The Congolese Rally for Democracy says it is in control of Lokandu following fierce fighting. The Mayi Mayi tribal militia and Rwandan Hutu Interahamwe militia captured the town a couple of weeks ago. The civil war in Congo broke out three years ago when Rwanda and Uganda backed rebels seeking to oust the former President Laurent Kabila, accusing him of nepotism, warmongering and backing rebels in Rwanda and Uganda. Zimbabwe, Angola and Namibia poured thousands of troops and military hardware into Congo to support Kabila. The warring parties signed a peace agreement a year later, but it was ignored until after Kabila's assassination. A ceasefire has been generally respected, with foreign troops and Congolese rebels pulling back. The UN has sent 500 military observers backed up by 2,500 armed troops to monitor the cease-fire. The Mayi Mayi militia and the Interahamwe are not signatories to the ceasefire deal but the Congolese government is required to disarm and demobilise them. Since May, fighting has intensified in eastern Congo as Mayi Mayi warriors and Rwandan rebels have sought to capture territory beyond the cease-fire line.
