Party leader meets war invalids
 
The Party, the State and the people of Vietnam will forever be grateful to
war invalids and fallen combatants for their sacrifices for the
revolutionary cause of the nation, said Party leader Nong Duc Manh.

The general secretary of the Communist Party of Vietnam was speaking to war
invalids, servicemen under medical treatment and staff working at the Liem
Can Care Centre for war invalids and severely wounded servicemen in Ha Nam
province on July 25.

Mr Manh further said that the Party and the State have promulgated a number
of preferential treatment policies for war invalids, families of fallen
combatants and families that had rendered great services to the revolution,
and urged localities to overcome difficulties to provide special care for
those social beneficiaries.

In addition, the gratitude activities have become a voluntary movement,
receiving an enthusiastic response from the entire people, the Party leader
noted.

Mr Manh expressed the hope that the staff of the centre will help each other
to fulfil their assigned tasks with a high sense of responsibility. He said
that caring for war invalids and ill soldiers is to exercise the national
tradition of "when drinking water, one must remember its source".

The Liem Can Care Centre has provided medical treatment and care for 2,790
war invalids and severely wounded servicemen since its establishment in
June, 1972. At present, 37 war invalids are staying permanently at the
centre. In addition, between 500 to 800 war invalids and ill soldiers spend
week-long rests at the centre each year.

Also on Wednesday, the Party leader called on the July 27 Garment Company
under the Labour, War Invalids and Social Affairs Department of Ha Nam
province. The company has organised jobtraining courses for almost 300 war
invalids and provided stable jobs for 261 since it was established in
December 1974. In addition, the company regularly opens job training courses
for children of fallen combatants and war invalids and handicapped
teenagers.

Mr Manh praised the company for its efforts to create favourable working
conditions for this group of social beneficiaries. The company's endeavours
have helped war invalids, who wish to join the workforce, live on their own
while making continued contributions to society.

Meanwhile, National Assembly Chairman Nguyen Van An on July 25 visited a war
invalids centre in Thuan Thanh district of northern Bac Ninh province and he
also expressed the Party, State and people's gratitude to war invalids for
their services to the nation.

Chairman An praised the centre's staff for their efforts in taking care of
nearly 1,000 war invalids from 26 provinces and cities nationwide since the
centre was established in 1965.

July 27 is observed annually as the Day for War Invalids and Fallen
Combatants in Vietnam. (VNA)

President sends letter on gratitude giving day

President Tran Duc Luong , on July 26, sent a letter to war invalids,
wounded and ill soldiers and families of fallen combatants on the occasion
of the 54th War Invalids and Fallen Combatants� Day, July 27.

The letter reads in part as follows:

"On behalf of the Party and State, I would like to express the deepest
gratitude to war invalids, wounded and ill soldiers, Heroic Mothers,
families of war martyrs, and those who made contributions to the revolution.

With our tradition that �while drinking water, one must remember its source�
over the past half a century, the Party and State have always paid
solicitous attention to the material and spiritual lives of war invalids,
wounded and ill soldiers, Heroic Mothers, families of war martyrs and those
who have recorded great services to the revolution as an expression of
gratitude.

I wish war invalids, wounded and ill soldiers, Heroic Mothers, families of
war martyrs and those who have made great contributions to the revolution
good health and happiness. I wish you will be good examples in
socio-economic development, thus contributing to education of the
revolutionary tradition among children, national construction and to efforts
made to achieve for the targets of a prosperous people, a powerful country,
an equitable, democratic and civilised society."

Activities for War Invalids and Fallen Combatants' Day



Giving health care to relatives of war invalids and fallen combatants in Ha
Tay.

Many activities have been held to mark the War Invalids and Fallen
Combatants' Day.

The northern province of Thai Nguyen held a conference on July 25 to praise
communes and wards that have done well the work of taking care of war
invalids and families of fallen combatants (those who died for the country
during the wars.)

Nam Dinh province held a meeting with Vietnamese Heroic Mothers and
organisations which look after the mothers on July 25. Nearly 100 out of 150
living mothers and 13 organisations attended the meeting.

With the tradition 'when drinking water remember its source,' Nam Dinh Party
Committee and people have well carried out the work of showing gratitude to
those who rendered great services to the homeland in the past years. The
province has presented nearly 37,000 saving books totally valued at more
than VND 7 billion, repaired nearly 1,700 houses of gratitude and built 307
new houses of gratitude worth about VND 6.8 billion.

Thai Binh province has presented gifts (worth VND 2 billion) to priority
policy beneficiaries and held a 'War Invalids' Singing Voice' contest in Vu
Thu district. All the local communes and wards are holding meetings and
giving presents to these beneficiaries in the localities.

Thanh Hoa province has called at and given gifts to priority policy
beneficiaries in the province and to the seriously wounded soldiers of Thanh
Hoa who are being taken care of nursing and convalescent homes of Hoang Long
(Ninh Binh province,) Duy Tien (Ha Nam province,) Thuan Thanh (Bac Ninh
province,) and Lang Giang (Bac Giang province.)

A delegation of the Vietnam Students' Association of Hanoi called at and
presented gifts to Mrs Pham Thi Hieu, 90, mother of two fallen combatants,
who are living in Nhan Hoa, Ta Thanh Oai, Thanh Tri, Hanoi.

NA Standing Committee meets
The Standing Committee of the National Assembly met in Hanoi on July 20-25
to discuss the State budget collection and spending in the first six months
and measures to meet the set targets for the rest of the year, and some
other issues. 

The committee reached a consensus that the first six months of the year saw
progress in implementing the State budget targets. The revenue was higher
than the same period last year as well as the mid-yearly targets while the
spending was close to the targets and met socio-economic demand.

They agreed upon measures to implement the State budget targets in the
second half of the year and asked all branches, levels, and localities to
concentrate efforts on implementing socio-economic and State budget
solutions as set forth by the National Assembly and the government.

The Ordinance on Lawyers and the Ordinance on Plant Protection and
Quarantine (revised) were passed at the meeting.

The National Assembly Standing Committee also issued guidelines on a plan to
review the 10th Legislature's operation, and heard the National Board on
Drafting Amendments and Supplements to the 1992 Constitution report on the
implementation of the National Assembly's ninth session resolution on this
issue. (VNA)
