 ��� Pyongyang, July 27 (KCNA) -- Leader Kim Jong Il answered questions
raised by Itar-Tass on July 24. The full text reads:
��� I am grateful that Itar-Tass has asked for an interview with me.
��� I would like to answer your questions.
��� First, I would like to mention about the relationship between Korea and
Russia and the prospect of its development.
��� Korea and Russia are neighbours and they have maintained traditional
friendly relations for a long time. The development of these relations fully
accords with the interests of the peoples of the two countries and is of
great significance in ensuring peace and security in Asia and the rest of
the world. We set great store by friendship between Korea and Russia and pay
deep attention to the development of the relations between the two
countries. 
��� The Pyongyang summit of the leaders of the two countries held in July
last year was a landmark event in developing the friendly relations between
the two countries onto a new, higher stage.
��� The visit to Pyongyang by President Vladimir Vladimirovich Putin, the
first of its kind by the russian head of state, proved a great contribution
to the development of the relations between the two countries, and we highly
appreciate it. Proceeding from our common will and stand with regard to the
fresh development of our friendly and cooperative relations, President Putin
and I had candid talks and deepened our mutual understanding and confidence.
��� At the summit meeting and talks we had an open-hearted exchange of
opinions concerning the bilateral relations and a series of international
issues of mutual concern, and in accordance with the results of the talks
signed the DPRK-Russia joint declaration in which we made public the common
will and desire of the governments and peoples of our two countries to
develop the bilateral friendly and cooperative relations onto a new, higher
stage and clarified our unanimous view and stand with regard to important
international issues. The joint declaration as well as the DPRK-Russia
treaty of friendship, good-neighbourliness and cooperation signed in
February last year are historic documents that provide a guarantee for
promoting the friendly relations between Korea and Russia. Clearly defining
the principle and orientation of development of the friendly and cooperative
relations between the two countries, the declaration and the treaty deal
comprehensively with the political, foreign relations, national defence and
security, mutual economic cooperation and trade issues and all other issues
arising in developing the bilateral relations. The declaration and the
treaty have opened a road for developing the friendly and cooperative
relations between the two countries in all fields on the principle of
complete equality, mutual benefit, mutual confidence and non-interference in
each other's affairs.
��� The future of the friendly relations between Korea and Russia is very
bright. After the Pyongyang summit wide sections of public circles and
peoples of the two countries have displayed an unprecedented zeal for
developing the friendly relations between the two countries. In accordance
with the spirit of the declaration and the treaty, practical measures have
been taken between the two countries concerning cooperation in the fields of
the economy, military affairs, science, technology, education and culture.
since the two countries' will to develop the relations of friendship and
cooperation is unshakable, guaranteed by the declaration and the treaty, and
they have decades-long tradition of close cooperation, they can develop
their relations comprehensively if they take positive measures for action.
We believe that the Korea-Russia relations of friendship and cooperation
will be promoted remarkably in the new century, the 21st century, by the
joint efforts of the governments and peoples of the two countries.
��� Dialogue between the leaders of the states plays an important role in
developing relations between countries. If the leaders maintain close
relations with one another, their countries and peoples will inevitably
establish friendly ties.
��� I am going to visit Russia soon at the invitation of President Putin. I
am pleased that I will be visiting Russia and meeting President Putin again
in Moscow. Meeting the friendly people of Russia will give me a deep
emotion. I am sure that the upcoming Moscow summit will be an important
occasion for cementing the relations between the leaders of the two
countries, which were established in Pyongyang last year, and for further
promoting the Korea-Russia friendship.
��� Next, as for the question of the united states' establishment of its
missile defence system, I shall touch upon the question since the united
0tates is provoking us in connection with the attempt.
��� The United States is now coming out with the so-called missile threat
from our country and some others in an attempt to set up the missile defence
system. We are informed that for this purpose the united states is trying to
abrogate the anti-ballistic missile treaty which was concluded with Russia.
��� The United States' attempt to establish the missile defence system has
now become the target of worldwide denunciation because it may renew the
arms race. 
��� We support the russian standpoint for maintaining strategic stability
through the ABM treaty.
��� The United States' clamour about the "missile threat" from our country
is totally unfounded. it is nothing but a lie to hide its intention to
dominate other countries. no matter how they fuss, saying, "North Korea is
threatening the United States by means of missiles," and therefore "the
united states is trembling with anxiety and fear," nobody will believe it.
Worse still, the new U.S. administration is now talking about the "threat"
of our conventional armed forces, not satisfied with the hullabaloo about
"North Korea's missile threat." That is preposterous. That is another
outrageous challenge to us.
��� Our missile programme is of purely peaceful nature. It threatens nobody.
implementing the peaceful missile programme is an exercise of our legitimate
sovereign right. 
��� The world knows that we are not threatening the United States, but that
the United States is constantly threatening us by occupying a half of our
country by force of arms.
��� You have also asked about the prospect of normalizing relations between
our country and the united states and Japan. That depends entirely on the
standpoints and attitudes of the United States and Japan.
��� The new U.S. administration has resumed the policy of isolating and
stifling the DPRK in the new century, the policy that already went bankrupt
in the 20th century, and is obstructing the improvement of DPRK-U.S.
relations and aggravating the situation. The hard-line policy pursued by the
United States to bring pressure to bear on us is a futile attempt that
failed yesterday and will fail today as well. Our invariable standpoint is
to approach good will with good will and respond to a hard line with a super
hard line. 
��� Our independent politics, our independent foreign policy is consistent
and unshakable. No matter how the situation may change, and no matter what
challenge we may encounter, we will keep the sovereignty and dignity of our
country and confidently advance along the road we have chosen. we will
develop good-neighbourly, friendly relations with all countries on the basis
of mutual respect for independence, and make efforts to improve relations
with the countries which have been hostile towards us, if they respect our
sovereignty and discard their hostile policy towards us.
��� A prerequisite for improving our relations with Japan is that Japan
should atone for the crimes it committed against our country and nation. To
improve the relations ignoring its criminal past does not stand to reason.
However, the present reactionary rulers of Japan are manoeuvering recklessly
to beautify and justify their shameful past and bury it for ever.
��� If Japan takes a sincere attitude towards the question of redressing its
past considering the general trend of the world and gives up its policy and
acts hostile to our country, the relationship between Korea and Japan can be
improved. 
��� Last, you have asked me how I spend my leisure and what my hobbies are.
��� Frankly speaking, I have a lot of work to do. following the lifetime
will of the great leader comrade Kim Il Sung, we must build a powerful
socialist state on our land and achieve national reunification as soon as
possible. Our reality does not allow me to waste time before having built a
powerful state and achieved national reunification.
��� As for my hobbies, I am fond of going among the people and soldiers and
spending time among them. I find my life worth living and feel my best
pleasure when I learn how they live and work and take care of them, talking
with them and sharing their feelings. I also like reading and music.
��� Reading and music are a part of my life and a pabulum of my work.
��� I would like to take this opportunity to convey my friendly greetings to
the Russian people and wish them a success in their struggle to build a
powerful Russia and a better life.

Joint demonstration held in U.S.
 ��� Pyongyang, July 27 (KCNA) -- The "Federation of South Korean Youth in
the United States" and a women's organization in the united states held a
joint demonstration in Washington on July 23 denouncing the U.S. government
for turning its back on the sufferings of "comfort women for the army",
Seoul-based Yonhap News reported. Going round the building of the U.S. State
department, the demonstrators shouted such slogans as "justice to
grandmothers, former comfort women" and "does the U.S. defend the rape" and
demanded the withdrawal of the request to turn down the suit filed by
"comfort women" and an apology to the women's body.
��� Kim Sun Dok, one of the former "comfort women" who filed a suit against
the Japanese government over the issue of reparations to them, submitted to
the U.S. State department a document bitterly denouncing the U.S. for
patronizing Japan denying its sexual crimes.
��� That day solidarity with the joint demonstration was expressed by 301
U.S. organizations including human rights, women's and religious
organizations. and over 20 press organizations of different countries and
regions were keen on the news coverage.
��� Yun Tae Yong, chairman of the federation, said that the current joint
demonstration is aimed to build up public opinion in the U.S. with the
approach of the court's examination on the issue related to "comfort women"
scheduled to be held on August 1.

Preparatory committee formed in New York
 ��� Pyongyang, July 27 (KCNA) -- The "Federation of Koreans in the United
States" inaugurated a preparatory committee in New York on July 18 to
commemorate Sun's Day and celebrate February 16 in 2002. Ham Song Guk,
president of the federation, was elected chairman of the preparatory
committee. 
��� The committee decided to widely propagandize the greatness of President
Kim Il Sung and leader Kim Jong Il and immortal feats performed by them in
carrying out the cause of national reunification and hold multifarious
functions with the approach of Sun's Day and February holiday in 2002.

Citizens' organization for abolition of "Security Law" inaugurated
 ��� Pyongyang, July 27 (KCNA) -- An organization of citizens for the
abolition of the "Security Law" was inaugurated in South Korea, according to
a news report. The organization issued an inaugural declaration on July 17.
��� The declaration said that the "security law" has existed "to protect the
dictatorial power only" for over half a century and the successive military
"governments" have made the law more reactionary several times.
��� The law should not be allowed to exist any longer as it goes against
man's intrinsic nature, democracy, and the trend of the nation's history for
the north-south reconciliation and the trend of the world history, it noted,
calling for vigorously struggling with wisdom and courage till the day when
the law will disappear.

Anniversary of victory in Fatherland Liberation War observed
 ��� Pyongyang, July 27 (KCNA) -- Rodong Sinmun today carries an editorial
titled "Let us glorify the history of the great victory in the war forever"
on the occasion of the 48th anniversary of the victory in the Fatherland
Liberation War. The editorial says:
��� President Kim Il Sung led the war to victory 48 years ago, honourably
defending our country and nation's dignity and sovereignty and ushering in a
new era of anti-imperialist, anti-U.S. struggle. This represents immortal
historic feats to shine long with the 20th century.
��� The victory achieved by the people's army and people of Korea in the war
is a brilliant fruition of the army-first idea and leadership of the
president. 
��� 48 years have passed since our people's army and people achieved the
brilliant victory in the war under his leadership.
��� These are proud years in which a steady continuity has been given to the
ever-victorious history started by the President under the outstanding and
tested leadership of Kim Jong Il, the illustrious commander born of Mt.
Paektu. 
��� Kim Jong Il has energetically worked to successfully embody the
President's Juche-oriented idea of attaching importance to the army with
deep penetration into the importance and significance of arms from the first
day he began leading the Workers' Party of Korea and the revolution at his
early age. 
��� His intention and will to give priority to the army are reflected in his
army-first philosophy that the army precisely means the party, the state and
the people and they are also manifested in the history of his leadership in
which he laid down the policy of modelling the whole army on the Juche idea
and has energetically led the struggle to implement it.
��� The history of Kim Jong Il's revolutionary struggle is a history of
army-first revolutionary leadership in which he has steered the revolution
and construction, giving priority to the army and relying on the
revolutionary army. Remaining true to his army-first politics provides a
sure guarantee for glorifying forever the ever-victorious history started by
Kim Il Sung and accomplishing the Juche cause of revolution. This is an
iron-will cherished deep in the hearts of the Korean people amidst grim
trials. 
��� The road we should follow in the new century is the road of giving
priority to the army indicated by the president and this always leads to
victory. 
��� The army-first banner is a vital one which should be invariably held
aloft as long as there remains imperialism in the world and the revolution
continues. 
��� The U.S. imperialists today have become all the more desperate in their
moves to stifle the DPRK militarily, far from drawing a proper lesson from
the bitter defeat they sustained in the last Korean War. Their arrogant
moves are touching off bitter wrath among the people's army and people of
Korea. 
��� It is a bitter lesson taught by the history that the imperialists'
aggressive and brutal nature will never change and one should fight to a
finish with a tough stance against the imperialists. Harbouring any illusion
about imperialism means death. We should not forget the bitter lesson taught
by Sinchon but have stronger anti-imperialist, anti-U.S. sentiment. We
should always keep ourselves in a tense and mobilized posture and closely
follow the enemy's moves with sharp vigilance. If they launch a reckless
attack on the DPRK we will wipe out the enemies at one stroke and once again
demonstrate the mettle of heroic Korea.

��� expreso mi agradecimiento a la agencia de noticias itar-tass por haberme
pedido una entrevista.
��� voy a responder a las preguntas que me han formulado ustedes.
��� ante todo, quisiera referirme a las relaciones entre corea y rusia y a
las perspectivas de su desarrollo.
��� ambos son paises vecinos colindantes y sus relaciones han sido amistosas
tradicionalmente, con una larga historia.
��� desarrollar estos lazos coincide por entero con los intereses de ambos
pueblos, ademas de que resulta de suma importancia para la paz y la
seguridad en asia y el resto del mundo. nosotros los apreciamos y prestamos
profunda atencion a su desarrollo.
��� el encuentro que los dirigentes de ambos paises sostuvimos en pyongyang
en julio del ano pasado fue un acontecimiento de significacion trascendental
para llevar sus relaciones de amistad a una nueva altura superior.
��� con su visita a nuestro pais, la primera realizada por un jefe de estado

los asuntos referentes al estrechamiento de sus lazos como los de la
politica y las relaciones exteriores, la defensa nacional y la seguridad, la

etc. la declaracion conjunta y el tratado han posibilitado que esas
relaciones de los dos paises desarrollen en todos los sectores bajo los
principios de plena igualdad, beneficio reciproco, confianza mutua y la no
injerencia en los asuntos internos.
��� son optimas las perspectivas del desarrollo de los lazos de amistad
entre corea y rusia. despues del encuentro en pyongyang, entre los amplios
circulos sociales y demas sectores del pueblo de ambos paises, se eleva como
nunca el fervor de llevar adelante estas relaciones. segun el espiritu de la
declaracion y el tratado, en la actualidad se toman medidas practicas para
promover la colaboracion en los campos economico, militar,
cientifico-tecnico, educacional y cultural entre los dos paises. si se toman
energicas medidas de accion se ampliaran y se promoveran de lleno las
relaciones entre los dos paises puesto que es firme su voluntad de
realizarlo, existen una declaracion conjunta y un tratado que lo garantizan
y una tradicion de estrechas colaboraciones que lleva decenas de anos.
confiamos en que en el nuevo siglo xxi nuestras relaciones de amistad y
cooperacion alcanzaran un desarrollo satisfactorio gracias al esfuerzo
conjunto de los dos gobiernos y pueblos.
��� las conversaciones de los dirigentes de estado desempenan un importante
papel en el avance de las relaciones de sus paises. es logico que si sus
lazos son estrechos sean amistosos tambien los de sus paises y sus pueblos.
��� voy a visitar pronto a rusia cumplimentando la invitacion del presidente
putin. reunirme asi con el en moscu es un placer para mi y ademas, el
encuentro con el amistoso pueblo ruso me provocara profundas evocaciones.
pienso que la proxima cita en moscu servira de un nuevo motivo importante
para profundizar nuestras relaciones trabadas en la de pyongyang el pasado
ano y consolidar la amistad entre ambos paises.
��� ahora, quisiera referirme en breve al establecimiento del sistema de
defensa antimisil por los estados unidos porque es un problema en que nos
involucran. actualmente los estados unidos, so pretexto de la supuesta
"amenaza de misiles" de algunos paises, incluido el nuestro, tratan de
establecer el sistema de defensa antimisil y para esto intentan anular,
segun se conoce, el tratado abm concertado con rusia.
��� hoy en dia, este proyecto norteamericano esta condenado a escala mundial
porque puede causar una nueva carrera armamentista.
��� apoyamos la posicion de rusia de mantener la estabilidad estrategica
mediante el tratado abm.
��� el que estados unidos habla sobre la "amenaza de misiles" por nuestro
pais es totalmente infundado y no pasa de ser una sofisteria para encubrir
su ambicion dominacionista. por mucho que diga que "corea del norte amenaza
con misiles a estados unidos" y "ee.uu." tiembla de inquietud y pavor", no
hay nadie que lo cree. mas aun, la nueva administracion norteamericana, por
no estar satisfecha con decir de la "amenaza" de misiles de norcorea",
arguye esta vez incluso la "amenaza"de nuestras fuerzas armadas
covencionales, lo cual es una absurdidad y un otro brutal desafio contra
nosotros. 
��� el nuestro programa de misiles tiene puramente el caracter pacifico y no
amenaza a nadie. llevar adelante este pacifico programa es nuestro legitimo
derecho independiente. es conocido por todo el mundo que no amenazamos a
ee.uu. sino que este nos amenaza permanentemente ocupando por la fuerza
armada la mitad del territorio de nuestro pais.
��� en cuanto a otra pregunta relacionada con la perspectiva de la
normalizacion de las relaciones entre nuestro pais y estados unidos y japon,
afirmo que esto depende enteramente de la posicion y la actitud de esos
paises. 
��� la nueva administacion norteamericana, volviendo a plantear en el nuevo
siglo la politica fracasada ya en el siglo xx, de aislar y suprimir a corea,
ha cerrado el camino de mejorar las relaciones corea-ee.uu. y asi empeorado
mas la situacion. los ee.uu. tratan de ejercernos una presion tratandonos
duramente, lo cual es una vana intencion irrealizable como lo fue ayer.
responder con la bondad a la bondad y con la sobredureza a la dureza, es la
disposicion que mantenemos inalterablemente.
��� nuestra politica independiente, nuestra politica exterior independiente
es invariable y firme. sea cual fuere el cambio de la situacion y el reto al
que nos enfrentemos, defenderemos la soberania y la dignidad del pais y
marcharemos con pasos firmes por el camino optado por nosotros mismos.
basandonos en el respeto mutuo a la independencia, desarrollaremos las
relaciones de buena vecindad y de amistad con todos los paises del mundo y
nos esforzaremos para mejorar las relaciones tambien con aquellos que habian
sido hostiles a nosotros, si respetan nuestra soberania abandonando su
politica de enemistad.
��� en lo referente a las relaciones con el japon, lo fundamental es que
este liquide cuentas con sus crimenes cometidos en el pasado contra nuestro
pais y nuestra nacion.
��� dejando tapado su criminal pasado es inconcebible mejorar las
relaciones. no obstante, ahora los reaccionarios dominantes de japon hacen
insensatos esfuerzos para embellecer, justificar y encubrir para siempre su
vergonzoso pasado. 
��� si japon, juzgando correctamente el curso de la situacion, adopta una
posicion y actitud sinceras con respecto al problema de saldar cuentas con
su pasado y abandona la politica de enemistad y los actos hostiles a nuestro
pais, las relaciones entre dos paises seran mejoradas. por ultimo, ustedes
quisieron saber como yo paso mi tiempo disponible y que gusto tengo.
��� francamente dicho, tengo muchisimos trabajos que realizar.
��� cumpliendo proposito que el gran lider, camarada kim il sung se planteo
en su vida, debemos construir una potencia socialista, rica y prospera, en
el territorio patrio y reunificar cuanto antes la patria. antes de lograr
este objetivo no podemos malgastar el tiempo. esta es la realidad en que nos
encontramos. 
��� en cuanto a mi gusto el preferido es visitar a los militares y el pueblo
y estar a su lado. podria decir que mi mayor orgullo y alegria es saber como
ellos trabajan y viven, cuidarlos, sostener conversaciones y compartir la
pena y alegria con ellos. ademas, me gustan la lectura y la musica, que
considero como alimento para nuestro trabajo y como la misma vida.
��� quisiera aprovechar esta oportunidad para enviarle al pueblo ruso mi
amistoso saludo, deseandole exitos en su empeno por construir una potente
rusia y una magnifica vida.
