Party leader explains Resolution of Party Congress

Party General Secretary Nong Duc Manh gave explanations on the main content
of the Document of the Ninth National Party Congress during the closing
session of an eight-day course on studying about the Resolution of the Ninth
Party Congress organised for the key officials from provinces, cities and
central agencies in Hanoi on July 30.

Explaining several issues raised by the people, General Secretary Manh
affirmed a special significance of the Congress for the national development
and the people's future in the 21st century. He said the Resolution of the
Congress has defined clearly the way to strengthen national
industrialisation and modernisation in the new period. During the current
context of rapid and complicated changes of the world and the country, in
order to achieve the targets set by the Congress, to soon help the country
to escape from an under development and become a basically industrial one by
2020, Mr Manh said, we should raise the revolutionary spirit, promote the
strength of the national great unity, grasp chances and create chances even
in difficulties and challenges to develop while making efforts to push back
and overcome dangers. This, he continued, each sector, locality and man must
renovate their thinking and become more creative, dynamic and positive based
on the stance and policy of the Party and State. They should also look for a
new way to develop their business without being passive and relying on
others. 

Mr Manh also stressed that issues relating to the country's path to
socialism raised in the Document of the Ninth Party Congress were the result
of the Party after many years of reviewing successes as well as shortcomings
of the revolution of the country and other countries in the world and of
studying to have a more correct awareness about Marxism-Leninism and Ho Chi
Minh Thought. So, he said, no vacillation is allowed in principle on the
issues concerning the targets and ideal of the revolution and economic
development raised in the Document of the Party Congress. However, no
vacillation in principle being allowed does not mean being conservative in
handling affairs. 

As regards to the Party consolidation and the fight against bureaucracy, the
general secretary said that the Party has always paid much attention to
combating bureaucracy and corruption. Although, many measures to control
bureaucracy and corruption have been worked out, danger is still looming
large, threatening the Party and placing obstacles for the country's
development. Therefore, the Ninth Party Congress has defined that a regular
and key task in building the Party and State is to continue to speed up the
fight against corruption in the State apparatus and the whole political
system, from the grassroots to the central levels. Along with the fight
against corruption, Mr Manh continued, was the fight against bureaucracy,
wastefulness, smuggling and particularly to fight against those who take
advantage of their posts to illegally enrich themselves.

In conclusion, General Secretary Manh said that for each leader, the good
example and a clean life for himself and for his family, together with his
determination and bravery to fight corruption, are the most important
factors to ensure the efficiency of the fight against these evils.

President tours Ho Chi Minh City

President Tran Duc Luong visits administrative services department of
District 1. 

President Tran Duc Luong had a working session with senior officials of Ho
Chi Minh City's district 1 on July 30.

He was briefed on the district's socio-economic development in the first
half of this year, particularly on the implementation of administrative
reform under the 'one door - one seal' model. This process involves applying
ISO 9000 standards in administrative services such as the granting of
business registration, construction, and cultural activity licences, and the
application of information technology in State management.

District 1 has streamlined its staff to 100 from 117 persons.

After praising the district's recent achievements, the State leader said he
hoped that the Party Committee and people of District 1 would develop their
achievements in order to improve the living standard of its local people.

President Luong worked with the city's Public Security Service on the fight
against crime, drug abuse, and other social evils on the same day.

He said he believed Ho Chi Minh City will take creative measures to
effectively control social evils. (VNA)

Thai, Vietnamese NAs strengthen ties



The relationship between the national assemblies and peoples of Thailand and
Vietnam should be further strengthened and made more effective contributions
to peace, stability, co-operation, and development in the region and the
world. 

So said Kraisak Choohavan, chairman of the Committee for External Relations
of the Thai Senate, who was leading a Thai National Assembly delegation on a
Vietnam visit, in Hanoi on July 30.

The Thai delegation held a working session with a delegation of the
Committee for External Relations of the Vietnam National Assembly led by its
chairman, Do Van Tai.

Mr Kraisak said he hoped that the visit would help his delegation learn more
about Vietnam's National Assembly activities and experiences in its current
economic reform. More co-operation between the two national assemblies would
bring benefits to both countries, Mr Kraisak went on to say.

For his part, Mr Tai briefed his guests on Vietnam's socio-economic
situation, the results of the ninth National Assembly session, and the
National Assembly's activities. He also spoke of how to develop co-operation
between the two legislative bodies. He expressed his wish that the two
committees would further exchange information and experiences to contribute
more to the relations between the national assemblies and peoples of Vietnam
and Thailand. 

The two delegations also discussed issues of common concern.

The same day, the Thai delegation met with Vietnamese foreign minister,
Nguyen Dy Nien. (VNA)

Lao military delegation ends visit

A high-level military delegation of the Lao People's Army (LPA) left Hanoi
on July 30, concluding a six-day visit to Vietnam.

While here, the delegation, led by Major General K Senglathone, chief of the
General Staff of the LPA, was received by Prime Minister Phan Van Khai, and
had working sessions with a high-level military delegation of the Vietnam
People's Army. 

They also visited several military schools, the Tien Phong Division, the
Military Factory 153, and the Military Command of northern Quang Ninh

Canada to resume aid to Vietnam

Canada will resume aid to Vietnam with 15 million Canadian dollars to help
the country boost its economic, administrative and legal reforms, announced
Canadian foreign minister, John Manley and minister for international
co-operation, Maria Minna, during their attendance at ASEAN meetings in
Hanoi. 

The money will be provided through the Canadian International Development
Agency (CIDA.) 

Mr Manley confirmed that Canada would give more aid to Vietnam.

CITES committee on trade in endangered species meets

The 17th conference of the Convention on International Trade in Endangered
Species (CITES) Committee opened in Hanoi on July 30 with the participation
of 135 delegates from 42 countries in the world.

During the five-day conference, the participants are discussing the
classification of fauna, registration and management of animals and their
farms, transportation of living animals, trade in coral and traditional
medicines, labelling of salted fish eggs, trade in fresh water turtles in
South East Asia, preservation of seahorses, and trade in sharks and hybrid
creatures. 

Addressing the conference, Deputy Prime Minister Nguyen Cong Tan said that
Vietnam has paid a special attention to protecting its environment. The
country has carried out activities in line with the CITES and effectively
implemented its obligations as a CITES member.

Vietnam has built more than 100 nature reserves and national parks. The
government has issued legal documents to protect and develop forests as well
as endangered fauna and flora. It has also instructed the Ministry of
Agriculture and Rural Development to draft a government decree on the
implementation of the CITES.

In addition, Vietnamese scientific workers have co-ordinated with
international organisations and scientists in conducting surveys and
discovered many rare species of fauna and flora not only in Vietnam, but
also in the region and the world.

Vietnam officially became a CITES member in 1994. (VNA)

Rural areas, agriculture and fisheries to be surveyed

A general survey of Vietnam's rural areas, agriculture and fisheries in 2001
will be conducted from October 1-30.

A conference was held in Hanoi on July 29 to launch the survey. Methods and
detailed plans to carry out the survey in all 61 provinces and cities
throughout the country were presented at the conference.

The survey, which follows a decision by the prime minister will gather basic
information on rural households, the infrastructure of communes, the process
of industrialisation and modernisation of agriculture, production capacity
in the fisheries sector and the structure of the rural economy, and capital
available in these areas.

Data collected for the survey will serve as a basis for the State to build a
strategy on the development of rural areas, agriculture and fisheries
through 2010. 

The results of the survey will be made public in December 2002. (VNA)
