide range consensus during Jiang's state visit to
Ukraine, the statement said.
During his visit, Jiang held talks with Kuchma, and met with Ukrainian Prime
Minister Anatoly Kinakh and Chairman of the Supreme Council of Ukraine Ivan
Plyushch. 
In the political area, the two sides say they will strictly abide by all
political documents signed by the two countries, and make even greater
efforts to raise bilateral relations to a higher level, said the statement.
Jiang's current visit to Ukraine has injected new vigor to the development
of China-Ukraine relations in the new century, it pointed out.
The Ukrainian side stresses that it recognizes only one China, and that the
government of the People's Republic of China is the only legitimate
government of China.
Taiwan is an inalienable part of China and Ukraine will not establish any
official relations with Taiwan, the statement said.
China says that it recognizes and respects the independence, sovereignty and
territorial integrity of Ukraine, and reiterates the nuclear security
assurance China proposed to Ukraine in 1994.
In the economic area, the two sides appreciate the work done by the
governmental commissions on trade, science and technology and utilizing the
space for peaceful purpose. They will, in accordance with market mechanism,
improve their business cooperation coordination mechanism and enlarge
bilateral trade. They will also conduct cooperation in the hi-tech sector.
The two sides will encourage and support institutions and enterprises of the
two sides to participate in the construction of major infrastructure and
energy projects in both countries and other areas of the world, according to
the statement. 
The two sides will also hold trade and business meetings and exhibitions in
both countries. 
In the international area, the statement said the two sides firmly believe
that a modern world order should be based on the fact that each country has
the right to choose its own path of development. Multi-polarity will help
contribute to the democratization of international relations and world peace
and stability, it said.
The two sides reaffirm that they hold identical or similar views on major
international and regional issues, and therefore will strengthen their close
cooperation within the United Nations and other international organizations.
Both sides agree that the United Nations plays an important role in
promoting common development and prosperity. They support the drive to
improve the efficiency and functions of the U.N. as well as to strengthen
the role of the world body as a core mechanism in international relations.
The two sides hold that the Treaty on the Limitation of Anti- Ballistic
Missile Systems (ABM), signed in 1972, is related to the strategic stability
and security of the world, and is still the basis of international
agreements on the reduction and limitation of aggressive strategic weapons.
Jiang invited Kuchma to pay a state visit to China and Kuchma accepted the
invitation. The specific time of the visit will be decided through
diplomatic channel.

Beijing Promotes Education on National Defense
Authorities in China's capital city of Beijing Saturday held series of
activities to promote education on national defense.
One of the themes is to let more people know about the Law on National
Defense Education, which was promulgated on April 28.
Chinese Defense Minister Chi Haotian, Jia Qinglin, secretary of the Beijing
Municipal Committee of the Chinese Communist Party, and Liu Qi, mayor of
Beijing, participated in the activities along with more than 200,000 people.
The military presented a number of weapons captured as trophy in the War of
Resistance Against Japan and the War of Liberation in the 1930s and 1940s to
the national defense education bases in Beijing.
The bases and museums also received video compact discs, models, and
documents on national defense education.

Advisers Urge Taiwanese Authority to Accept 'One-China' Principle
President Chen Shui-bian's advisers have urged the Taiwanese leader to free
himself from his ideological constraints and recognize a "one-China"
principle to help break a protracted stalemate with the mainland.
Instead of accepting Beijing's control, Chen can declare he will abide by a
separate "one-China" principle guided by the constitution of the Republic of
China, the official name of Taiwan, the 14 advisers said in a letter to the
president released Saturday.
"Considering realities across the Taiwan Strait and the international
environment, there is no need and also no way for us to evade the
'one-China' question," the advisers said.
"We were not seeking to resolve the political dispute but to find the common
language both sides may accept," Hsu Wun-pin, a prestigious legal expert who
drafted the letter, told reporters.
Chen has close to 100 advisers -- including business leaders, academics and
activists -- and it's difficult to say how influential the writers of the
letter are. 
Chen, a former advocate of formal independence, has softened his anti-China
stance in recent years. But he has refused to accept Beijing's "one-China"
principle, fearing this would be tantamount to admitting Beijing's control
over the island. 
Kuo Yao-chi, spokeswoman at the Presidential Office, would not say if Chen
would accept the advice. But she noted Chen has long sought to start
dialogue with Beijing.
Chen may find it hard to completely ignore the appeal from his advisers,
which reflected growing public sentiment that Taiwan must seek to end its
political standoff with Beijing to help jump start the slumping economy.
Many Taiwanese are worried about the island's future as Chen's new minority
government appears incapable of halting the flight of capital and investment
to the mainland that has weakened the local economy.
Chen has called a national economic conference with business leaders and
opposition politicians next month to plot a new economic course.
Opposition leaders say Chen should first start a dialogue with Beijing to
discuss ending Taiwan's long-standing ban on air and shipping links with the
mainland. The move could bolster Taiwan's competitive edge and help attract
more local and foreign investments, they say.

She pointed out that the Chinese government will go all out to protect the
legal rights of the Chinese steel industry, paying close attention to the
201 case. 

She said China has noticed that the U.S. International Trade Commission
(USITC) registered to investigate over four steel products imported from
countries and regions including China on June 28.

The four steel products include carbon-alloy steel bars, carbon- alloy steel
plates, carbon-alloy steel tubes and stainless alloy tool steel.

She said the investigation will be carried out according to Section 201 of
the U.S. 1974 international trade law, aiming to determine whether the
imported products would threaten or harm the U.S. domestic relevant
industries.

Falun Gong Crime Widely Condemned
People from all walks of life around the country condemned the recent crime
of the Falun Gong cult as inhuman and violating human rights.

report that the body of a pious Falun Gong disciple from southwest Sichuan

Kashmir at Heat of Pakistan-India Confrontation: Musharraf

countries. 

He was addressing a news conference here in the evening, his first one after
returning from Agra Summit.

The President answered three questions put forward by himself on the
occasion. He gave a confident "yes" to whether the people of Pakistan,
Kashmir and India genuinely want peace and begin a new era, saying he wants
to give peace the biggest chance.

However, his answers to the other two questions were unequivocally "no". He
pointed out that neither could peace be achieved without solving the
Kashmire dispute first nor could Pakistan and India reach a resolution on
Kashmir issue without the involvement of Kashmiris.

Acknowledging that some other issues bedeviled bilateral relations,
Musharraf deemed the Kashmir dispute an incomparably protruding one.

He said the biggest confidence building measure is the resolution of Kashmir
dispute. 

The President appealed to the peoples of Pakistan, India and Kashmir to rise
and strengthen the hands of the moderate and flexible-minded people who are
yearning for peace.

"We should rise for the sake of mutual economic progress, banishing poverty,
alleviating miseries of Kashmiris, preventing unnecessary loss of lives of
Kashmiris and Indian forces and for the sake of future generations."

As for the Agra Summit which produced no declaration or agreement, he said
both countries made good beginning and the process would continue.

"I return empty-handed, but not disappointed. I resolve to carry forward the
initiative that has been taken and the process will continue," added the
President.

Vice-President Visits Xigaze in Tibet
Vice President Hu Jintao Saturday visited officials and residents of all
ethnic groups in Xigaze, a major city in the Tibet Autonomous Region.
Along with Hu, who is a member of the Political Bureau Standing Committee of
the Central Committee of the Communist Party of China, are some members of
the central delegation attending celebration activities for the 50th
anniversary of the peaceful liberation of Tibet.
Hu visited local Party and government officials, army officers and soldiers,
elderly cadres and veterans.
